A Study on Improvement of Airworthiness Certification System According to Change in Weapon System Acquisition Environment

Abstract

As we enter the era of the 4th Industrial Revolution, with the development of various technologies, the demand for weapon systems using these new technologies is increased. However, the current weapon system acquisition method cannot keep up with the development speed of new technology, as it takes a long time to do so. To follow up these problematic situations, the Defense Acquisition Program Administration suggests a rapid demonstration project as a system to quickly acquire new technologies. However, when a new system, such as a rapid demonstration project, is introduced, related regulations must also be revised; but this is not the case. This paper deals with one of these problems, airworthiness certification, and to derive a new method, domestic and foreign airworthiness certification systems were investigated and proposed according to the rapid demonstration project. If the proposed method is adopted, it is expected to ensure the minimum safety of operators, as well as the rapid acquisition of new technologies.

4차 산업혁명시대에 접어들면서 다양한 기술들이 개발됨에 따라 신기술을 적용한 무기체계의 소요가 증가하고 있다. 하지만 현재 무기체계 획득 방법은 오랜 시간이 소요됨에 따라 신기술의 발전 속도를 따라가지 못하고 있다. 이런 문제점을 보완하기 위해 방위사업청은 신기술을 신속하게 획득하기 위한 제도로 신속시범사업을 마련하였다. 하지만 신속시범사업과 같은 새로운 제도가 도입되면 관련 규정들도 함께 개정되어야 하나 그러하지 못한 실정이다 본 논문에서는 이러한 문제 중 하나인 감항인증에 대해 다루었으며, 새로운 방안 도출을 위해 국내·외 감항인증 제도를 조사하여 신속시범사업에 맞게 제안하였다. 제안 방안이 반영된다면 신기술의 신속한 획득뿐 아니라 운용자의 최소한의 안전도 보장될 수 있을 것으로 기대된다.
