A Exploratory Study on the Digital Aging Policies as Solutions for a Aging Society

고령화 문제의 해결법으로서 디지털 에이징 정책에 대한 탐색적 연구

Abstract

Aging is one of the major tasks that our country should resolve. To deal with aging problems, many countries have introduced various new concepts such as active aging, productive aging, and successful aging, well aging and anti-aging. This study suggests a new concept, digital aging, to tackle aging problems, and we use this concept to explore the new policy and policy areas for aged people. Since this concept is not well defined yet, this article focuses reviewing existing research literature. Instead of focusing the negative aspect of aging, this study investigates how to use the digital technology to build such images that the old man can be continuously learning, active and productive.

고령화는 우리나라가 반드시 해결해야 하는 국가적 과제이다. 세계 각국은 고령화에 대응하여 활동적 노화, 생산적 노화, 성공적 노화, 웰 에이징(Well Aging), 항노화 등 새로운 개념을 통해 고령화 문제에 대응하고 있다. 이 논문은 고령화에 대응하는 새로운 개념으로서 디지털 에이징(Digital Aging)의 새로운 개념을 제시하고서 이에 근거한 새로운 고령화정책의 방향과 정책영역에 대해 모색하는 것이 목적이다. 디지털 에이징은 아직 학술적으로 정립되지 않은 개념이기에 문헌 분석방법을 통해 연구하였다. 병약, 보호, 의존 등 노화에 대한 부정적인 관점을 탈피하여 학습 활동 생산 참여하는 노인의 상을 형성하는데 있어서 디지털 기술을 어떻게 도입할 것인지를 목표로 삼고서 노인들의 4가지 특징인 질병, 외로움, 사회적 역할 감소, 빈곤에 대하여 적용 가능한 디지털 정책을 탐색적으로 모색했다. 이 연구는 고령화와 함께 대두되고 있는 제4차 산업혁명의 요체인 디지털 기술을 적용하여 고령화의 대안을 국내에서 처음으로 제시한다는 점에 의의가 있다. 향후 디지털 기술과 서비스를 고령화 문제에 직접 적용하여 효과성을 검증하는 절차가 필요하다.
