Estimation of Marine Traffic Volume Considering Ship Speed (선박의 속력을 고려한 해상교통량 평가에 관한 연구)

  • This study proposes marine traffic volume estimation method considering ship speed, a factor excluded from the existing method. Ten days of GICOMS marine traffic data from Pyeongtaek and Dangjin ports was applied to this study. As a result, converted traffic volume with the proposed estimation method showed an increase of 4.41 (${\pm}0.99$) times or decrease of 0.59 (${\pm}0.04$) at most, compared with the existing estimation method. Average marine traffic congestion for each time applying the proposed estimation method showed an increase of 1.43 (${\pm}0.10$) compared with the existing estimation method. The maximum marine traffic congestion for each time was 1.62 (${\pm}0.34$) times higher compared with the existing estimation method. Marine traffic peak time, defined as the highest point of marine traffic congestion, was evaluated to be different from that of the existing method because of distribution of vessel speed. In conclusion, considering ship speed is necessary when estimating marine traffic volume to produce a practical estimate of marine traffic capacity.

A Study on Seasonal Variation in Marine Traffic Congestion on Major Port and Coastal Routes (주요 항만 및 연안항로의 계절별 해상교통혼잡도 변화에 관한 연구)

  • In this study, a congestion assessment was conducted to verify seasonal differences in congestion for major coastal traffic routes and fairways in major ports with GICOMS Data for 7 days without issuing a special weather report. As a result, a maximum of 11 % and 82 % are shown, with an average of 3.5 % and a 30 % seasonal difference for hourly average congestion and peak time congestion. Therefore, seasonal differences for the target area should be taken into consideration to perform further congestion assessments, particularly for maritime traffic safety assessments, and keen attention should be given to setting up safety measures against congestion.

A Study on Evaluation of Marine Traffic Congestion based on Survey Research in Major Port (주요항만의 실측조사 기반 해상교통혼잡도 평가 연구)

  • In this study, we analyzed AIS measured data for ten days by selecting the four main ports with many ships arriving in the national ports. The peak time congestion of the main ports, calculated by survey research, was about 3.8-5.7 times higher than the hourly average congestion. This is very different from the results of the advanced research, evaluating the marine traffic congestion of the Ulsan main port based on the existing Port-MIS statistical data, which showed a peak time congestion of about 1.7 times higher than the hourly average. This identifies the problem of distorting the traffic characteristics of the current passage. Therefore, in order to evaluate marine traffic congestion, it would be more appropriate to calculate it based on survey research, rather than Port-MIS statistical data.

  • In this paper, authors try to assess the marine traffic environment from the viewpoint of the degree of congestion. First, the marine traffic flow simulation is carried out to get the information related to the assessment. The simulation is performed based on the wide investigation of marine traffic environment and some statistical methods. Then the degree of congestion is reasoned by using the reasoning methods of the degree of collision risk made to develop collision avoidance system. The quantified degree of congestion reasoned by this method provides much information needed to the design and the evaluation of marine traffic environment.

  • To prevent serious maritime accident and eliminate the cause of the potential maritime accidents, Maritime Safety Audit Scheme was formally institutionalized through amendment of Maritime Traffic Safety Act(May 27, '09). At the initial step of the enforcement of the law, it has risen the necessity of amending the present institution concerning with the range of applicable business, method of practice, detailed technical standards in the assessment articles, etc. Among them, the assessment of marine traffic congestion has been practiced as a mandatory assessment article, but it is analyzed that the assessment doesn't reflect current variation of ships' size and its speed. By analyzing the status of assessments on marine traffic congestion so far and collecting experts' opinion, this paper suggests draft amendments to improve technical standards on the assessment of marine traffic congestion.

Analysis of Correlation between Marine Traffic Congestion and Waterway Risk based on IWRAP Mk2 (해상교통혼잡도와 IWRAP Mk2 기반의 항로 위험도 연관성 분석에 관한 연구)

  • Several types of mathematical analysis methods are used for port waterway risk assessment based on marine traffic volume. In Korea, a marine traffic congestion model that standardizes the size of the vessels passing through the port waterway is applied to evaluate the risk of the waterway. For example, when marine traffic congestion is high, risk situations such as collisions are likely to occur. However, a scientific review is required to determine if there is a correlation between high density of maritime traffic and a high risk of waterway incidents. In this study, IWRAP Mk2(IALA official recommendation evaluation model) and a marine traffic congestion model were used to analyze the correlation between port waterway risk and marine traffic congestion in the same area. As a result, the linear function of R2 was calculated as 0.943 and it was determined to be significant. The Pearson correlation coefficient was calculated as 0.971, indicating a strong positive correlation. It was confirmed that the port waterway risk and the marine traffic congestion have a strong correlation due to the influence of the common input variables of each model. It is expected that these results will be used in the development of advanced models for the prediction of port waterway risk assessment.

  • The demand for the revitalization of marine tourism in Busan North Port is increasing due to changes in functions such as an increase in harbor traffic volume and the expansion of marine leisure space in Busan. As a result, Busan City plans to set a phased alleviation target for prohibition of cruise ship operations, and to lift the prohibition of excursion ship operations in North Port following the cancellation of the prohibition of excursion ship operations in South Port in 2017. The purpose of this study is to evaluate the risk of excursion ship operations in Busan North Port by applying the marine traffic assessment index and to examine the possibility of excursion ship operations. For this purpose, port status, marine accidents, and traffic flow of Busan North Port were investigated. In addition, marine traffic assessment indexes, such as traffic congestion, risk based on an ES Model, and IWRAP MkII, a maritime risk assessment tool, were used to assess the risk and possibility of excursion ship operations in Busan North Port. This study can be used as basic data for analyzing the risk factors that may occur when excursion ships are operated in Busan North Port and to define how excursion ships should operate, with related safety measures.
