항법위반 선박의 적절한 VTS관제에 대한 고찰

  • VTS관제구역 안에서 항행 중인 선박이 개항을 입출항하거나 지정된 통항분리수역을 항행하면서 규정된 항법을 준수하지 아니하고 있으며, 이로 인해 해양사고(좌초 및 충돌사고)가 발생하고 있다. 이에 사고사례를 통해 사고당시 VTS관제사가 취한 조치와 향후 해양사고예방을 위한 적절한 VTS관제에 대하여 의견을 제시하고자 한다.

  • Today the role of Vessel Traffic Service(VTS) is increasing due to the function to preserve the safety of marine traffic and harbour, improve the efficiency of harbour, protect the marine environment. However, Vessel Traffic Service(VTS) lacks the international and domestic legal basis. For this reason it is hard to fulfill the positive and systemic operation of Vessel Traffic Service(VTS). It is essential to establish a domestic legal basis upon which to perform function and role of Vessel Traffic Service(VTS) fully. The purpose of this study is to propose the directing point for the adequate regulation of vessels to participate in Vessel Traffic Service(VTS) by doing a comparative analysis between domestic regulations and other countries's regulations.

  • The objective of this study is to analyze the risk of collision accidents to the VTSOs(Vessel Traffic Service Operators) as small vessels are expanded for monitoring targets. For this purpose, the risks of accidents and quasi-incidents involving small ships in the VTS area were analyzed by the collision risk model(CoRI) from the view-point of VTSOs. In addition, by analyzing risk of whether or not small vessels are included in the monitoring target by CoRI, we will contribute to the preparation of a proper range of the vessel for monitoring taget through various case studies in the future.

Risk Analysis of VTS operators for Small Vessels Using Collision Risk Assessment Model (충돌위험도 평가 모델을 활용한 소형선박에 대한 선박교통관제사의 위험도 분석)

  • The objective of this study was to analyze the risk of collision accidents to the VTSOs (Vessel Traffic Service Operators) as small ferries and fishing boats are expanded for monitoring targets. The VTSOs was surveyed, the scale of the small vessels defined and the course of general cargo vessels and small vessels along the Busan VTS area investigated for three days. From calculating the risk with CoRI, patterns of increased or decreased risk due to course deviation were similar, and there was no significant difference between the maximum values and the minimum values. In addition, most VTSOs responded that the minimum time required was approximately three minutes to safely instruct in encounter situation, however, the collision risk with a small vessel is very rapidly changing within the three minutes, which is likely to increase the workload and decrease the concentration of the VTSOs. The objective of this study was to investigate the effect on VTSOs with respect to the expansion of small vessels as collision risk, it is expected that it will contribute to the establishment of a suitable scale for the target vessels for VTS through the analysis of each index of the CoRI model and various case studies.

  • On the Jeju coast, international cruise ships, passenger ships, and other ships pass frequently, as well as many fishing boats. Thus, there is a high risk of marine accidents and frequent ship collisions. Accordingly, it is urgent to establish a coastal VTS for systematic safety management of ships passing through the coastal waters of Jeju. The purpose of this study was to set the area of the VTS to be newly established. In this study, to calculate the workload of the VTS operators, a formula was proposed that reflects the monitoring workload considering the monitoring frequency and required time for target as well as non-target ships and the workload for ship collision situations. The proposed formula was applied to the newly established VTS area in Jeju. Three control sectors were set up in each VTS center. The average number of workstations per hour was approximately 1, so the division between sectors was appropriate. Thus, it was deduced that there would be no workload for the VTS operators. It is expected that the method proposed in this study can be used as primary data for calculating the appropriate number of workstations for the current VTS, and setting the VTS area for a new coastal VTS in the future.

  • VHF는 선박의 입출항을 위한 정보 제공 교환 및 안전항해에 크게 기여하고 있다고 할 수 있다. 반면에 VHF 통화는 상대방에게 자신의 의사를 제대로 표시하지 못할 경우 더 위급한 상황이 발생할 수 있으며, 규정된 항법에 따라 조기에 피항조치를 취할 시기를 놓칠 수 있다. 이 글은 해양사고 사례를 통해 해양사고 예방을 위한 VHF의 적절한 사용 필요성을 제시하고 있다.

  • Realization of e-Navigation for maritime safety has become a hot research topic of these years. There has been lots of requirements of the convergence of VTS and new IT technology for prevent maritime accident caused huge mount of damage such as environmental damage of oil spill, human life and property. This paper aims to design of an intelligent VTS system based on context awareness and aids to navigation structure. The proposed system provides timely decision supporting mechanism using by situation awareness, reasoning, risk management technology and also provides information of aids to navigation for secure navigation.

  • 최근 해양사고와 관련하여 VTS가 언론에 노출되는 횟수가 많아지고 있다. VTS는 해양사고 예방업무를 주로 하고 있기 때문에, 만약 관제구역 내 사고가 발생하게 되면 부정적 언론보도의 표적이 될 수 있으므로, 이에 대한 언론 대응이 중요하다. VTS 업무에 대하여 시민들이 올바르게 이해하고, 적절한 언론 대응을 위해서는 현재 VTS 관련 언론에 대한 현황 분석이 중요하다. 이에 본 연구에서는 뉴스 빅데이터 분석시스템인 빅카인즈를 활용하여 VTS 관련 언론에 대해 양적 분석을 실시하였다.

  • 1992년 포항을 시작으로 현재 전국 항만 및 연안에 18개소의 VTS가 설치 운영 중에 있다. VTS에서 제공하는 안전 정보로 인한 관할 해역의 해양사고 감소 및 해양환경 보전에 기여 했다는 점은 논의할 여지가 없을 것이다. 하지만 폭발적으로 늘어나는 관제정보 제공에 대한 기준은 관제사마다 느끼는 바가 상이하여 선박이 처한 상황과 환경에 따른 정보 제공 기준을 마련할 필요가 있다하겠다. 본 연구에서는 기억 및 망각 이론과 설문조사를 통하여 VTS의 최대 이용자인 운항자 측면에서 정보 제공에 필요한 적절한 시간 및 거리를 상황별로 제시하고 VTS에서 지양해야 할 사항 등을 거론하였다.

A Study on the Improvement Measures for the Safe Maneuvering of Passenger Ships in Port Area through Analysis of Marine Accidents (여객선 해양사고 분석을 통한 안전한 항내조선 개선방안에 관한연구)

  • MOF strengthen the law and institutions for safety management after the capsize accident of passenger ship "Sewol" on April 16, 2014. Nevertheless, about 13 cases of marine accidents such as collisions, contact, and stranding have occurred in coastal passenger ships over the past 5 years. Particularly, according to the judgment of KMST, most of the main causes of passenger ship accidents occurred within harbor areas because of the master's improper ship-handling or inattention. And so, this study analyzed four cases of marine accidents on passenger ships that occurred in the port areas and examined the environmental, institutional, material, and human factors that contributed to the master's improper ship-handling and behavior, and the results are as follows. First, as an environmental factor, the size of the turning basin was not enough. Second, as an institutional factor, the VTS control was not properly supported, the master lacked sufficient training for safe ship-handling in the port area and up-to-date charts were not provided. Third, as a material factor, the digital type speed log capable of the ship's speed in real-time was not installed on the ship's wing bridge. Lastly, as a human factor, the master could not take proper bridge resources and the passage plan was not proper. Therefore, it is suggested in this paper that the size of the turning basin should be adjusted to meet the prescribed standards, the master of passenger ships should receive the ship-handling simulation training among other safety training to ensure safe ship-handling of the master in the port area as improvement measures.
