  • The present study is designed to trace the successful reform steps taken within the vocational training system in the UK and to extract a set of instructive implications for Korea's future reform path towards an efficient vocational training system conducive to youth employment. To this end, this study focuses on three major aspects of the youth vocational training system: the government's role and partnerships between training and industry, the vocational training system, and the employment support system. Implications drawn from the comparative analysis are as follows. Vocational training reform should be made within the broad paradigm of youth employment promotion. All aspects of the youth vocational training system, such as the training program structure, program content, provider, management, so on, should be reformed, step by step, within a long-term plan. In addition to the vocational training reforms. employment support programs should be enlarged, and the service delivery system should be well structured in order to enhance the effects of the training reforms. For these reforms, it is essential to make fundamental changes in the following areas: integration of youth employment policy making and its administrative structures, reinforcement of partnerships between training and industry, nation-wide standardization of job skins, and the introduction of standardized job certificate classification on a national level.

  • Although women's economic participation has been increasing in Korea, the utilization of educated women's labor is still low. Therefore, vocational training programs for women are both important and necessary. This study examines the vocational training programs for women offered by the three largest vocational training centers in Jeju: the Woman Resources Development Center, the Jeju Women's Development Center, and the Seogwipo City Women's Cultural Center. This study also analyzes the students' satisfaction with these vocational training programs and identifies the related variables that cause differences in their levels of satisfaction. The sample includes 397 respondents who were surveyed from June 23 to September 12, 2008. Moreover, the data are analyzed by conducting a one-way ANOVA, t-test, and Duncan's Multiple Range(DMR)test. The major results of the study are as follows. First, the vocational training programs in Jeju consist of lectures that cover various subjects. The programs mainly focus on work that offers relatively low wages and requires few skills, and the duration of the programs is short. Second, the original goal of the programs does not meet the needs of women who are seeking employment. The participants respond that they want more appropriate programs that are designed by considering their need for employment, support them in finding a job, and re-educate them. Third, most of the participants are satisfied with their vocational training experiences, and their satisfaction with the instructors is especially high. The differences in their levels of satisfaction are caused by economic characteristics such as the location of the student's residence, home ownership, and the level of life. The results of this study suggest that there is a need to separate vocational/employment training from general education for women. Moreover, the vocational training programs for women should be more specialized according to the different needs of each group.

In order to assess the contribution of the total human capital formation to economic growth, aggregate production functions are estimated using two ways of ordinary least squares and polynomial distributed lags based on 1955 - 1988 time series data in Korea. The total amount of investment in human capital is calculated by adding each amount of investment in formal education, vocational training, inter-provincial migration, and health in pecuniary terms. The findings of this study could be summarized as follows ; (1) If we enumerate the variables in good order according to the importance, we get the following ; namely, total number of labor force, inter-provincial migration, vocational training, health, physical capital, and formal education. (2) The contribution of the human capital to economic growth is much more larger than that of physical capital. In particular, it appears that inter-provincial migration and vocational training make a great contribution to economic growth. (3) It appears that investment in formal education has a continuous effect for fifteen years and maximum effect is observed approximately eight years later. In the case of vocational training, the effect of investment lasts for about 12-14 years and its effect on economic growth reaches maximum with the passage of seven to eight years after initial investment. (4) Investment in vocational training contributes more in the long run compared with investment in formal education. The effect of investment in formal education lasts longer than that of vocational training, while the effect of investment in vocational training is considerably larger in the short run compared with the investment in formal education.

  • The Individual Training Account System(ITAS) is a new vocational training system for the unemployed in Korea. This paper analysis ITAS based on the theoretical framework of contracting-out public services. The results show that ITAS has problems of targeting and mismatch with the training needs of the industry. Also the possibility of the moral hazard problems of training institutions and trainees can be increased in ITAS. The unstability of training market may deteriorate the quality of the vocational training under ITAS. In order to solve these problems, there should be consulting services on the job finding and vocational training before issuing the training account so that trainees can take guided training courses according to industrial needs for vocational training. Government has to develop a more efficient monitoring and evaluation system on the vocational training institutions and to restructure the private training market based on the evaluation.
