Extension of Engineering Ethics: Searching for Nanoethics (공학윤리의 확장: 나노윤리의 모색)

  • This paper deals with nanoethics as a sort of extension of engineering ethics utilizing various books, articles, and reports concerning historical, social, and ethical aspects of nanotechnology. After a brief examination on the place and development process of nanotechnology, ethical issues on nanotechnology are analysed including safety problem, impact on environment, violating privacy, social inequity, military use, and human enhancement. The basic principles on nanoethics are proposed such as promotion of public understanding, construction of participatory governance, contribution to sustainable development, commitment to precautionary principle, and compliance with research integrity. Lastly, integrated method in nanoethics education is illustrated putting lecture model, investigation model and discussion model together. This paper can provide the contents available for nanoethics education, and make a basis for the sound development of nanotechnology.

A Study on Issues and Tasks of Humanity and Social Science in a Fourth Industrial Revolution Era (제4차 산업혁명시대 인문사회학적 쟁점과 과제에 관한 연구)

  • To prepare for and implement policies for the Fourth Industrial Revolution, which is characterized by convergence, super-connectivity, and AI, this study summarized the effects and characteristics of individual technologies on our society and discussed the issues with humanity and social science perspectives. As a result, in terms of AI technology, the issues of job losses, project-type works, basic income and robot taxes, accountability of AI, and algorithm inequality were dealt with. Security, cyber hacking and privacy infringement issues were highlighted in big-data technology. In the part of block-chain and bioengineering, the society of decentralization, the concentration, digital divide, and ethical issues were discussed. On-demand economic aspects highlighted the problems of civil ethics and human commercialization. Lastly, the development of VR is discussed including side effects such as cyber-syndrom, avoidance of reality, and so on.

An Exploratory Study on The Pre-service Teachers' Perception of Education Paradigm in The Fourth Industrial Revolution Era (4차 산업혁명 시대 사범대학 예비교사의 교육패러다임 인식에 관한 탐색적 연구)

  • The purpose of this study was to analyze the pre-service teachers' perception for education paradigm and teacher's teaching competency in the fourth industrial revolution era. For this study 53 pre-service teachers participated in the discussion instruction during one semester. The study result was to analyze the discussion reports of pre-service students using the grounded theory approach. As a result, the pre-service students responded that the school needs to change the learner-centered education and assessment method in the fourth industrial revolution era. Secondly, the result of the teachers' teaching competencies was the integrated curriculum reconstruction, information processing, empathy and understanding, creative teaching and instructional design, collaboration and communication. This study is expected to contribute to the change of education paradigm for pre-service teachers in the fourth industrial revolution era.

Understanding the present position of STS education in national and international science museums through analysis of exhibits on STS-related content (과학관 전시물의 분석을 통한 국내외 주요 과학관의 STS 교육 실시 현황 파악)

  • This study examined the efforts of both national and international science museums and centers to educate the public on recent developments in science, technology, social issues, and ethical issues by analyzing STS-related content exhibits. The results indicated that all science centers informed the public about recent science technology and relevant social and ethical issues by a variety of channels. However, science museums in Korea merely introduced new science and technology at the rudimentary level and used attractions to gather people's attention, which contributed in eliciting distorted thoughts on science and new technology. Science centers in Korea are in need of an upgrade. By analyzing science museums in foreign countries, a unique education on STS themes or scientific issues in Korea can be developed.

The Content Analysis of the Textbooks of Counseling Skills and Techniques (상담기법 교재에 대한 내용분석)

  • The purpose of this study was to analyse the textbooks of counseling skills and techniques to understand what contents are included and to identify differences of contents between psychological counseling textbooks and career counseling textbooks. 5 psychological counseling textbooks and 4 career counseling textbooks were to analyse. First of all, each textbook contains various contents from the author's viewpoint. Therefore, educators need to understand the characteristics of the textbooks, when they choose the textbook among them. Secondly, there are common contents and different contents between psychological counseling textbooks and career counseling textbooks. The common contents are 'skills based on counseling theory', 'counseling relationship', interview and counseling process skills', 'client assessment and understanding', 'multicultural counseling'. 'Response skills' are regarded as the most important content in psychological counseling textbooks, while 'client assessment and understanding' being the most important in career counseling textbooks.

Ethical Codes in Scientific and Technological Communities and the Case of Korea (과학기술단체의 윤리강령과 한국의 사례)

  • This paper examines the roles, main contents, and writing guidelines of ethical codes, and analyses the developmental process and characteristics of ethical codes of scientific and technological communities in Korea. Korean communities occasionally tried for ethical codes from the 1970s to the 1990s, and have paid a serious attention to ethical codes in the 2000s. The forms of ethical codes became more sophisticated pursuing detailed commentary and ethical education. The focus of contents changed from professional dignity to social responsibility, and the importance of research integrity became embossed in the 2000s. Scientific and technological communities in Korea should make or revise ethical codes with self-imposed control considering realistic operation.

Preliminary Development of A Social Work Skills Inventory (사회복지실천기술 척도의 예비적 개발)

  • The purpose of this study was to develop the first social work skills inventory in Korea. Based upon the literature review of social work skills, the examination of an existing scale, and the comments from professionals in this field, 57 preliminary items were developed. Preliminary items were evaluated with a total of 370 social workers who were working in various fields of social work in Seoul and surrounding areas. A series of exploratory factor analyses were conducted to find out the optimal structure of the scale. After deleting 30 items with low factor loadings or being cross-loaded, the scale is composed of five factors. Confirmatory factor analysis confirmed the factor structure of the scale obtained by exploratory factor analysis. The first factor was named preparatory and assessing skills to be mostly used in the beginning phase of th social work process, the second factor was named change facilitating skills to be used to strengthen motivation to change, third factor was named ending and evaluating skills to be used to terminate the professional relationship and evaluate the outcome of the relationship, the fourth factor was named resource linking and utilizing skills to be used to utilize resources in order to solve clients' problems and the fifth factor was named ethical practice skills. Each component of the social work skills inventory is found to be reliable and valid. In sum, the social work skills inventory is an instrument encompassing basic skills necessary for social work process, skills for ethical social work practice, and skills necessary for utilizing environmental resources.

Is Ethics An Enemy of Developing Science and Technology? (윤리는 과학기술발전의 적(敵)인가?)

  • Let us critique the common notion that ethical examination retards the development of science and technology. First, I shall reformulate such a notion in the following statements: 'To survive the competitive society, we must develop science and technology before others do. It will cost too much time to examine ethically the influence of developing science and technology. Therefore, we cannot but suspend the ethical matters until we have developed science and technology.' I will then show that even if we reconstruct the above argument in a deductively valid form, the second premise is not necessarily true and that we cannot accept the conclusion because the meaning of 'competing for better lives', in the first premise, is diverse. Especially if we are to take into account all the areas of ethics and base them upon the autonomous ethics of democratic societies, it cannot be concluded that ethics is an enemy of developing science and technology. In addition, I will argue that our moral considerations must be based upon autonomous ethics in order to make the development of science and technology contribute to enhancing the desirable science culture. In the midst of making the above argument, it is proposed that the title of the 1aw of bio-ethics be changed, for it has a mistaken implication that acting against ethics results in legal punishments.
