군병원건축의 시설개선을 위한 실태조사 및 개선방향에 관한 연구 (A Study on the Improvements of Planning Issues for Korean Military Hospitals)

  • This study is a part of the architectural planning to meet the military healthcare development project according to the Korea national defense reform 2020. At this time, it is intended to identify the overall issues and to set the improvement directions of military hospital planning. Literature reviews, such as military healthcare development project, Korea national defense reform 2020, etc., and case studies for the advanced foreign military hospitals and several Korean private hospitals is analyzed. And also, field surveys, such as questionnaire collections for patients and workers, interviews with surgeons and department officials, and observation survey were conducted in order to be realistic improvement suggestions for military hospital planning issues.

  • 21세기 선진 정예 강군을 위해 군이 지향해야 할 국방개혁 2020의 과제들은 2020년 전후 국방환경과 국방개혁 4대 중점사항을 토대로 총 21개 대과제와 80개 소과제를 선정하여 국방개혁을 추진해 나간다는 내용을 주요 골자로 하고 있다. 국방기본정책서를 기초로 추진하게 될 '국방개혁 2020' 은 기획단계인 초기단계로서 과제들에 대한 의사결정이 필요로 하나, 군은 현재 2단계인 계획단계에 이르러서야 비로소 기획과 예산을 연결시켜 의사결정을 구체화하고 있다. 과제들의 우선순위에 대한 의사결정이 계획단계에 이르러서야 비로소 결정되기 때문에 최초 기획단계부터 의사결정이 이루어진다면 현재보다 효율적인 과제수행이 이루어질 것이다. 본 연구는 국방부에서 발표한 '국방개혁 2020' 추진과제들을 가지고 기획단계에서부터 계층분석적 의사결정방법을 적용하여 과제들의 대한 그룹의사결정을 실시하였다. 또한, 추진과제 들의 가중치가 동일할 경우 15개 과제들의 가중치가 어떻게 변화하는가에 대한 민감도 분석을 실시하였고, 내 외부 평가자들의 과제들에 대한 가중치를 그룹의사결정을 통해 분석함으로서 과제들의 우선순위를 제시하였다.

A Comparison of Guided Missile Simulations Between EADSIM and SADM in Composite Combat Mission Planning Simulation Environments

  • High Level Architecture/Run-Time Infrastructure (HLA/RTI) is used to connect individual simulators on networks in order to interoperate heterogeneous simulators. In defense domain, Ship Air Defense Model (SADM) and Extended Air Defense Simulation (EADSIM) are two of most advanced simulation tools. To interoperate these SADM and EADSIM, this paper attempts to use HLA/RTI that helps to support a Composite Combat Mission Planning Simulation Environment (CCMPSE). The CCMPSE allows us to analyze a group of simulations for comprehensive and accurate experiments. For the first time, this paper analyzes guided missile simulations in EADSIM and SADM by comparing related simulation models in their parameters and considerations. It presents characteristics of these models in view of guided missile simulation perspectives. For the contributions of this paper, it provides insights to select guided missiles between SADM and EADSIM on the CCMPSE according to specific simulation purposes.

경로생성 및 지형차폐를 고려한 통신영역 생성 방법 (Research of Communication Coverage and Terrain Masking for Path Planning)

  • Recent complex battle field demands Network Centric Warfare(NCW) ability to control various parts into a cohesive unit. In path planning filed, the NCW ability increases complexity of path planning algorithm, and it has to consider a communication coverage map as well as traditional parameters such as minimum radar exposure and survivability. In this paper, pros and cons of various propagation models are summarized, and we suggest a coverage map generation method using a Longley-Rice propagation model. Previous coverage map based on line of sight has significant discontinuities that limits selection of path planning algorithms such as Dijkstra and fast marching only. If there is method to remove discontinuities in the coverage map, optimization based path planning algorithms such as trajectory optimization and Particle Swarm Optimization(PSO) can also be used. In this paper, the Longley-Rice propagation model is used to calculate continuous RF strengths, and convert the strength data using smoothed leaky BER for the coverage map. In addition, we also suggest other types of rough coverage map generation using a lookup table method with simple inputs such as terrain type and antenna heights only. The implemented communication coverage map can be used various path planning algorithms, especially in the optimization based algorithms.

국방분야 베어링 도면정비 및 관리방안 연구 (A Study on the Correction and Management of Bearing Drawings in the Defense Field)

  • In this paper, we introduce the results of investigating and overhauling bearing drawings in the defense field, and propose an effective bearing drawing management system. We identify the features and performance items that must be regulated in the bearing drawing. After reviewing the validity of the bearing drawings, we classify the incorrect drawings by factor. To achieve greater effect, standardized formats are needed to incorporate into the drawing in the early stage. We propose the introduction of a bearing drawing management system so that the developing bearing technology can be applied quickly to the defense sector. As other elementary parts of the machine have similar problems, we think this study will help develop improvement plans.

군용 헬리콥터 조종사 스케줄링 모형 (A Model of Military Helicopter Pilot Scheduling)

  • In this paper, we introduce a pilot's scheduling model which is able to maintain and balance their capabilities for each relevant skill level in military helicopter squadron. Flight scheduler has to consider many factors related pilot's flight information and spends a lot of times and efforts for flight planning without scientific process depending on his/her own capability and experience. This model reflected overall characteristics that include pilot's progression by basis monthly and cumulative flight hours, operational recent flight data and quickly find out a pinpoint areas of concern with respect to their mission subjects etc. There also include essential several constraints, such as personnel qualifications, and Army helicopter training policy's constraints such as regulations and guidelines. We presented binary Integer Programming (IP) mathematical formulation for optimization and demonstrated its effectiveness by comparisons of real schedule versus model's solution to several cases experimental scenarios and greedy random simulation model. The model made the schedule in less than 30 minutes, including the data preprocessing process, and the results of the allocation were more equal than the actual one. This makes it possible to reduce the workload of the scheduler and effectively manages the pilot's skills. We expect to set up and improve better flight planning and combat readiness in Korea Army aviation.

AHP를 이용한 군 취사식당 기능공간 분석 (Analyzing the Functional Spaces of Military Dining Facilities Using Analytic Hierarchy Process)

  • This research used Analytic Hierarchy Process(AHP) to analyze the importance and priority of functional space and evaluation factors of each functional space of the military dining facility. Dining in the military is an important factor in restoring combat power and promoting morale. The military dining facility serves as a not only for meals, but also for watching TV, education and club activities. Workers working in dining facility spend most of their work hours in dining facility, perform tasks such as cooking, dishwashing, and leftover disposal, and take breaks. As such, the military dining facility is a space where various functions are performed, and space planning should take into account these various functions when planning the building of the dining facility. However, the criteria for defense and military facilities, which are the basis for planning the space of military dining facility, are calculated only by simply analyzing the standard floor plan to match the size of the person-to. Therefore, when there is space to be reduced in the total area, there are side effects such as leaving visible table space without consideration for priority or functional space, unseen office space, and adjusting the entire area through reduction of the lounge. Accordingly, based on the priority of the space that the staff of the military dining facility considers important, this research aims to analyze the characteristics of each functional space through classification according to its unique function. This can be an indicator that can be used as a basis for future revision of the building floor area standards of the defense and military facilities standards, and it can improve usability with an efficient space plan that takes into account the characteristics of the Korean military and the satisfaction of its workers. Furthermore, efficient use of the defense budget through rational building plans can contribute to budget reduction.

정보화시대에 따른 육군 보유 훈련장의 효율적인 관리방안에 관한 연구 : 3 야전군 (According to the information age, Army reserve training center study on effective management : Third Field Army)

  • 본 연구는 국방2020계획으로 군부대 축소에 따른 첨단화된 훈련장으로 통합할 필요성이 대두되어 경기도 지역을 중심으로 실태를 파악하고 연구하였다. 연구결과 첫째 지역개발계획과 조화된 훈련장 보유기준을 재설정하여야 한다. 둘째 폐기되거나 방치된 훈련장은 지역경제를 활성화 할 수 있는 방안으로 처리절차 통해 정리하여야 한다. 셋째 군과 주민이 대화할 수 있는 전담협의체와 전담부서, 전문인력을 갖추어야 한다. 넷째 사격장 등 민원소지가 있는 훈련장은 지하화하여야 한다. 마지막으로 특별법 제정이나 조례규정 반영으로 원활하게 지원될 수 있도록 하여야 한다. 본 자료는 국방부와 경기도에서 정책을 입안하고자 할 때 활용될 수 있을 것으로 본다.

M-추정을 사용한 국방과학기술 수준조사 기술성장모형의 이상치 제거 (Elimination of Outlier from Technology Growth Curve using M-estimator for Defense Science and Technology Survey)

  • Technology growth curve methodology is commonly used in technology forecasting. A technology growth curve represents the paths of product performance in relation to time or investment in R&D. It is a useful tool to compare the technological performances between Korea and advanced nations and to describe the inflection points, the limit of improvement of a technology and their technology innovation strategies, etc. However, the curve fitting to a set of survey data often leads to model mis-specification, biased parameter estimation and incorrect result since data through survey with experts frequently contain outlier in process of curve fitting due to the subjective response characteristics. This paper propose a method to eliminate of outlier from a technology growth curve using M-estimator. The experimental results prove the overall improvement in technology growth curves by several pilot tests using real-data in Defense Science and Technology Survey reports.

인공지능 분야 국방 미래 신기술 예측에 관한 실증연구 (An Empirical Study on the Prediction of Future New Defense Technologies in Artificial Intelligence)

  • 인공지능의 기술적 진보는 통신·물류·보안·의료 등 다양한 산업분야에 영향을 미치고 있으며, 경제성·효율화·상용기술과의 연계방안과 관련된 연구개발이 중점적으로 이루어지고 있다. 국방 분야에서도 다차원 동시 통합전, 유·무인 복합전, 국지성 비대칭전 등 전쟁수행 개념이 발전함에 따라 전장인식·지휘통제·전력운용·의사결정 지원 등의 분야에 인공지능 역량을 적용하기 위한 개념설계와 실적용을 위한 과제 기획을 지속 추진 중이다. 전략적 관점에서 미래 전장 환경 및 전쟁 수행 방식의 변화를 예측하고, 선도적 대응을 위해 군사력 발전 방향을 설계·기획하는 것은 포괄적 미래 위협에 대비하기 위한 기본요소일 뿐만 아니라, 한정된 예산/시간 대비 최적의 효율을 도출할 수 있다는 점에서 필수불가결한 요소이다. 이러한 관점에서 본 연구는 국방 분야의 활용 가능성이 높은 잠재력 있는 미래기술을 발굴하고 연구개발에 적용하기 위한 기술주도형 기획의 일환으로 수행되었다. 본 연구에서는 국방 미래기술 조사를 위해 수행되었던 연구 자료를 바탕으로 기존 국방 연구과제들과의 중복성, 기술의 실현가능성 등을 고려하여 후속 연구가 필요한 미래 신기술을 예측하였다. 또한 선정된 인공지능 분야 국방 미래 신기술과 평가지표 간 유의미성을 확인하기 위해 실증연구를 수행하였다.
