A Case Study and Its Implications on the Admission Officer System of Colleges and Universities in USA (미국대학 입학사정관제도의 운영사례와 시사점)

  • The purpose of this study is to analyze the operating case of admission officer system of colleges and universities in USA, and to deduce its implications to Korean colleges and universities. In order to accomplish the purpose of this study, following methodologies were adopted: review on the related literatures, statistical data, and previous studies concerning admission officers of colleges and universities in USA, and in-depth interview with them. Historical and cultural background of university admission system of USA was analyzed. Case study on USA colleges and universities was divided with four parts such as determining factors of admission and admission methods, organization for admission affairs and its number of persons, work of admission officer and admission process, and cost of admission and salary. Implications to Korean colleges and universities were presented with three points such as overall implication, implication on materials for admission process, and implication on managing system of admission. Based on the analysis, discussion and implications, the conclusion and further suggestion of this study are as follows: First, actual authority of admission should be grant to admission officer. Second, not only non-curricular factors but also scholastic factors should be emphasized in role of admission officer. Third, education and training about work of admission officer and unification of criteria for admission should be held. Fourth, admission officers with various occupation background are needed. Fifth, work of admission officers should be extended to various work concerning university entrance. Sixth, cross-checking on marks of over two admission officers is needed. Seventh, in order to stabilize admission process, status of admission officer should be stabilized. Eighth, part-time admission officers are need to employ in season of admission. Ninth, authority of weighting high schools should be grant to admission officers in long term perspective.

The Impact of Weekend Admission and Patient Safety Indicator on 30-Day Mortality among Korean Long-Term Care Insurance Beneficiaries

  • Background: This study investigates the impact of weekend admission with a patient safety indicator (PSI) on 30-day mortality among long-term insurance beneficiaries. Methods: Data were obtained from the National Health Insurance Service-Senior claim database from 2002 to 2013. To obtain unbiased estimates of odds ratio, we used a nested case-control study design. The cases were individuals who had a 30-day mortality event after their last medical utilization, while controls were selected by incidence density sampling based on age and sex. We examined the interaction between the main independent variables of weekend admission and PSI by categorizing cases into four groups: weekend admission/PSI, weekend admission/non-PSI, weekday admission/PSI, and weekday admission/non-PSI. Results: Of the 83,400 individuals in the database, there were 20,854 cases (25.0%) and 62,546 controls (75.0%). After adjusting for socioeconomic, health status, seasonality, and hospital-level factors, the odds ratios (ORs) of 30-day mortality for weekend admission/PSI (OR, 1.484; 95% confidence interval [CI], 1.371-1.606) and weekday admission/PSI (OR, 1.357; 95% CI, 1.298-1.419) were greater than for patients with weekday admission/non-PSI. Conclusion: This study indicated that there is an increased risk of mortality after weekend admission among patients with PSI as compared with patients admitted during the weekday without a PSI. Therefore, our findings suggest that recognizing these different patterns is important to identify at-risk diagnosis to minimize the excess mortality associated with weekend admission in those with PSI.

Fairness-Based Service Admission Scheme for Downlink in Wireless Multi-Service WCDMA Networks (무선 멀티 서비스 WCDMA 네트워크에서의 형평성을 고려한 하향링크 서비스 수락 설계)

  • In this Paper, we propose a downlink service admission strategy that considers users QoS requirements by using a novel service quality prediction index for multi-service WCDMA mobile systems. The Proposed downlink service admission strategy is obtained by computing average received Power of each service, assuming a relative other-cell interference factor. With the proposed method we obtain a downlink service admission region where users of different services properly can be admitted. And adding the fairness at the proposed downiinh service admission strategy, we Propose another downlink service admission strategy. In the numerical examples, the downlink service admission region with fairness and the downlink service admission region without fairness of voice service and data services are obtained by proposed downlink service admission strategies, respectively.

Factors Related to Admission via Emergency Room in Korean Hospitals with an Emergency Medical Center (응급의료센터를 보유한 의료기관 입원 중 응급실경유입원 관련 요인)

  • Objectives : The purpose of this study is to analyze the proportion of admission via the emergency room(the rest is ER) in an emergency medical center and to examine the factors related to admission. Methods : This study used 2005 National Health Insurance claims data for admitted patients of 112 hospitals having emergency medical centers in Korea. The study sample had 2,335,610 patients. The data was classified into emergency admission and non-emergency admission. To investigate the factors affecting the type of admission, the following were included as independent variables: type of health assurance_(national health insurance beneficiaries or medical aid beneficiaries), demographic characteristics_ (sex, age), cause of admission_ (disease or injury), whether an operation was performed or not, DRG severity level, the number of beds, and the location of the hospital. Data were analyzed using the Chi-square test for the differences in emergency admission rates for each variables, and multiple logistic regression analysis was used for identifying the factors affecting admission type. Results : The proportion of admission via the ER accounted for 40.6% of the total admission among hospitals having emergency medical centers. The risk of admission via ER was relatively high for patients who were male, the aged, the injured, the surgical patients, the patients having more severe symptoms, and the patients admitted the hospitals located in metropolitan areas, and the patients admitted the hospitals having 300-699 beds. Medical aid patients were more likely admitted through the emergency room than health insurance patients after other variables ware adjusted. Conclusions and Discussion : We analyzed the proportion of admission via the ER for the total admission rate of hospitals having an emergency medical center in Korea. And we explored the factors related to admission via the ER. This proportion may be used as an indicator of the adequacy of medical utilization or low accessibility to hospitals of patients with low socioeconomic status.

  • An "admission officer system" has been introduced for the purpose of changing the paradigm from the "current admission system". This is because the current admission system mainly reflects the scholastic ability test (SAT) score regulating student selection for entering university. The admission officer system focuses on not only the students' school records but also, their potential. In addition, this system lets the university screen the students according to its own founding philosophy. One feature of the admission officer system is to cultivate men of ability by caring for the selected students consistently. Typically, students are selected by an admission officer system according to document screening which includes curriculum and non-curriculum scores, discussions, and interviews. On the other hand, the admission officer system might create a lack of objectivity in the way a student is selected because of the admission officer's own subjectivity. In this study, an algorithm in which the admission officer system can maintain the objectivity on student selection is presented. This is so that the student does not experience any disadvantage from the process of the admission officer system.

Differentiated Services Based Admission Control and Multi Path Routing Algorithm for IPv6

  • In this paper we propose a Differentiated Services Based Admission Control and Routing Algorithm for IPv6 (ACMRA). The basic DiffServ architecture lacks an admission control mechanism, the injection of more QoS sensitive traffic into the network can cause congestion at the core of the network. Our Differentiated Services Based Admission Control and Routing Algorithm for IPv6 combines the admission control phase with the route finding phase, and our routing protocol has been designed in a way to work alongside DiffServ based networks. The Differentiated Services Based Admission Control and Routing Algorithm for IPv6 constructs label switched paths in order to provide rigorous QoS provisioning. We have conducted extensive simulations to validate the effectiveness and efficiency of our proposed admission control and routing algorithm. Simulation Results show that the Differentiated Services Based Admission Control and Routing Algorithm for IPv6 provides an excellent packet delivery ratio, reduces the control packets' overhead, and makes use of the resources present on multiple paths to the destination network, while almost each admitted flow shows compliance with its Service Level Agreement.

The Actual Conditions and Ensuring Fairness of the Admission Officer System (국내 대학 입학사정관제의 공정성 실태와 확보방안)

  • The Admission Officer System is a selecting system that evaluates potential and talent of students in multiple aspects and selects whom each university wants to pick and fits the specific recruitment units. However, the issue about fairness of the system has been discussed continually. This study conducted online survey, using fairness checklist with 31 universities to know how admission officers perceive the fairness of the system and secure that. Also, three times of expert FGI were conducted, too. The result shows there are still many universities that adjustment for deviated evaluation in interview, separation of operating agency, stabilization of the statue of admission officers, analyzation of each evaluator's tendency, and so on are not achieved well. To assure the fairness of the admission officer system, securing validity by clearly defining the concept of fairness is proposed first. Stabilizing the statue of admission officers and continuous education training for them is also proposed to improve their professionality. Furthermore, expansion of education programs about the admission officer system in both quantity and quality is suggested for fairness of the system.

A Study on the Relationship Between College Adaptation, Academic Achievement, and Admission Type in One Nursing School (대학입학유형이 대학생활적응과 학업성취도에 미치는 영향 - 일개 대학 간호학과 학생을 대상으로)

  • Purpose: This study was performed to identify the effect of admission type on college adaptation and academic achievement in one nursing school in order to refine the entrance selection system. Methods: Subjects were 405 nursing students (female : male = 385 : 20, first grade = 155, second grade = 138, third grade = 112). They were given the Student Adaptation to College Questionnaire (SACQ) purchased from Western Psychological Service. SACQ is composed of 67 questions and subdivided into 4 subcategories: academic adjustment, social adjustment, personal-emotional adjustment, and attachment. Student college adaptation scores and academic achievements were analyzed with reference to the entrance selection system (rolling admission vs. regular admission) by SPSS 22.0. The rolling admission system recruited students based on high school records only while the regular admission system was based on both high school records and the College Scholastic Ability Test (CSAT). Results: Total College adaptation score, personal-emotional adjustment score, and academic achievement were higher in regular-admission students than in those admitted through rolling admission. Academic achievement for first-grade students was higher in regular-admission students than for those admitted through rolling admission, But the difference in academic achievement became null as students were promoted to the second and third grades. Conclusion: Students recruited using both high school records and the CSAT showed better college adaptation and higher academic achievement.

Study on the Changes in Limb Circumferences and Muscle Areas of Critically Ill Patients using Ventilators (인공호흡기(ventilator)를 사용하는 중환자의 사지둘레와 사지근육면적 변화에 관한 연구)

  • Purpose: The purpose of this study was to identify muscle atrophy in critically ill patients on ventilators. A comparison was made between limb circumferences and muscle areas on the day of admission to an intensive care unit (ICU) and on the 8th day after admission. Methods: The data were collected from 30 critically ill patients using ventilators at S hospital ICU in Seoul during the period from October 2005 to April 2006. Limb circumferences and skinfold thickness were measured on the day of admission and on the 8th day after admission to the ICU. Limb circumferences and skinfold thickness were measured on the right mid-arm, right mid-thigh, and right mid-calf using a measuring tape and a skinfold calipers. Limb muscle areas were calculated by an equation after measuring limb circumferences and skinfold thickness. The data were analyzed by paired t-test and independent t-test. Results: 1) Mid-arm circumference, mid-thigh circumference and mid-calf circumference on the 8th day after admission to the ICU were significantly less than those on the day of admission to the ICU, 2) Mid-arm muscle area, mid-thigh muscle area and mid-calf muscle area on the 8th day after admission to the ICU were significantly less than those on the day of admission to the ICU, 3) Steroid and vecuronium medication didn't affect changes in limb circumferences (mid-arm, mid-thigh, mid-calf) and muscle areas (mid-arm, mid-thigh, mid-calf on the 8th day after admission to the ICU compared to the day of admission. Conclusion: Limb muscle atrophy may occur on the 8th day after admission to the ICU in critically ill patients using ventilator.

A New Joint Packet Scheduling/Admission Control Framework for Multi-Service Wireless Networks

  • Quality of service (QoS) provision is an important and indispensable function for multi-service wireless networks. In this paper, we present a new scheduling/admission control frame­work, including an efficient rate-guaranteed opportunistic scheduling (ROS) scheme and a coordinated admission control (ROS­CAC) policy to support statistic QoS guarantee in multi-service wireless networks. Based on our proposed mathematical model, we derive the probability distribution function (PDF) of queue length under ROS and deduce the packet loss rate (PLR) for individual flows. The new admission control policy makes admission decision for a new incoming flow to ensure that the PLR requirements of all flows (including the new flow) are satisfied. The numerical results based on ns-2 simulations demonstrate the effectiveness of the new joint packet scheduling/admission control framework.
