공공도서관의 공론장 운영모델과 전략에 관한 연구 - 서울 성북구립도서관 사례를 중심으로 -

Facilitating Public Spheres in Public Libraries : Models and Strategies: Focusing on the Case of Seongbuk Public Libraries in Seoul

초록

본 연구는 공공도서관이 지역사회 공론장으로서 역할을 구현하기 위해 도서관 공론장의 운영모델과 전략을 제안하는 것을 그 목적으로 한다. 구체적으로 서울 성북구립도서관이 운영하고 있는 공론장 사례를 질적으로 분석하여 공론장 운영의 핵심 과정과 특성을 규명하고, 지속가능한 운영을 위한 전략을 제시하였다. 사례 분석을 위한 데이터는 공론장을 기획하고 운영 중인 사서 7인과의 심층 면담을 통해 수집되었다. 분석 결과, 도서관 공론장 운영은 공론장 의제 선정, 자료개발, 정보서비스, 사전프로그램, 홍보, 공론장 진행, 사후프로그램이라는 순차적인 과정을 포함하는 것으로 나타났다. 또한 도서관 공론장은 도서관 운영의 방향을 지역사회 중심으로 전환하고, 도서관 운영에 지역사회의 참여와 협력을 활성화한다는 점을 밝혀냈다. 아울러 지역사회와의 접촉, 의사소통, 협력과 조정, 정보서비스 활동에서 지역사회 촉진자로서의 사서 역할이 강화되었으며, 전문 사서로서의 효능감이 향상된다는 점을 확인하였다. 마지막으로 공론장 운영을 위해 참고할 수 있는 현행 모형을 제시하고 지속가능한 운영 전략을 제안하였다.

This study aims to develop models and strategies to facilitate the creation and effective use of public spheres in public libraries. Through a qualitative analysis of public sphere initiatives conducted by Seongbuk Libraries in Seoul, this study seeks to clarify the core processes and defining characteristics of public sphere facilitation and to propose strategies for sustainable management. Data were collected through in-depth interviews with seven librarians involved in the planning and implementation of public sphere initiatives. The analysis identified that public sphere facilitation consist of sequential processes including agenda selection, material preparation, information services, pre-program activities, agenda promotion, program execution, and post-program activities. Furthermore, the findings indicate that public spheres serve as initiatives to reorient library operations toward the community, to encourage participation from the community in library management, and to strengthen partnerships with community stakeholders. Additionally, the study found that librarians' roles as community facilitators-especially in community engagement, communication, collaboration and coordination, and information services-were enhanced, leading to increased sense of efficacy in their professional roles. Lastly, a current model for for facilitating public spheres was presented as a reference, along with strategies for sustainable implementation.
