공공도서관 경제적 가치 측정 체계의 국내 적용 방안 연구

A Study on the Application of Economic Valuation Frameworks for Public Libraries in Korea

초록

본 연구는 국내 공공도서관의 경제적 가치 측정 체계 구축을 위한 기초 연구로서 경제적 가치 측정 방법론과 해외 주요 사례를 분석하고 이를 바탕으로 국내 적용 방향을 제시하는 데 목적이 있다. 이를 위해 미국, 영국, 캐나다, 호주의 가치 측정 사례를 대상으로 이용가치, 비이용가치, 지식재산권(IP), 경제적 파급효과 측정 방법을 분석하고, 국가도서관통계시스템의 수집 항목을 검토하였다. 분석 결과 해외의 가치 측정은 자료 대출 중심의 이용가치 측정에서 비이용가치와 경제적 파급효과를 포함하는 다차원적 측정으로 확대되고 있었으며, 감가상각률과 데드웨이트 적용 등을 통해 측정의 신뢰성을 확보하고 있었다. 이에 본 연구는 국내 공공도서관의 서비스 환경과 통계 기반을 고려하여 7개 가치 영역을 도출하고, 단계적 가치 측정 로드맵을 제안하였다. 본 연구는 국내 공공도서관의 설명책임성과 정책적 정당성 확보를 위한 경제적 가치 측정 체계의 방향을 제시하였다는 점에서 의의를 가진다.

This study aims to propose directions for developing an economic valuation framework for public libraries in Korea by examining valuation methodologies and major international cases. To this end, public library valuation studies conducted in the United States, the United Kingdom, Canada, and Australia were analyzed, focusing on use value, non-use value, intellectual property (IP), and economic impact assessment. In addition, the data collection framework of the National Library Statistics System was reviewed to assess its applicability to the Korean context. The analysis revealed that public library valuation has evolved from measuring use value based primarily on circulation services to multidimensional approaches incorporating non-use values and economic impacts. International cases also employed mechanisms such as depreciation rates and deadweight adjustments to enhance the reliability of valuation results. Based on these findings, this study proposes seven value domains and a phased valuation roadmap that reflect the service environment and statistical infrastructure of Korean public libraries. The study contributes by providing a foundation for developing an economic valuation framework that can strengthen accountability and support the policy legitimacy of public libraries in Korea.
