  • This research first reviewed and analysed the current domestic situation of the voluntary agreement implementation and then it developed the policy implementation scenarios which will be applied to the model, KORTEM_ V.2. The model, consisted with 83 industries and commodities, examined the economic and environmental impacts of this policy instrument. Depending on the efforts of participating sectors and agents for fuel substitution and energy efficiency improvement, it has been evaluated that the voluntary agreement could be the "no-regret" policy. In other words, if the participating sectors and agents can achieve the voluntary energy conservation and emission reduction target without the negative impact on output level, the reduction of national emission will be achieved by creating the economic benefit, simultaneously. Therefore, for the successful implementation of voluntary agreement, this study emphasized the importance of expansion and strengthening of the current financial and institutional support for participating sectors and agents.

  • 본 논문은 에너지절약 및 온실가스 배출감소를 목적으로 시행하고 있는 에너지절약정책 중 산업체 자발적협약(Voluntary Agreement)제도의 정책효과를 계량화하기 위한 접근방법을 제시한다. 시책 추진효과의 계량은 2단계 접근으로, 1단계에서 절감효과(에너지 절감 및 온실가스 저감)를 파악하고, 2단계에서 이를 가치화하는 과정으로 수행된다.

  • 2007년이면 온실가스 배출통계 시스템 구축이 완료된다. 산자부는 에너지∙산업공정부문 배출통계 작성, 관리에 관한 법적근거를 에너지기본법에 신설하고, 『온실가스통계 DB구축 추진협의회』를 구성, 온실가스 인벤토리시스템(KONIS:Korean National Inventry System)을 구축한다. 또한 산업, 가정∙상업, 수송부문 최종소비단계의 온실가스 배출량 조사를 추진하여 국가에너지종합정보DB를 구축한다. 산자부는 온실가스통계 체계 구축을 통해 기술적, 경제적 감축잠재량을 분석하고, 정부-산업계가 수용 가능한 수준의 자발적 감축규모를 산정할 계획이다. 이를 통해 Post-2012 국제협상에 대비한 우리나라 대응전략을 수립하고, 산업계의 기후변화협약 대응능력과 조기감축 노력을 촉진할 수 있을 것으로 기대한다.

Economic and Environmental Implications of the Voluntary GHG Reduction Targets of Major Countries (세계 주요국의 자발적 온실가스 감축목표가 경제와 환경에 미치는 파급효과와 시사점)

  • The voluntary mid-term greenhouse gas(GHG) emission reduction targets for 2020 among major developed and developing countries were evaluated by using the global computable general equilibrium(CGE) model. The GHG emissions of developed countries were estimated to be reduced by 14.0% from 1990 level, which implies that the GHG reduction targets of developed countries should be strengthened to reach agreement in future post-Kyoto negotiations. The voluntary participation of developing countries for GHG emissions reduction contributed to global GHG emissions reduction by 15.9% from 1990 levels, which were led by the participation of China and India. These outcomes imply that the reinforcement of GHG emission reduction targets in developed countries and the wider participation of developing countries will be necessary for the environmental effectiveness of the post-Kyoto regime. Emissions reduction based on voluntary targets will decrease the global real GDP by 1.18%.

  • For reducing greenhouse gas emissions, the short-term strategy is of existing energy-efficient appliances to facilitate the spread of energy efficiency improvements to improve energy efficiency, energy saving projects that will include investments to enable. R&D is at the core of the long-term strategy. To reduce energy demand, the equipments and processes improved energy efficiency should be developed. In terms of energy supply, the policies for greenhouse gas reduction is to replace fossil fuels by expanding the supply of renewable energy such as solar, wind, geothermal, biomass and nuclear power as nearly zero-emission of greenhouse gas. In terms of energy consumption, measures to reduce greenhouse gas emissions is in line with the policy for efficiency improvement. The buildings & work-site of high-energy consumption in the building & Industry sectors, should implement a policy to strengthening the voluntary agreement on energy-saving facilities and expand to invest in energy saving facilities.

  • 본 논문은 심각한 환경오염에 직면한 중국의 환경오염 현황을 살펴보고 향후 2010년까지의 대기환경오염을 추정하였다. 세계 3위의 에너지 소비국인 중국은 석탄을 주 에너지원으로 사용하고 있으며 이에 따라 대기오염이 심각해지고 있다. 중국인의 호흡기 질환은 10대 사망원인 중 1위가 되고 있으며 전체 사망원인의 27%를 차지하고 있다. 치명적인 피해를 주는 중국의 공해물질이 주변국인 우리 나라 상공에까지 대량 유입됨으로써 심각한 문제를 야기하고 있다. 1997년의 기후변화협약에서 선진국에서는 자발적인 $CO_2$ 감축목표를 설정하였고 이의 수단으로 배출권 거래제나 공동이행, 순삭감 방식을 결정한 바 있다. 이에 따라 향후에 예상되는 동북아 국가간 환경협력에 대하여 기본 자료 및 정책수립에 기초 환경정보를 제공하고자 한다.

A study on the approach to reduce in the aviation GHG emissions in Korea (항공온실가스 배출현황 및 감축규제 대응방안)

  • Global aviation is projected to grow in demand by an annual average of 4.1% between 2014 and 2034. It can be said that environmental impact from aviation will therefore be expected to increase on a similar scale. As regards civil aviation emissions, the sector contributes between 2~3% to International aviation GHG emissions. In the European Union(EU), aviation emissions account for about 3% of the EU's total green house gas emissions, of which a majority are said to come from international flights. In terms of traffic volume in 2013, Korea's international aviation industry 11th with regard to passengers and 3rd with regard to cargo, attaining the overall rank of 5th in the world. GHG emissions has been increasing steadily over the last 4 years, averaging 3.9 percent a year, due to the growth of low cost carriers and the increased demand for air transportations. As for aviation in Korea, there are a number of means intended to attain the Government's emission control objective in an efficient manner, such as AVA (Agreement of Voluntary Activity), TMS (Target Management System) and ETS (Emission Trading Scheme). In addition, the Government intends to better adapt to ICAO's Global MBM(Market-based Measures) that will come into performance on Year 2020. In the study, we focused on GHG mitigation measures that is fulfilling the AVA, TMS, ETS in the Government and suggest the effective measures to reduction the aviation GHG emissions.

  • To meet $CO_2$ emission regulation, this study describes the present state of $CO_2$ reduction technology and the effect of the regulation on power industry. In Japan, R&D investment is actively continuing through a long-term R&D project, along with trying to meet the reduction demand by the ways of energy saving and abroad business. EU has made a lot of investments in increasing the efficiency of power generation and developing alternative energy sources. The US is making provision of the portion of reduction by using energy saving program and emission trading, and the current DOE-driven program is addressing the development of cost-effective power systems. In the country, the research to reduce $CO_2$ emission has been mainly driven by the government and research institute supported by the government. Meanwhile, if the reduction obligation imposed on Portugal which is the least strict condition will be enforced in Korea, it is likely that about 50 running power plants should be stopped or shut down after 2015, in spite of voluntary reduction efforts such as conversion to clean fuels, etc. according to the government's long-term electric power need and supply plan.
