This study was designed to develop a teacher's rating scale of elementary school student's school maladjustment. 50 behavior were drawn as elementary school student's school maladjustment behavior from the responses of elementary school teachers. To identify sub-factors of the scale, 60 teachers rated their 240 student's behavior and the collected data were analyzed by using factor analysis. 4 sub-factors were identified as the result : aggressive selfish behavior, misconduct of lesson and classroom rules, passive unsociable behavior and positive evasion of school activities. To identify the validity of the scale, the data from 120 students were analyzed through the concurrent validity between the scale and the teacher rating scale of school maladjustment for Student Problem Behavior Checklist for Elementary School students(Kim & Hwang, 2009). To examine the reliability of the scale, test-retest correlations were calculated by using the data from 120 students and internal consistency coefficients were calculated by using the data from 120 students. The results showed that Teacher's rating Scale of Elementary School Student's School Maladjustment was valid and reliable.
This is to review the nature of Korean science and technology policy based on the concept of policy ideas. According to the institutional theory, policy ideas are composed of the beliefs on both principle and causal relations concerning policy behaviors. Policy ideas influence science and technology policy considerably because they are embodied by policy-makers and embedded in government institutions such as decision-making rules and procedures. Recently, promoting industrial competitiveness is a leading policy idea in Korea's science and technology policy. It means that the science and technology policy is influenced mainly by economic interests rather than by civic interests. Though the economic value of science and technology may not easily underestimated, the negative external effects such as environmental degradation and technological risks should not be neglected. Therefore, in developing science and technology policy, much efforts should be made to consider both the policy idea of industrial competitiveness and the new one of quality of life in a balanced way. It means that civil society should be allowed to have more access to policy process in the area of science and technology than before.
This study focuses on a review of Hangeul orthography guidelines in Korean language regulations. It is indispensable to revise the guidelines thoroughly because it has been more than 80 years since a unified plan of Korean orthography was established in 1933, which the current orthography is based on. Also, it has been approximately 30 years since 1989, when the current guidelines were issued and promulgated. The viewpoint towards this review reflects the requirements by education fields of Korean as a foreign language and modern Korean users. Hangeul orthography consists of six clauses, along with an appendix regarding punctuation marks: 1) general rules, 2) consonants and vowels, 3) related to sounds, 4) about forms, 5) spacing between words, and 6) miscellaneous. This paper examined individual clauses and specific usages of the clauses, in terms of Korean as a foreign language. Based on the review, this paper suggests the following tasks in order to establish a draft of Hangeul orthography for foreigners. A. Among the individual clauses, some clauses that embody vocabulary education aspects should be addressed in a Korean dictionary, and deleted in Hangeul orthography guidelines. B. The clauses of Hangeul orthography guidelines should be edited for revision and substitution where necessary. C. The usage of individual clauses should be replaced with more appropriate examples aligned with everyday conversation. D. In order to establish 'Hangeul orthography for foreigners', linguists should continuously review several chapters and the appendix of Hangeul orthography, such as components about forms, spacing between words, miscellaneous, and punctuation marks. The purpose of this review is to pursue the simplicity of Hangeul orthography guidelines and the practicality in terms of reflecting more realistic examples. This review contributes to facilitate Korean language usage not only for non-native learners, but also native users.
The purpose of this study is to summarize PWIM (Picture Words Inductive Model) which is one of learner-centered vocabulary teaching-learning models, and suggest ways to implement them in Korean language education. The pictures that are used in the Korean language education field help visualize the specific shape, color, and texture of the vocabulary that is the learning target; thus, helping beginner learners to recognize the meaning of the sound. Visual material stimulates the intrinsic schema of the learner and not only becomes a 'bridge' connecting the mother tongue and the Korean language, but also reduces difficulty in learning a foreign language because of the ambiguity between meaning and sound in Korean and all languages. PWIM shows commonality with existing learning methods in that it uses visual materials. However, in the past, the teacher-centered learning method has only imitated the teacher because the teacher showed a piece-wise, out-of-life photograph and taught the word. PWIM is a learner-centered learning method that stimulates learners to find vocabulary on their own by presenting visual information reflecting the context. In this paper, PWIM is more suitable for beginner learners who are learning specific concrete vocabulary such as personal identity (mainly objects), residence and environment, daily life, shopping, health, climate, and traffic. The purpose of this study was to develop a method of using PWIM suitable for Korean language learners and teaching procedures. The researchers rearranged the previous research into three steps: brainstorming and word organization, generalization of semantic and morphological rules of extracted words, and application of words. In the case of PWIM, you can go through all three steps at once. Otherwise, it is possible to divide the three steps of PWIM and teach at different times. It is expected that teachers and learners using the PWIM teaching-learning method, which uses realistic visual materials, will enable making an effective class together.
Purpose - This study deals with a strategic plan for meeting the value added criteria effectively, which is one of the methods of determining origin used in preferential trade such as FTA. Automobile products, one of the major Korean export items, were selected to give a practical use against the FTA requirements. Design/methodology - This study is based on the value-added criteria of the Korea-US and Korea-EU FTAs that apply various value-added criteria. The Korea-US FTA adopts the RVC method based on the integration, deduction and net cost methods, while the MC method is employed in the Korea-EU FTA. The methodology used in this work is an extended literature review, analysis of the value-added criteria applied to automobile products under Korea-US and Korea-EU FTA with some secondary statistics. Findings - Based on in - depth analysis of the value - added criteria requirements for automobile products stipulated in the Korea - US FTA and the Korea - EU FTA, two strategic considerations are suggested. First is 'appropriate value-added strategy' and the second is 'strategy of changing production and trade structure'. The second strategy is a bit used in Korea but this is not considered best if the first strategy is ignored or forgotten. The second one is meaningful when this becomes inevitable. Research limitations/implications - This study is primarily designed to assist Korean auto mobile industry players exporting to EU and USA but this may help to auto part or material producers in FTA counter party territories being EU or USA as the preferential tariffs are applied on a inter region basis. A further research other than auto mobiles using other major FTAs might be followed later. Originality/value - There has been so far little research on strategic factors to meet the value-added origin requirements. This study, therefore, is expected to contribute facilitating the decision of FTA origin and to improve the utilization of FTA by allowing exporting companies using value added criterion to more smoothly meet origin requirements. This will also enable the tax authorities to utilize the value-added criterion to validate effectively the origin of imports where preferential tariffs are applied.
Purpose - This paper studies whether the CISG is applicable to the arbitration agreement when the validity of the arbitration agreement becomes an issue. To make the study clear, it limits the cases assuming that the governing law of the main contract is the CISG and the arbitration agreement is inserted in the main contract as a clause. Also, this paper discusses only substantive and formal validity of the arbitration agreement because the CISG does not cover the questions of the parties' capacity and arbitrability of the dispute. Design/methodology - This paper is based on scholarly writings and cases focusing on the principle of party autonomy, formation of contract and the doctrine of separability to discuss characteristic of arbitration agreement. In analyzing the cases, it concentrates on the facts and reasonings that show how the relative regulations and rules are interpreted and applied. Findings - The findings of this paper are; regarding substantive validity of arbitration agreement, the courts and arbitral tribunals consider general principles of law for the contract and the governing law for the main contract. In relation to formal validity of arbitration agreement, the law at the seat of arbitration or the law of the enforcing country are considered as the governing law in preference to the CISG because of the recognition and enforcement issues. Originality/value - This paper attempts to find the correlation between the CISG and the arbitration agreement. It studies scholars' writing and cases which have meaningful implication on this issue. By doing so, it can provide contracting parties and practitioners with some practical guidelines about the governing law for the arbitration agreement. Furthermore, it can help them to reduce unpredictability that they may confront regarding this issue in the future.

Purpose: This study examined the factors associated with depression among Korean graduate students. Specifically, personal (self-efficacy, stress), environmental (violence experience, economic state, and relationship conflict), and behavioral (health behavior) factors were analyzed. Methods: This study used a cross-sectional study design. One hundred and fifty participants currently enrolled in graduate programs were recruited. Google Drive was used for online data collection. Descriptive statistics, correlational analyses, and hierarchical regression analysis were conducted. Results: First, 52% of the participants were male, with an average age of 28.05(±3.19). Master's students comprised the largest proportion (63.3%). Approximately about 38.7% were engineering majors. Second, approximately 27.3% had depressive symptoms; and 7.3% had major depression. Third, there was a significant correlation between personal, environmental (financial burdens), and behavioral factors. Fourth, hierarchical regression analysis revealed a lower depression level to be associated with a higher self-efficacy level and health behavior. In contrast, a higher depression level was related to violence experience. Conclusion: The government should press on establishing rules on the prevention and regulation of violence in universities, and impose strong disciplinary measures to root out the problem. In addition, universities must pay attention to the mental health of graduate students and establish systems to manage them.
In this paper I tried to get an overall view of the training course of German archivists, based on the curriculum of Marburger Archivschule. In Germany the short-term training courses are offered by some archives and also graduate-level course is offered by a college in Potzdam. Marburger Schule is, however, said to be a representative institute for training of archivists in Germany because the institute has a long history and its graduates have been playing a leading role in the archival science and archival administration of Germany. By examining the curriculum of the Marburger Schule, I tried to analyze the important elements which have decided the shaping of curriculum historically. I also examined the general prerequisite to be an archivist in Germany, including qualification-examination in order to see how the high standards of German archivists can be maintained. There are three kinds of training courses in Marburger Schule: course for academic archivists, course for administrative archivists, short-term course for complementary training. The former two main courses are runned in association with each state archives(staatliche Archive, Landesarchive) in the Federal Republic of Germany along the line of public regulation. These courses consist of theoretical and practical education. Marburger Schule is charged with the theoretical education, while each local government(Landesregiergung) runs the training system according to its own rules with autonomy. The education of archivists must be structured to fill the expected role in a society to which archivists belong. The image of archivist changes in the course of times and makes a greate many differences according to the conditions and tradition of a country. The whole system of formal education is also related with the style of managing of Archives in each country. Therefore an example of a country can not be taken so easily as a model. The education system of archivists must be interpreted in the relation with the historical condition of a country and its administrative system of archives.
The resumption of economic cooperation between South and the North Korea will be a new growth engine for our economy. Many Korean companies are preparing to invest in North Korea in accordance with the progress of inter-Korean relations. However, there are many risks inherent in inter-Korean economic cooperation, as experienced in previous cases. Specifically, one should be prepared for unfair measures such as the expropriation of investment assets of South Korean enterprises by North Korea authorities. Therefore, it is essential to review the protection measures of investment in North Korea and to review the investment dispute settlement system. The South and the North have an agreement to establish the inter-Korean Commercial Arbitration Committee to resolve the disputes that may arise if one party's investments are lost due to inappropriate or unfair measures due to the other party's authority. However, the Investment Agreement, which governs the Inter-Korean Commercial Arbitration Committee, contains a number of declarative statements that are somewhat ineffective. Even today, nearly 20 years after the adoption of the Agreement, the specific detailed procedures have shown no real progress, such as in the enactment of arbitration rules. Therefore, at present, it is difficult to expect a system that can effectively address the damage of our corporations which have invested in North Korea. When the assets freeze after the suspension of Kumgang tourism and the closure of the Kaeseung Industrial Complex by North Korea, the activation of the inter-Korean Commercial Arbitration Committee is the most important prerequisite for economic cooperation with North Korea. For this purpose, the resolution of disputes through the Inter-Korean Commercial Arbitration Committee has to be made more concrete, with the effectiveness of the dispute settlement system enhanced by means of various efforts.
This study analyzed some cases of the China International Economic and Trade Arbitration Commision (CIETAC) related to the application of the Contracts for the International Sale of Goods (CISG). As a contracting party of the CISG, China has accumulated a considerable amount of experience in applying CISG through commercial arbitrations. This study sought to understand how CISG is operated in commercial arbitration in China. By analyzing actual cases in China, Korean commercial arbitration can avoid mistakes and further improve. This study of Chinese cases will give some useful information for Korean companies. As defined by the CISG, the applicability can be divided into direct application and indirect application. When China joined the CISG, it made a reservation out of Article 1(1)(b). Korea and China are contracting parties to CISG and CISG is, therefore, directly applied. It is beneficial for Korea to understand how CIETAC is indirectly applied in China then. Some of the results of this study are as follows: First, CIETAC made a correct judgment most of the time on the direct application of CISG. However, there were mistakes in the judgment of the nationality of the parties in a few cases. The parties must clearly define applicable laws when entering into a contract. Secondly, the 2012 "CIETAC Arbitration Rules" was revised so that the "party autonomy" was introduced into Chinese commercial arbitration concerning indirect application. Therefore, the principle of autonomy of the parties was not fully recognized in the past judgments. Instead, the domestic law of China was applied in accordance with the reservation of Article 1(1)(b). Thirdly, China did not explain the application of CISG in Hong Kong, which led to ambiguity in concerned countries. Therefore, it is necessary to confirm the status of CISG in Hong Kong. In addition, Korean companies should clearly define the applicable laws when dealing with Hong Kong companies.
