  • The business environment changing very fast with technology advance and convergence makes the role of R&D become more and more important to firms' success. By analyzing the 683 firm-level data of small and medium venture firms with the ordinary least squares regression, this study sheds new light on the following four points. First, small and medium venture firms' exterior R&D collaboration network heterogeneity positively impacts their import substitution from technology development. Second, the existence of the corporate R&D center moderates the positive impact of small and venture firms' exterior R&D collaboration network heterogeneity on their import substitution from technology development. Third, small and venture firms' exterior R&D information network heterogeneity positively impacts their import substitution from technology development. Fourth, The existence of the corporate R&D center moderates the positive influence of small and venture firms' exterior R&D information network heterogeneity on their import substitution from technology development.

  • The 17" Backlight Unit (BLU) employing twelve EEFLs (External Electrode Fluorescent Lamp) has been developed for LCD-TV The characteristics of the EEFL BLU without dual brightness enhancement film (DBEF) were equivalent to those of CCFL (Cold cathode Fluorescent Lamp) BLU employing eight CCFLs with DBEF. Luminance, power consumption and uniformity were 12,000nits, 32watt and 80%, respectively. The inverter of EEFL Backlight Unit is composed of 2 transformers and driven by the sinusoidal waveform.

  • In planning and evaluating government R&D programs, one of the first steps is to understand the government's current R&D investment portfolio - which fields or topics the government is now investing in in R&D. Analysis methods of an investment portfolio of government R&D tend traditionally to rely on keyword searches or ad-hoc two-dimensional classifications. The main drawback of these approaches is their limited ability to account for the characteristics of the whole government investment in R&D and the role of individual R&D program in it, which tends to depend on the relationship with other programs. This paper suggests a new method for mapping and analyzing government investment in R&D using a combination of methods from natural language processing (NLP) and network analysis. The NLP enables us to build a network of government R&D programs whose links are defined as similarity in R&D topics. Then methods from network analysis show the characteristics of government investment in R&D, including major investment fields, unexplored topics, and key R&D programs which play a role like a hub or a bridge in the network of R&D programs, which are difficult to be identified by conventional methods. These insights can be utilized in planning a new R&D program, in reviewing its proposal, or in evaluating the performance of R&D programs. The utilized (filtered) Korean text corpus consists of hundreds of R&D program descriptions in the budget requests for fiscal year 2017 submitted by government departments to the Korean Ministry of Strategy and Finance.

  • The effective management of R&D employees is critical for a small or medium sized firm's sustainable growth. R&D employees have professional skills and choose expertise-oriented or management-oriented careers in the process of organizational socialization. This study synthetically verifies the direct and indirect effects of R&D employees' social network and self-esteem on their career orientation by organizational commitment based on social network theory and social recognition theory. The research model has been analyzed through structural equation modeling using survey responses from 220 R&D employees at small- and medium-sized firms in Korea. The analysis results show that internal network activities have direct and indirect impacts on organizational commitment and career orientation, but external network activities do not have significant effects on self-esteem, organizational commitment, or career orientation. There is no consensus in prior studies on whether expert orientation and management orientation are distinct concepts. In this study, these two types of orientation are verified as distinct concepts. It is also found that R&D employees' internal network activities are significant factors for a company's growth. A company should implement an educational system of roles and duties using which individuals can pursue career progression. In addition, it is necessary to provide career development programs such as job rotation, mentoring, and career counseling.

  • This study attempted to analyze technology convergence structure and key technology research sectors in bio-health. For this, network analysis was performed based on the patent outcomes achieved through national R&Ds. Then, a patent network was analyzed to derive problems and collect data from the National Science & Technology Information Service. With the five groups obtained through the analysis of IPC network and national R&D patents in bio-health based on a research frame network, topics were chosen based on the bio-healthcare technology system. Then, the technology with the greatest ripple effects was derived and compared to other sectors, suggesting a direction for national R&D investments. It is anticipated that this study would make a contribution to a search for R&D investment direction by additionally analyzing overseas patent data and improving correlation analysis between technology convergence and government-led R&D expenses.

  • This paper presents JPEG quantization table design using RD optimization and neural network. Using R-D optimization, quantization table with good performance can be obtained. However, it is time-consuming and difficult to adopt to embedded systems. In this paper, a new quantization table design method is proposed using R-D optimization and neural network. Neural network learns the quantization table obtained from R-D optimization and produces a quantization table for the Images. The proposed system is applied to Yale face data. From the simulation results, it has been shown that the proposed codec has better performance than JPEG.

  • This paper proposes a method of using national R&D patents' CoIPC networks to identify interdisciplinary trends of technology areas related to Korean national R&D. While previous research analyzed interdisciplinarity of national R&D with simple bibliometric descriptions, this research uses the network-based indexes to analyze its interdisciplinarity from the viewpoints of interdisciplinary "diversity of coupling" and "strength of coupling". In this research, this proposed method was used to form a R&D CoIPC network from the Korean national R&D patents registered from 2007 to 2010. It is expected that the proposed method can be incorporated into a system for a national R&D trend analysis, and used to identify the issues of technology convergence in national R&D and formulate its related research policies.
