This paper investigates the effect of cycle counting methods on elastic-plastic fatigue evaluation based on JSME Code Case NC-CC-008 under seismic random loading. Dynamic cyclic elbow test and elastic-plastic finite element analysis were performed for SA234 WPB carbon steel and SA403 WP316 stainless steel elbows. The hoop strain history at the critical location was extracted from elastic-plastic FE analysis results, and three different cycle counting methods (simple-range counting, peak-valley counting, and rainflow counting) were applied. For both materials, simple-range counting gave the least conservative results, and peak-valley counting gave the most conservative results, although evaluation results were not so different. For SA234 WPB, the calculated cumulative usage factor (CUF) was 21.8, 25.1, and 27.8 for simple-range counting, rainflow counting, and peak-valley counting, respectively, while the corresponding values for SA403 WP316 were 13.8, 15.0, and 15.2. Based on these results, simple-range counting can be recommended for elastic-plastic analysis-based assessment due to its simplicity and easy applicability.
