Abstract
This study examines the structural difficulties that emerged during the writing of authorized elementary science textbooks following the implementation of Korea's 2022 Revised National Curriculum. A thematic analysis method was applied, primarily using an inductive approach supplemented by a deductive approach. Data were collected and analyzed from 18 textbook authors through open-ended statements, a 5-point Likert scale survey response, and semi-structured interviews. Inductive coding revealed four interrelated categories of challenges: an over-detailed curriculum that increases the burden of interpretation; a managed authorization system that prioritizes administrative consistency; pre-screened writing and editing practices shaped by internalized authorization standards; and divergent interpretations and differing professional expertise resulting in conflicts in author orientation. Rather than operating independently, these categories formed a cyclical, mutually reinforcing mechanism that constrained authors' autonomy and limited the diversity of textbook development. The findings suggest the need for structural improvements, including clearer standards for curriculum interpretation. Consultation-based authorization procedures should be introduced alongside the establishment of shared interpretive and design frameworks in the early stages of textbook writing.
