US 911 incidents have changed all aviation security system in the world. Especially the US changed all existing system into new one. One of the most fundamental changes is aviation security acts, regulation and several programmes. Based on the new aviation security act enacted in 2001, several code of federal regulations have been amended to strengthen US aviation security system. These regulation also enable new aviation security programmes including several airline and airport security related programmes, K-9 programme, BDO programme and air marshall programmed. All the programmes enables US aviation security improvements. Also the creating of TSA based on the aviation and transportation security act has provided the enhancement of aviation security in US. The purpose of this thesis is studying the change of aviation security system in the US especiatly in terms of aviation security legislation perfective and comparing the system with Korean aviation security legal system and provides possible solution to enhance Korean aviation security legislation and structure.

Human rights education is to acquire understanding and knowledge about human rights, to develop values, attitudes and character that respect human rights, to develop the ability to overcome human rights violations and discriminatory acts, and to protect and promote the human rights of others. In order to prevent human rights violations of the transportation vulnerable, such as the disabled, it is necessary to develop specialized human rights education plans for aviation security personnel to practice human rights perspectives. Therefore, in accordance with the 「National Civil Aviation Security Education and Training Guidelines」, specialized human rights education should be included in the initial aviation security education and regular education courses. The point is that there is a need to reexamine the aviation security education program for aviation security personnel based on the essential knowledge and educational contents for aviation security personnel to perform security screening tasks in the aviation security education course. When this happens, various efforts must be made to improve the human rights of the transportation vulnerable, such as the disabled, during the security screening process, so that human rights violations will be significantly reduced. In particular, it is necessary to enhance the ability to detect dangerous terrorist items such as weapons or explosives that can be used for illegal sabotage through practical security screening training. For aviation security and aircraft safety, efforts to improve the quality of aviation security personnel training, such as human rights training, must be continuously made while thoroughly preparing for terrorism in advance.

This paper has studied the effect of airline staff's perception on both aviation safety and aviation security to their organizational effectiveness. Airline staff's perception on aviation safety is different from that on aviation security due to organizational difference in an airline. Through an empirical analysis, it was analyzed the effect of such perceptional difference on airline's organizational effectiveness. According to the analysis, it was found the perception of aviation safety has a significant positive effect on organizational effectiveness. Airline staff believed the safety is a core value of an airline and emphasizing the safety never impeded the airline's operation including service quality. Secondly, it was proven the perception on abiding by aviation security rules had a significant negative effect on organizational effectiveness. However, emphasizing aviation security had a very significant positive contribution on airline's philosophy of aviation safety. Following the research results, it was suggested an airline look for improving the process and regulations to deal with aviation security in the organization.

A safe and secure civil aviation system is a critical component of the nation's overall security, physical infrastructure, and economic foundation. Although it is not fully known at this time what actually occurred or which of the weaknesses in the nation's aviation security apparatus contributed to the terrible events of 11 September in the U.S.A., it is clear that serious weaknesses exist in our aviation security system including regulation system. Actually, defectiveness of regulations structure and contents concerned in aviation security were discussed in various studies. On this study, we have identified defectiveness in aviation security regulation system by the comparative study between 14 CFR and Korean regulations. Finally, we are to provide some suggestions and alternatives to improve aviation security regulation system in this country.

This paper performs a historical review on aviation threats through a statistical survey. The impact factor, as a criterion to measure the seriousness of the threats occurred, is introduced and evaluated based on annual totals of hijacking and fatalities against aircraft 1948 through 2004. Also, the paper suggests processes of evaluating the level of threats and key functions for an effective management of the aviation security.

The strengthened aviation security measurements caused by increased terror threat all around the world have air passengers annoyed by uneasy treatment and some delayed process. The service level of air travel and competitiveness of airlines industry has been weakened also. The aviation security process is mainly conducted at an airport. The threat level of airport is not usually same airport to airport, and the quality of aviation security activity is neither same. However, ICAO requires every international airport to conduct similar process to ensure aviation security without considering situational difference of each airport. The paper has objectives to develop reasonable security measurements based on risk management concept. It studied the ways of achieving target level of security of an airport, considering the threat situation of the airport and its ability to conduct security procedures.

2001. 9. 11 aviation terror showed us that there are lots of problems in aviation security and we need efficient counter-plans. According to this event, many countries are coming up with various countermeasures. After first hijacking in 1950, the aviation terror is occurring with more various methods until these days. And the scale is bigger than former so they're making much bigger damages. Especially, the case of 9.11 terror attracted people's eye of the world because of enormous casualties and damages. It aroused many people's self-awakening therefore as an important factor the security is given much weight in the aviation safety. In order to keep the step like this tendency and the development of aviation security, beginning with America lots of countries of the world are pursuing diverse aviation security's counter-plans of new side. At this point of time, for our development in aviation industry we should make efficient aviation security countermeasures. In this study, We compared our aviation security activities with major countries after 9.11 terror.

The detection sensitivity of a Walk Through Metal Detector (WTMD) currently being developed and operated in Korea differs from one manufacturer to another, making it difficult for them to be used based on Aviation Security level. In addition, the FAA 3-GUN Test approved by the domestic aviation authority for aviation security supervision is a single test object. There is no Operational Test Piece (OTP) consisting of multiple test objects for the operation of aviation security for a WTMD. This paper, the detection sensitivity of a WTMD applied by a commercial OTP was measured and detection sensitivity standards for a WTMD were developed based on results of measurement. Furthermore, institutional plans to maintain the same detection sensitivity for domestic aviation security were made through suggestions for Korean standards OTP development methods, taking characteristics of the aviation field into consideration.

The International Civil Aviation Organization (ICAO) and the World Customs Organization (WCO) emphasize securing supply chain security through mutual cooperation between aviation security and customs by establishing a standardized security system by regulations, procedures and practices of international air cargo. Accordingly, in accordance with the Aviation Security Act, the known consignors system aims to secure cargo security before loading air cargo into the aircraft, while the customs AEO system is a public-private cooperation program that focuses on simplification of customs clearance procedures. These systems basically have the same purpose of effectively identifying high-risk cargo through a risk-based approach in international air cargo transportation and preventing risks in advance, and the content that a common basic standard for cargo security must be established is also similar. Therefore, it is necessary to establish a cooperation system by simplifying problems such as cumbersome and redundant authentication procedures and on-site verification through coordination of security requirements for mutual recognition between the two systems. As a result, it is necessary to establish a process for coordinating security and customs' supply chain security program and maximize the effect of harmonizing supply chain security by strengthening the linkage between known consignors and AEO.

The terrorism threat against aviation industry is increasing after 9/11 incidents. As the way of preventing the future threat, this study is to review current status and make practical suggestions on Incheon International Airport security screening. The Library research method is utilized for this study. Chapter 1 is an introduction part and describes the general instruction. Chapter 2 describes the importance of aviation security and cases of aviation terrorism. Screening history is described in chapter 3 detailing operations and equipment. Status of IIAC(Incheon International Airport Corporation) security screening and prevention measures are described in chapter 4 and chapter 5 describes the final conclusion. In conclusion, if the introduction of state-of-the-art security equipment and modification of inadequate regulations come in first, whatever the threat exists, aviation terrorism can be prevented with the positive prevention efforts.
