This study analyzed the time-series changes and structural characteristics of braille discourse through TF - IDF analysis, LDA topic modeling, and weight-based text network analysis on media reports related to braille (47,927 cases) from 1990 to 2025. As a result of the analysis, the amount of reports related to braille was linked to institutional instruments such as the 「Act on the Prohibition of Discrimination against Persons with Disabilities」 and 「The First Basic Plan for Braille Development」, and when policy enforcement and social attention were concentrated at a specific time, media reports also tended to be concentrated. Through the analysis of keywords and topics by period, the agenda of braille discourse has expanded from special education and college entrance exam convenience in the 1990s to physical infrastructure centered on convenience facilities and store blocks in the 2000s, to library, information welfare, and electronic store service since the 2010s, and to inclusive discourse on rights that includes user rights and corporate social contributions such as 'Accessibility' and 'ESG' in the 2020s. The text network analysis suggests that braille is being re-recognized as a universal basic right that mediates information access, suffrage, and cultural rights beyond special education tools for the visually impaired, as 'Library', 'braille block', and 'Homepage' function as key hubs for a long time and 'Accessibility' has become a new central hub in the 2020s.
