A Study on University Library Development Plan in the Digital Transformation Era

Abstract

The purpose of this study is to examine how digital transformation elements are reflected in the process of establishing domestic university library development plans and to seek ways to establish systematic development plans in response to social changes. To this end, the top 15 university libraries in Korea were selected as research subjects concerning the 2024 World University Evaluation, and the contents of the core components of university library development plans were analyzed to evaluate whether digital transformation elements were reflected. Afterwards, problems were identified and improvement measures were sought through interviews with the staff who are in charge of university library development plan. The results of the study are as follows. First, although some digital transformation elements were reflected in university library development plans, it was found that continuous and specific strategies were insufficient in the core components. Second, the implementation plan stage included specific strategies such as creating a smart learning environment or introducing a research data management system, confirming efforts to apply digital transformation elements. Third, systematic support including budget and manpower was required to reflect digital transformation elements in university library development plans. As improvement measures, the following were suggested: 'establishment of a long-term and consistent development plan strategy', 'revision of development plan indicators and evaluation criteria', 'continuous communication with policy decision makers', and 'training of professional manpower and introduction of systematic education'.

본 연구의 목적은 국내 대학도서관 발전계획 수립과정에서 디지털 전환의 요소가 어떻게 반영되고 있는지를 점검하고, 사회 변화에 대응하며 체계적인 발전계획 수립방안을 모색하는 것이다. 이를 위해 2024 세계대학평가를 참고하여 국내 상위 15개 대학도서관을 연구 대상으로 선정하고, 대학도서관 발전계획의 핵심 구성요소 내용을 분석하여 디지털 전환 요소의 반영 여부를 평가하였다. 그 다음으로 대학도서관의 발전계획 담당자와의 인터뷰를 통해 문제점을 규명하고, 개선방안을 모색하였다. 연구결과는 다음과 같다. 첫째, 대학도서관 발전계획에 디지털 전환 요소가 일부 반영되고 있었으나, 핵심 구성요소에서 지속적이고 구체적인 전략의 반영이 미흡한 것으로 나타났다. 둘째, 실행계획 단계에서는 스마트 학습 환경 조성이나 연구 데이터 관리 시스템 도입과 같은 구체적 전략이 포함되어 있어, 디지털 전환 요소를 적용하는 노력을 확인할 수 있었다. 셋째, 대학도서관 발전계획에 디지털 전환 요소를 반영하기 위해 예산 및 인력을 포함한 체계적 지원이 요구되었다. 이에 대한 개선방안으로 '장기적이고 일관적인 발전계획 전략 수립', '발전계획 지표 및 평가 기준 수정', '정책 결정권자와의 지속적인 소통', '전문인력 양성 및 체계적인 교육 도입'을 제언하였다.
