A Study on the Institutional Improvement for Integrating Train Operation and Infrastructure Construction Plans (철도차량운영계획과 건설계획의 통합을 위한 제도개선연구)

  • This article studied French case, German case, and England case of rail reform in terms of the relationship between rail infrastructure operator and train operator. Among these three cases there are tie relationship between two different operators backed up by laws. In France the relation between RFF, infrastructure operator, and SNCF, train operator is set up by laws. In Germany the infrastructure operator and train operator form a Konzern and two different operators work with close cooperation. In England SRA, a government authority, plans both infrastructure development and rolling stock demand. From these case studies a conclusion results that there should be a institutional device to maintain close relationship between infrastructure operator and train operator.

  • Considering the linkage of the information about the railway car that is currently operated and the necessity of continuous information transmission, the research was carried out considering the development of the technology for improving the performance of existing devices. Information on the current trains is provided to the ground operator on a limited basis for some important information. It has not been possible to convey a lot of information to the ground operator because the communication status and information transmission ability and security may be troublesome to transmit a lot of information known to an engineer or a train to a ground operator. TSMD(Train Safety Monitoring Device) is possible to expect the effect of securing the safety of the operation of the train and improving the operation efficiency because it is transmitted to the ground operator in real time. This paper reviews the research results of the LTE data transmission quality measurement test of the real-time transmission device of train condition information.

A Comparative Case Study on Entrusting of Infrastructure Maintenance (시설유지보수 위탁방안 해외사례연구)

  • This study analysed how to divide the maintenance of infrastructure in overseas countries' rail reform from train operation to get implications for KNR's reform. Sweden and United Kingdom divided the maintenance of infrastructure from train operation. France divided the two functions just only in laws and train operator is entrusted the maintenance of infrastructure. Germany divided the two functions but not completely, so integrated indirectly through the holding company, DB AG. Japan integrated the two functions into train operator, but separated the construction of infrastructure from the train operator. From these analysis, the authors suggest to make clear the goals of rail reform to assess the success or failure of dividing the two functions directly or indirectly.

  • The restructuring of Korean railway industry, separation of between train operators and an infrastructure manager, had been conducted in 2004 to increase the productivities of railway operations. However, the maintenance-staffs are still employed by Korail (train operator), not by the infrastructure manager, which led the maintenance of railway infrastructure to be conducted by the train operator. The infrastructure manager is now only taking care of financial transferring issues once the train operator requests expenses spent for facility maintenance. Such incomplete restructure may result in a lack of safety performance on railway operations as the roles and responsibilities are less likely to be assigned under the multiple train operators. Thus, this study proposes the way of structuring maintenance divisions and their roles and responsibilities to assure the safe work execution under the circumstance of multiple train operators on the same rail network.

  • This study reveals that rail reform which separates infrastructure from train operation requires more safety activities to train operator than before. To meet these requirements the train operator, KNR, should build up more expertness, accept accidents investigation by the third party, establish and operate safety knowledge management system, and manage a forum which facilitates the communication between the parties concerned.

  • How can a train move? While a car is driven by a driver who gets the traffic information and takes the road, a train is operated on the designated(or predetermined) track by the operator or the control center. There have been a great deal of changes and evolutions in the railroad environment. Along with these transitions, there have been also a considerable amount of changes in the control center. There has been no detailed analysis for the control center even though its importance has been recognized. It goes without saying that CCC(Central Control Center)'s importance as the core of the train driving system. Such an importance is true for the automated driving system such as the light rail system. Therefore this paper analyzes the CCC of AREX(Airport Express) from the various aspects, i.e., organization, personnel assignment, the way of working, qualification and job analysis for the operator.

  • In recent years, technological advancement in the railway sector and speeding up of logistics transportation have been achieved. The newly constructed high-speed railway and the newly constructed or improved general railway are being applied at the maximum speed of 200 km / h or more, It is classified as high-speed railway. According to the national railway network construction plan (2011 ~ 2020, the second), domestic railways are promoting the speeding up of many railway pioneers. Therefore, to secure safety facilities for high-speed operation, a tunnel alarm control box (TACS), an optical intrusion detector (OID), a rail status control panel (RSCP), a dragging detector, a safety switch (SS), a meteorological detector, Earthquake Alert System (EAS), Maintenance Crew Cross Railroad Device (MCCRD) and Train Approach Indicator (TAI). In recent years, there has been an ongoing accident involving train operators, For this purpose, many functions must be secured to secure the safety of the operator. In this paper, we review the additional functions of the tunnel alarm system for operator safety in the tunnel section. It is necessary to secure the function to protect the dangerous situation from the accidental entry of the tunnel alarm device by the operator's mistake. We investigated the monitoring and warning methods for unauthorized persons, In addition, due to the increase in the speed of the railway, an increase in the destructive power caused by collision with animals in the tunnel can lead to derailment of the train. As a safety function to prepare for dangerous situations, The study was conducted. Further, the high speed of the railway can cause derailment of train due to collision with animals in the tunnel. In order to prevent train derailment accident, we monitored the entrance of the animal to the railway tunnel and studied ways to prevent it.

  • Korea have 3 kinds of national railway safety target, which are accident fatalities, train accident rate, and passenger fatality per passenger kilometer. Increase of railway passenger and train operator force to setting up new safety target. Current safety target can not reflect train operator's safety activities because it include suicide and trespass related accident, which are hard to control by the operators. In order to reflect to the 2nd National Integrated Railway Safety Plan, new safety targets are roposed in this study.

  • A event recorder system stores a train speed and the related information for train operation in real time. Using those information, we can analysis the train operation and the reason of train accident. Currently the event recorder only manipulate the data related the train operation mechanically and electrically. In this paper we propose the event recorder to record the voice communication between the manager in the control center and train operator. By recording the voice communication in the high speed train, the correctness of analysis of train accident can be increased. The system architecture of the event recorder with voice recording is studied and interface between other equipment is proposed. And the software architecture of new event recorder is developed. We study the method of converting analog voice signal into digital data and compressing method. Also the architecture of memory to store the compressed voice data and regeneration of original analog voice are studied.
