A Study on Comparison Analysis for Calculating of Weapon System Operation Cost at the Development Stage (개발단계에서 무기체계 운영유지비 예측을 위한 비교분석 연구)

  • Recently, the importance of Total Life Cycle System Management (TLCSM) and LIFE-CYCLE COSTS management is increasing in the development of weapon systems. In cost management, cost forecasting is important from the initial development stage, but it is difficult to predict the total life cycle cost at the development stage. In this study, we propose efficient management cost calculation and management at the development stage of the weapon system by comparison analysis between the PRICE-HL model and NemoSIM to calculate the maintenance cost under the CAIV concept. Based on the study results, further in-depth analyzes of the PRICE-HL model and NemoSIM input values / results are performed. In addition, we provide a more accurate method of calculating the cost of maintaining and operating the weapon system and a plan to utilize the result of NemoSIM in the ILS element development.

  • This paper deals with the Performance Based Logistics(PBL) application scheme pertaining to optimal maintenance program for logistics of Korean Fighter Experimental(KF-X) Project. For enhancement of the performance based logistics system application to KF-X program the selection of appropriate standards fit to maximize cost-cutting, a set of performance metrics fit for the purpose of the contract, foreign technology dependence of core equipments and parts were considered. Thus, selecting appropriate standards fit for Korean logistics environment, domestic maintenance enterprise for stable rate of operation of KF-X, a systematic reliability task that is able to measure quantitative combat capability are suggested.

  • This paper forces on the analysis of the overall outcome regarding Performance Based Logistics(PBL) application for Air Weapon System. We used data from domestically developed aircraft such as KT/A-1 and T-50 as well as data from foreign F-15K aircraft and F100 Engine to analyze the current ROKAF PBL application results. Furthermore, this paper thus suggests various techniques to maximize the outcome of user-based PBL performance such as clarifying the responsibility between customer and the company, developing standardized PBL performance index under TLCSM, PBL related maintenance capacity development, wartime PBL implementation process of domestic/foreign companies and many other schemes based on the analyzed data.

  • This paper examines several inefficient problems generated from a management process of defense acquisition system, and suggests several alternatives to remedy the current acquisition-related problems. This might help MND to reform the current DAPA's acquisition system. The offered elements are to, first, redefine function of mid-term plan & budget allocation between MND and DAPA, second, devise economic acquisition management and force development to build integrated management system of requirement-acquisition-operation & maintenance, third, build Workforce Management Act(WMA) and Professional Education System(PES) for strengthening expertise and institutionalizing manpower rotation of requirements & acquisition-related fields, fourth, implement weapon systems' Total Life Cycle Systems Management(TLCSM) and improve developmental & operational test and evaluation. These are essential elements in minimizing confusion & conflict emanating from surrounding acquisition program among MND-DAPA-Each Services.

  • The cost of preparing munitions in weapon system operation and management has been rapidly increasing and current weapon systems have become complicated and diverse due to new warfare pattern changes and the rapid growth of advanced scientific technology. Moreover, as a part of the execution plans of creative economics, the Korean government is actively reviewing how to minimize the costs of preparing munitions. Accordingly, this study derived the issues of munitions management for decreasing munitions preparing costs. First, the issues of munitions management were introduced through review and analysis with respect to the munitions classification criteria, regulations and systems, and equipment maintenance information systems. Second, we proposed the application and necessity for the real-name system which is responsible for munitions management and the fragmentation of the maintenance instructions status classification criteria.. Also, we were analyzed that the effects depending on the application. Finally, we proposed that the linkage system which is currently military active with equipment maintenance information systems as well as the total life-cycle management system (TLCSM) improvements to the itemized data and records management system by utilizing IT technology CMB that must be done in order to improve the issues.
