Arrival management is a tool which provides efficient flow of traffic and reduces ATC workload by determining aircraft's sequence and schedules while they are in cruise phase. As a decision support tool, arrival management should advise on air traffic control service based on the understanding of human factor of its user, air traffic controller. This paper proposed a prediction model for air traffic controller sequencing strategy by analyzing the historical trajectory data. Statistical analysis is used to find how air traffic controller decides the sequence of aircraft based on the speed difference and the airspace entering time difference of aircraft. Logistic regression was applied for the proposed model and its performance was demonstrated through the comparison of the real operational data.

A status of air traffic controller is a government officer and air traffic controllers who work at airport are divided by duty rating and work experience. Abiding by law, rules and regulation, air traffic controllers are working together based on mutual trust. This paper's theoretical background is based on cultural bias theory. The theory divide people group into four groups according to cultural bias such as fatalism, hierarchy, individualism and egalitarianism. A research model was designed how such four cultural bias could affect air traffic controller's risk response in case of emergency or abnormal situation during their work. Depend on empirical research, it was found that air traffic controllers perceived they had been more biased to fatalism than hierarchy. The characteristics of fatalism group are as follows: first of all, they follow rigid rules and regulation. However, they have less self-efficacy compared to other government officers. According to structural equation model, air traffic controller's fatalism had a significant negative effect on organizational royalty. Their royalty, however, had a very significant positive effect on planning response and immediate response.

This paper describes the effect of advice information for arriving aircraft landing order on the air traffic controller's work efficiency. The air traffic control simulator used in the experiment was modeled on the basis of the aircraft parameters from BADA, gamma-command model and the 4-dimensional trajectory using the Bezier curve. The simulation results show that advice information was helpful for the performance of the work for users who did not have the air traffic control training. On the other hand, in case of users who have experience in air traffic control training, the work efficiency was lowered when the advisory information that does not reflect the user's intention is provided. Therefore, it can be seen that the effect of improving the work efficiency through advice information can be limited depending on the skill level of the air traffic controllers and the complexity of the air traffic situation.

항공산업이 비약적으로 발달을 함에 따라, 항공기사고의 위험성도 커지고 있다. 본 논문에서는 항공기사고의 인적요인 중 하나인 항공교통관제사 불법행위를 중심으로 다루었다. 현재 우리나라의 법령상 항공교통관제사의 불법행위 대한 책임을 규정한 명문은 없다. 따라서 국가공무원으로서의 항공교통관제사의 법적책임에 대하여 헌법제 29조1항과 국가배상법의 적용 여부를 살펴보았다. 실제로 우리나라는 항공사고의 원인이 항공관제사 과실에 의한 것이라는 유일한 판례가 1971년에 선고된 이후, 항공사고조사결과 관제사의 과실이 사고의 주요요인이었다고 함에도 불구하고 추가판례가 없는 상황이다. 본 논문은 항공사고에 있어서 관제사와 조종사간 요인 뿐만 아니라, 관제사에 대한 실제로 법령의 적용가능성을 해외사례를 통해 살펴보았다. 항공교통관제라는 특수한 업무가 고강도의 업무스트레스를 갖는 업무라 할지라도, 항공교통관제의 최종목적인 항공기의 안전한 운항을 책임지고 있는 전문가로서 항공기사고의 원인이 되었다면, 그에 따른 법적 책임은 져야 한다는 내용을 다루었다.

As a domestic aviation industry has been growing continuously, the air traffic volume of en-route has increased rapidly to 2,300 a day. According to developing air navigation system including Performance Based Navigation(PBN), the manner of flights has diversified. Consequentially task of air traffic service has been increasing more and more and the organization of Air Traffic Service(ATC) established one Air traffic management Office(ATMO), extends to 3 Regional organization(Seoul, Busan, Jeju) and a number of air traffic controller exceeds 600. The purpose of this research is going to investigate the relationship between organization's safety climate and air traffic controller's safety behavior, In pursuing above, previous studies related to co-worker and supervisor's safety climate were examined for literature review. Based on this previous studies, research model was constructed. Hypothesis was verified by effect. Data from 209 samples was employed for final survey. The main results show that co-worker and supervisor's safety climate were meaningful factors to effect perceived Safety Behavior and safety knowledge, safety motivation were significantly and positive related to safety compliance.

Due to recent increased air traffic,, air traffic controllers in charge of en-route and approach control have faced huge increase in both workload and its intensity. The purpose of this paper is to analyze how much safety culture of air traffic controllers has effect on their complexity mitigation strategies during their duties. It could be expected complexity mitigation improve air traffic flow resulting in enhancing safety eventually. According to empirical analysis against air traffic controllers in civil aviation and air force in South Korea, it was proven safety culture had a statistically positive effect on complex mitigation strategies through safety behavior. In safety culture among air traffic controllers, intrinsic culture had a positive effect on extrinsic value of safety culture. Intrinsic value of safety culture led to air traffic controllers' safety behavior which created work complexity mitigation strategies. Among work complexity mitigation strategies, communication and cooperation was proven to be the most important factor effected by safety culture and behavior. It was implied that enhancing the intrinsic values of safety culture would cause to improve extrinsic safety culture and air traffic controller's work efficiency.

본 논문에서는 항공교통관제사의 항공기 분리업무 수행중에 나타나는 복합적인 지각표상과 인지작용의 역동과정인 가설 여과와 순위부여의 예측과정을 심층 분석하였으며, 제한된 정보처리와 인지된 교통상황의 확증과정에서 표출된 인식수준의 편향과 교통 분규의 상관관계를 인지 심리학적 관점에서 고찰하였다.

The purpose of this study was to investigate the influence of air traffic controller's leadership characteristics and hazardous attitudes on the team effectiveness. The effectiveness make use of team efficacy and team commitment. Leadership characteristics and hazardous attitudes make use of the contents of a CRM manual. The study showed following results. 1) Leadership characteristics has a positive influence on the team effectiveness. 2) Hazardous attitudes has a partially bad influence on the team effectiveness. This study was conducted under the auspice of civil and military ATC facilies and by participation of devoting ATC controller's.

Due to the lack of navigable airspace caused by worldwide air traffic increases, air traffic control(ATC) services are becoming more complex, which results in the increase of aircraft accidents. To cope with these challenges, major aviation institutes abroad are actively conducting research regarding the human factors affecting controllers but as of late, no such specialized activities have been found in Korea. Due to the dynamic attributes of ATC operations, management of controller's situation awareness(SA) and workload, and knowledge on the impact of abnormal aircraft to controllers are very important. Furthermore, using actual flight data of each country will lead to valuable results, because individually, it has different airspace characteristics and air traffic volumes. This study assumed that air traffic difficulties would affect the controller's SA and workload. To testify the above hypothesis, the abnormal air traffic situations are simulated by using ATC simulator. The findings indicated that the effect of traffic situations containing abnormal aircraft on the controller's SA and workload, it led to demand increase and supply decrease in SA, and increased mental demand, temporal demand, effort and mean workload score in the workload.

본 논문에서는 비행장 관제 시뮬레이터 구현을 위해 필요한 사항을 살펴본다. 비행단계 중 비행장에서의 이착륙 단계는 항공 안전관리 측면에서 매우 중요시 다루어져야 한다. 그 이유는 전 세계 항공기 사고 및 준사고의 60%이상이이 단계에서 발생하는 것으로 조사되기 때문이다. 본 논문에서 항공교통관제 시뮬레이터의 평가 기준인 실습 유형, 장비 형태, 그리고 현실성의 충실도를 통하여 국내 항공교통관제 시뮬레이터의 구현 단계를 평가하고, 현업에 종사하는 항공교통관제사의 설문을 통해 현재 운용 중인 시뮬레이터의 문제점을 검토하여 그 해결방안을 살펴보았다. 또한 이를 바탕으로 개선된 HI-FI 항공교통관제 시뮬레이터의 구현 방향을 제시하고자 하였다.
