A Causal Map Analysis on the Accelerating Policies for Universities to Adopt NCS-based Educational Programs (인과지도를 활용한 4년제 대학 NCS 도입 활성화 방안 연구)

  • The Korean government has constructed the national competency standards (NCS) rapidly since the year 2013. Also, it has pushed 2-year colleges to adopt NCS-based educational programs and public institutions to hire new employees by using NCS. It expects that NCS will deplete the mismatch between the requirements of employers and the abilities of employees. The purpose of this paper is to find correct accelerating policies for universities to adopt NCS-based educational programs. In order to achieve the purpose, primarily the government policies for NCS were analyzed by using causal map. And then, three accelerating policy recommendations for universities to adopt NCS were drawn by using the results of causal map analysis. The three recommendations are as follows. First, the quality of NCS should be kept highly. Secondly, the NCS-based hiring system of public institutions should also be standardized. Finally, the authorities of universities should be guaranted whenever they make educational programs.

  • In Korea's national competency standards, competency is defined as a concept that includes the common skills required to be a member of an organization, the knowledge, skills, attitudes, and values necessary to perform the task, in addition to the skills necessary to perform the task in the field. This study examines the recently published NCS-related paper, and summarizes the key findings in the areas of the design and operation of NCS-based curriculum, key factors that should be included in the design of each individual NCS-based curriculum, positive effects and negative effects of NCS-based education and training processes. Based on these findings and educational implications, the feasibility of expanding the NCS-based curriculum in junior colleges is discussed. In addition, the roles of Human Resources Development Service of Korea and NCS web site are discussed and some suggestions concerning their roles are provided.

Satisfaction of Learners of a College about Courses Based NCS (National Competency Standards) (전문대학의 NCS 기반 교과목에 대한 학습자 만족)

  • Satisfaction of learners is not high about courses based NCS(National Competency Standards) of specialized colleges as a result of this study. The satisfaction of learners through the result of the study about the courses based NCS appears above the average as 3.44 compared 5.0 scale of Likert and the difference of satisfaction of learners between courses based NCS and general courses exists in the specialized colleges. The satisfaction of learners of the three majors compared the total 23 majors are high and they occupies 13.0%. This means that the courses based NCS should need the method in order to increase the satisfaction of learners. But in case of D college, learners of courses based NCS at the fourteen majors of the total 23 majors have their more positive attitude for their learning compared with the attitude of general courses.

  • The purpose of this research is to identify how industrial highschool try to organize and apply NCS based curriculuma, to find out problems, and to suggest what the task for the sustained development and growth under the NCS based industrial highschool curriculum In order to identify actual situation and problems, when a industrial highschool organize and apply NCS based curriculum, we suveyed NCS based curriculum that 583 specialized, Meister highschools organize. The problems to identify through analysis about NCS based curriculum that schools organize are the followings First, schools' NCS based curriculum is set up too much comprehensive type for training human resources. Second, carreer path of students is not considered by schools' NCS based curriculum. Third, yearly plan for schools' NCS based curriculum is not balanced to raise working experience skill among each grades. Forth, schools are not ready to use NCS learning module. Task to solve these problems are the following. First, schools' curriculum have to be organized on the basis of NCS's purpose. Second, teachers have to restructure the NCS learning module in order to go up availability of NCS learning module. Third, industrial highschools have to make efforts to raise students' working experience skill. Finally, industrial highschools have to make efforts to raise teachers' competency to need that they teach and train their students' working experience skill.

  • National Competency Standards (NCS) is a good resource for curriculum development and operations corresponding to the industrial damand. Recently, four-year colleges and universities are committed to a restructuring of the industry demand-driven training courses in order to strengthen competitiveness. However, NCS is focused to train the technical personnel in vocational training institutions(ex. College, Polytechnic University). Accordingly, NCS applications of four-year colleges and universities are hard to find. In this study, we propose a new model for NCS-based curriculum development and operations. Also, NCS was utilized to complement the existing curriculum. This paper includes the following contents; 1) NCS-based curriculum development process, 2) NCS-based course development and operation, 3) learner satisfaction analysis. Finally, this study provide practical implications to four-year colleges and universities to consider NCS application.

  • The purpose of this study is to examine in depth the personal experience of Instructor during National Competence Standards (NCS) Curriculum at Department of Library and Information Science. We conducted in depth interview (FGI) with participants who had recently experienced and data analysis was undertaken. We hope this study that an application of NCS would be activated fully in Library, educational institutes and qualifying examination institutes and that diverse feedbacks from related parties would makes leading to a better updated version of NCS development. As a result, First, The instructor had generally familiar with the background and purpose of the NCS. and they issued the inadequacies of job elements, non-reflection of the opinion on field education, the problems of classification of NCS. second, In the experience of NCS curriculum operating, There were the paperwork burden, Problems of methods of evaluation, evaluation period discrimination, the need to well communication with students. Third, In the problems on the NCS Curriculum operating, we found that there were The need on the proper Class size/hour, additional education, re-evaluation, Support system for NCS Curriculum operation, tools for practice, discrimination between relative evaluation and NCS evaluation, Enhancement for Competence/Standards. Fourth, On The ways of improving for NCS curriculum, We found that There were Class size, Support tools for practice, The improvement Competence/elements/standards based on LIS characteristic. The result of this study may contribute for improving the overall environment Based upon FGI analysis, several new directions for NCS education in the filed LIS curriculum are suggested.

  • In this paper, I had studied to focus on the NCS(National Competency Standard) course in the development process of NCS-based curriculum and designed and developed 'Digital Color Correction' course. 'Digital Color Correction' course was come up with in process of development of NCS-based curriculum in a department of university that aims to educate video-broadcasting experts who lead the advanced digital age. The course developed in this paper follows criteria of NCS and is designed to step in course-profile, instruction and evaluation. Also I made an analysis of learning effects after applying to class. And I compared and analyzed NCS-class and non NCS-class. As a result of comparison, NCS-class is better than non NCS-class in student attitude for learning and evaluation method.

A Study on the Fashion Planning NCS and the Way to Activate the Application of NCS to Fashion Planning Education (패션 기획 분야 국가 직무 능력 표준(NCS)의 개발·보완 현황 고찰 및 도입 운영 활성화 방안 연구)

  • This study investigated the National Competency Standards (NCS) of fashion planning to compare the fashion planning curriculum of domestic universities and colleges with NCS as well as suggest ways to activate the application of NCS to fashion planning education. Qualitative research was employed based on references from the old and new homepages of NCS as well as fashion planning related subjects of domestic universities and colleges. The results are as follow. First, fashion planning NCS was composed of 10 competency units. Competency units were composed of competency unit elements and performance criteria. The levels of the competency units and the competency unit elements were suggested based on 8 stages. There were significant differences in the content of competency units and the level of competency units between the old version and the revised version of fashion planning NCS. Second, considerable fashion planning related subjects seemed at a higher level than the function level of recent college graduates. There were also omitted subjects which were required for recent college graduates. Third, the requirements for the reorganization of curriculums and education systems as well as the cooperation among industry, colleges, universities, and development part of NCS were suggested for the activation of NCS based education and the validation of NCS.

  • Being in the globally competitive environment, public port enterprises which accentuate on the employment of excellent talents to procure competitive advantage are introducing the NCS(National Competency Standards)-based employment system that focuses on job skills. This study mainly aims to analyze the actual status of NCS utilization among public port enterprises and its usefulness as well as performance. The appropriateness, efficiency, satisfaction, comprehensiveness and performance of the current NCS - based employment system were analyzed by using collected data from the recruiting officers and new employees as subjects. And eventually an improvement plan was suggested. The result of analysis shows that the appropriateness and satisfaction level of NCS - based employment system are generally high; while its effectiveness, applicants' recognition and acceptance level as well as performance are slightly higher. Moreover, the job capability and performance on the job of new employee selected by the NCS employment system were analyzed to be higher when the appropriateness and satisfaction level of that system is high. In order to establish NCS - based employment system, early formulation and implementation of job performance assessment system to evaluate the actual abilities and performance of job is necessary. This study suggested the NCS - based employment system is effective for public port enterprises to procure excellent talents, as well as being useful for job preparation of job seekers according to the job competencies requirement of the enterprises. Therefore, this study contributes to the proliferation of NCS - based recruitment system.

A Study on the Collaboratory curriculum Model of the foundation NCS through exemplary international cases (해외 우수사례를 통한 국가직무능력표준(NCS) 기반 산학협력모델에 관한 연구)

  • The purpose of the NCS-based curriculum is to prepare students for practical competencies to perform tasks demanded by industries by applying nationally and industrially developed and certified NCS to the currently held curriculum. In order to achieve this academic goal, education institutions must dedicate their utmost efforts to train trainees to attain flexibility in rapidly changing industry environments and competitiveness to perform the various tasks demanded by industries. The 47th article of the Higher Education Law explains that the purpose of the College corresponds with that of the NCS-based curriculum because the contribution of national and social development is related to the development of an industry. The college purpose and the NCS-based curriculum require close collaboration and cooperation between industries and colleges. This thesis analyzes cases of industry and college cooperation, researches adequate cases that suit the purpose of the NCS-based curriculum and proposes an appropriate industrial-education cooperation model that suits college and NCS-based curriculum by analyzing the cooperation model held by highly acknowledged universities oversea. In addition, this paper proposes a process and guideline to establish the industrial-education cooperation model. The industrial-education cooperation model proposed herein not only practically aligns the NCS-based curriculum to fit the industry environments, but also supports each party in pursuing and achieving its goals through an effective cooperative structure. The NCS-based industrial education model is anticipated to improve colleges' employment rates, allow industries' procurement of brilliant human resources, and contribute to the development of domestic industries through effective college education and training competent professionals for society.
