A Case Study on System Implementation of the Design Management for Fast Track Method in S.O.C Project

Fast tracking a construction project means that activities that are normally done in series through construction delivery system are done in parallel. The construction project is involving various risk for life time of project. Fast track method in project execution gives owners the benefit to shorten construction duration and save construction cost. However, lack of interface management between design and construction leads to risk that the complete date will slip or rework will be needed, Especially in case an investment project like a S.O.C (Social Overhead Capital) project, total duration of the project is directly related to profit of the project. In the beginning of the project, establishing design management system is the key that reduces interference between construction and design. This case study of the project that executed by fast track method shows how to establish plan of design management and implement system of it. The procedure of implementation of design management system through real project is expected to apply to other projects.

Fast track으로 건설프로젝트를 수행한다는 것은 공기를 단축시키고 공사비를 절감하는 방법으로 선진건설프로젝트에서 많이 활용하는 건설사업관리 방법이다. 그러나 설계와 시공간의 계속되는 인터페이스는 오히려 간섭으로 작용하여 공기연장과 공사비 증액의 원인이 되기도 한다. 가장 문제가 되는 설계관리를 프로젝트 초기에 추진되고 시스템으로 개발되어야 실제프로젝트 수행시 간섭을 최소한으로 줄일 수 있고, 계속되는 프로젝트환경 변화에 계속적인 보완과 참여자들의 교육 및 인식을 전환시킬 수 있다. 특히 공기가 가장 중요시되는 민간 건설프로젝트의 경우는 최소한의 간섭도 프로젝트 원가 및 운영을 통한 이익 극대화에 지대한 영향을 미친다. 이 논문은 실제 진행중인 대형 민간투자사업에서 설계관리 수행 방법과 구축절차를 프로젝트를 통해서 실제 과정을 보여주었고, 추후 개발계획을 갖고 있는 프로젝트에 활용될 수 있기를 기대한다.
