Improvement Plan for Living Conditions by Regional Type Based on Accessibility to Living SOC in Jeju

제주 생활 SOC 접근성에 따른 지역 유형별 생활여건 개선방안

Abstract

In response to various shifts in urban conditions-including the pandemic, population decline, and the climate crisis-the need for an urban planning system that can flexibly adapt to these changes has become increasingly evident. This study aims to propose strategies for improving living conditions by regional type, based on an assessment of accessibility to living SOC, to support the establishment of a systematic living-area plan tailored to the local context of Jeju Special Self-Governing Province. To begin with, Accessibility Assessment Indicators were developed by focusing on the area of accessible living SOC relative to the population size in each region. Based on this, a typology was constructed using binning techniques, resulting in three regional types: Urban Type, characterized by both high population and high accessibility; Eup-Myeon Type, with both low population and low accessibility; and Urban-Rural Mixed Type, which has a high population but low accessibility. Finally, based on the analysis, the study proposes tailored strategies to improve living conditions for each regional type.

팬데믹(Pandemic), 인구감소, 기후 위기 등 다양한 도시 여건 변화가 발생함에 따라, 도시 여건에 유연하게 대처할 수 있는 도시계획 체제의 필요성이 대두되고 있다. 본 연구는 향후 제주특별자치도의 지역 여건을 반영한 체계적인 생활권계획 수립을 위하여, 각 지역의 생활 SOC 접근성 진단을 통한 유형별 생활여건 개선방안을 제시하고자 하였다. 먼저, 각 지역의 인구 수 대비 생활 SOC 접근성 면적을 중심으로 '접근성 진단 지표'를 산정하였다. 이후, 구간화(Binning)를 활용한 유형화로 인구 수와 접근성 수준이 높은 '도시형', 인구 수와 접근성 수준이 낮은 '읍·면형', 인구 수는 많으나 접근성 수준이 낮은 '도·농 복합형'의 3개 유형을 도출하였다. 마지막으로, 분석 결과를 바탕으로 향후 유형별 생활여건 개선방안을 제언하였다.
