Exploring the Appropriateness of the Special Provision for Depopulated Areas of the Public Library Registration System

Abstract

This study aims to explore the appropriateness of the recently added special provision for depopulated areas, in relation to the registration system for public libraries under the revised Library Law. To do so, we examined the expected registration rate of public libraries that applied the special provision, investigated the differences between the status of libraries that applied the special exemptions and those that did not, and identified the perceptions of librarians concerning the registration system and the special provision. The results revealed that more than half of public libraries could not meet registration requirements due to a shortage of librarians. Furthermore, a comparison of the collections, services, and user numbers of libraries with and without special provision indicated that libraries under the provision would struggle to function effectively with the minimum standard of one librarian stipulated by the special provision. The public librarians concerned that the provision might make it even harder to increase librarian numbers in the long term. Consequently, the study emphasizes the need for long-term, gradual plans to ensure that public libraries in depopulated areas can meet the legally required librarian staffing levels once the special provision expires.

본 연구는 전면 개정된 도서관법에 따른 공공도서관 등록제와 관련하여 최근 추가 개정된 인구감소지역 대상 특례 적용의 적절성을 탐색하는 것을 목적으로 한다. 이를 위해 특례를 적용한 공공도서관의 예상 등록 실태를 살펴보고 특례 적용 도서관과 특례 미적용 도서관의 사서수 및 정보서비스 현황을 비교 분석하였으며, 집단면담을 통해 도서관 등록 및 특례에 대한 현장 사서의 인식을 파악하였다. 연구 결과, 사서수 부족으로 등록이 불가능한 공공도서관이 전체 도서관의 절반 이상으로 나타났고, 특례 적용 도서관의 장서, 서비스, 이용자수를 특례 미적용 도서관과 비교하였을 때, 특례 적용 도서관이 특례에서 제시하는 최저 기준인 사서 1인으로 운영이 어려울 것으로 분석되었다. 이러한 도서관 등록 및 특례 적용에 대해 공공도서관 사서들은 특례에 제시된 사서수 기준 완화로 인해 장기적으로 사서 인력 증원이 더욱 어려워질 것을 우려하고 있었다. 따라서 특례 경과 시점을 대비하여 인구감소지역의 공공도서관이 법적 사서수를 채울 수 있는 중장기적, 단계적 계획이 필요한 것으로 보인다.
