Over the past 10 years, AIDS has grown to become one of the major health problems in Korea. This paper reviews the current status of the prevalence of AIDS, AIDS law and policy in Korea. This paper also suggests some proposals for policy to reduce HIV transmission from the view point of personal rights and welfare. Korea needs more effective national AIDS prevention and control programs applicable to the current situations of health policy in Korea. The activities of NGOs would be as important as those of government.

We have been designing human interactions for some learning support system or education system. The design is based on a symbol grounding model. The model is applicable to many learning domains using virtual reality technology. The design policy is simple and compact. In order to realize the policy we use/reuse some devices from the viewpoint of virtual reality. This paper introduces basic ideas and explains several example cases based on the idea.

문화콘텐츠 산업은 지식기반 핵심 산업이다. 본 연구는 미국, 영국, 프랑스 및 일본의 문화콘텐츠 산업정책과 미국시장을 겨냥한 한국의 애니메이션 산업 전략을 개관하여 한국의 미국시장 진출을 위한 보완책을 제시하는 것이다. 애니메이션 수출전략 보완방법으로 재원, 창작 및 기술력, 인력양성, 수출방법, 법 제도 개선문제 등으로 기술하였다. 본 연구결과는 산업정책을 기획하거나 세부계획을 발전시키는 자료로 활용될 수 있을 것이다.

As measures for protecting users and ensuring security of electronic financial transactions, such as online banking, financial institutions in South Korea have implemented network segregation policies. However, a revision of such domain-centered standardized network segregation policies has been increasingly requested because of: 1) increased demand for remote work due to changes resulting from COVID-19 pandemic; and 2) the difficulty of applying new technologies of fintech companies based on information and communications technologies (ICTs) such as cloud services. Therefore, in this study, problems of the remote work environment arising from the network segregation policy currently applied to the financial sector in South Korea and those from the application of new ICTs such as fintech technology have been investigated. In addition, internal network protection policies of foreign financial sectors, such as those of the United States, United Kingdom, European Union, and Russia, and internal network protection policies of non-financial sectors, such as control systems, have been analyzed. As measures for the effective improvement of the current network segregation policy, we propose a policy change from domain-based to data-centric network segregation. Furthermore, to resolve threats of hacking at remote work, recently emerging as a global problem due to COVID-19 pandemic, a standard model for remote work system development applicable to financial companies and a reinforced terminal security model are presented, and an alternative control method applicable when network segregation is not applied is proposed.

독성, 환경 노출 및 인체에 대한 위해성 유해성 등 안전성에 대한 문제점을 가지고 있는 나노물질의 확인 및 안전성 확보의 요구가 점차 높아지고 있다. 나노물질은 화학물질로 이용될 뿐만 아니라 소비자가 이용하는 제품으로 범 분야에 걸쳐 활용되기 때문에, 보다 효과적인 나노물질의 안전관리 제도화를 위해서는 각국의 정책사례를 규제 강도별, 나노 적용분야별, 규제대상 종류별로 구분하여 정책 동향을 파악하는 것이 중요하다. 나노물질의 잠재적 위험성을 최소화시키기 위해서는 사전예방원칙을 적용한 제도의 구축 또한 필요하다. 더불어 국내 실정에 적합한 정책 수립을 목표로 하고, 국제 흐름에 선제적, 능동적으로 대응할 수 있는 방안도 함께 고려해야 한다.

Over the past two decades, smart cities have been attracting attention as a means of solving urban problems and as a model for securing urban sustainability. Many studies have been conducted in various fields such as conceptual definitions, classification, new technologies, case analysis, and civic participation of smart cities. In particular, applicable technologies and their importance have been highlighted so far. However, since a city is a complex and meta-systematic space, it is the overly optimistic prospect that technology, one of the smart city components, will lead to successful smart cities. This study elucidates the impediments to driving smart cities as a case study of South Korea, a leading country in smart technology and digital transformation. We examined three comprehensive national plans for promoting smart cities and conducted focus group interviews with experts in smart cities to analyze the obstacles to carrying smart cities. We classified the thirteen impediments into technological, industrial, governmental, and social factors as a result. Some of them are generic issues in policy establishment and enforcement, while others are specific to smart cities.

RFID/USN 기술은 산업의 전분야에 응용가능할 뿐만 아니라 기술도입으로 발생되는 기대이익으로 인해 각국은 국가차원에서 핵심 성장산업으로 발전시키고 있다. 그러나 국내 RFID/ USN 기업의 경우, 대부분 중소기업들로 포진되어 있을 뿐만 아니라 기술 및 서비스 역량도 취약하여 이와 관련한 육성정책 및 전략들이 요구된다. 이에 본 연구에서는 RFID/USN를 선도하고 있는 세계적인 기업들을 분석함으로써 국내기업들의 해외진출 전략을 모색하고 적용 가능한 전략들을 제시하여 RFID/USN 산업의 육성정책 수립에 기여하고자 한다.

This paper aims at developing communication module and application prcgram for client management module and developing database management module and managing wireless communication facilities for server systems. To construct these aims, we have adapted DES algorithm and researched on encrypting and decrypting module development applicable to SMS Security System and optimize module size and processing speed.

The rise of latecomer countries across the world directs academic attention to their catching-up and innovation processof seizing technological opportunities and combining internal and external knowledge. Different from the developed economies as well as the newly industrialized economies, China presents a special innovation environment, wherein its technology regime, market opportunities, and institutions are complex and the globalization trend affects competition in a broader way. In thiscontext, we clarify and extend the framework of "secondary innovation". This framework describes the dynamics of those with relatively poor resources and capabilities in their efforts to capture the values of mature/emerging technology or business models by acquiringthem from across borders and then adapting to catching-up contexts. Such processes, differentiated from original innovation that involves the whole process from R&D to commercialization, has become a prevailing regime during paradigm shifts. In particular, unlike the traditional catch-up literature that focuses more on technology, the secondary innovation framework inclusively contains both technology and business model innovation, and puts forward the co-evolution between the two elements, which is more applicable to China's context. In accordance, we also provide implications towards fulfilling the goal of building an innovation-driven nation.

In this paper. we consider the multi-view video technology. The technology, which is a field of 3-Dimensional video processing, enables the user to watch the various view-point of video. We expect that the technology will be applicable to a lot of video services. The economic effects of new technology are very important concern for the technology developer and the technology development policy makers. We, therefore. propose a general method for the economic repercussion effects of the multi-view video technology. The method is based on the expert opinion and input-output analysis. The results for the multi-view video technology are included.
