Balanced Growth among Regional Economies : Its Implications and Polices (지역균형발전의 의미와 정책)

  • This paper aims to understand the meaning of balanced development among regional economies and its importance in the s0-called knowledge-based economy. It is shown that the balanced allocation of human capital is necessary to achieve the efficient allocation of physical capital among regional economies, which makes the equality of marginal product of capital. And a simulation experiment is conducted to calculate the cost of unbalanced growth. It is shown that balanced growth among regional economies may increase the growth rate of whole national economy while unbalanced growth among them reduce it. The policy implication is that for an any economy to grow at a higher rate, the efficient allocation of physical and human capital both are necessary to have the balanced growth of regional economies in knowledge-based economy.

Korea Reunification and Factor Movement : The Policy for Interregional Balanced Economic Growth (남북통일과 지역균형개발정책)

  • This paper attempts to forecast regional economic changes and to analyze government polices for interregional balanced economic growth in case of Korea Reunification. It begins with be reunified at the year 2010. The model is largely neoclassical. Since the future of North Korea is unclear, two possible scenarios are presented. The paper projects economic growth of regions, specifically forecasting growth of regions, specifically forecasting GRDP, the number of migrants and the quantity of moving capital. The results obtained show that spatially unbalanced economic growth will take place in the reunified Korea through factor movement. Two polices including public capital provision policy and income subsidy policy are thus suggested and analyed.

  • Recently, the Korean Government has announced a plan of public sector relocation to deal with a severe overconcentration of economic functions in the capital region and to promote more balanced regional economic development This study analyses the case of the French public sector relocation policy and suggests its implications. The policy in france is evaluated to be successful to encourage more balanced regional growth, with reference to the growth of population, job creation and scientific-technological infrastructure out of the capital region. It has also contributed to the growth of regional innovation capacity which becomes to be a critical factor for the regional development. As the policy of public sector relocation can be accepted to be an effective tools for balanced regional development in Korea as well, Government has to make an every effort to implement the policy in a strategic way.

Study on the Delineation of City-Regions Based on Functional Interdependence and Its Relationships with Urban Growth (기능적 상호작용에 따른 도시권 설정과 성장관계에 대한 연구)

  • The central government has implemented policies to strengthen the competitiveness of small and medium sized cities for balanced development at the national scale. However, since it is often difficult to enhance the competitiveness through partial projects of each jurisdiction, many local governments collaborate at the regional scale. This suggests that a regional approach is important for the management of small and medium sized cities. On the one hand, the concept of network city suggests that various functional networks can affect the growth of small and medium sized cities. Given this background, the purposes of this study are to delineate regional boundaries at national scale and identify their relations of growth by using functional network and Moran's I index. The study uses the Markov-chain model and cluster analysis to delineate the regions, and Moran's I is employed to identify the relations of growth. The results show that interactions between jurisdictions through networks could be crucial factors for growth of small and medium sized cities, while the networks based on passenger travel and freight movement have different implications. The results suggest that policy makers should not only consider local level investments, but also take the characteristics of networks between cities into account for achieving balanced development and developing regeneration policies.

  • The most important objective of the national development policy in Korea is the balanced regional development through the mitigation of concentration to the Capital region and the further development of other regions. Although various national policies have been formulated so far, the consequences of such policies for the balanced regional development have been unsatisfactory. This paper attempted to estimate regional growth factos through regression method. According to the results of this study, the differentiated regional policy for promotion and regulation to the location of firms and colleges and technological development have been operated only partially but not comprehenisively nor systematically. Especially, much of financial assistance has not been differentiated regionally. This study is expected to contribute to the formulation of the rational regional policy in future.

  • A balanced regional development has a great meaning of economics in the fact that the People could enjoy the equal level of lift everywhere in the country by reducing the income disparity and economic productivity between regions, however as the our country was given Preponderance of economical power and development to the metropolitan area centering around Seoul due to a factor of politics, social structure as well as a national economic policy centering around a rapid economic growth, the unbalanced regional growth gave rise to great hindrance to a national development. Especially, the unbalanced 9rowth between regions gave rise to a sense of alienation to a citizen in a special region as well as a distortion of an effective resources distribution. therefore it was deepen a social discord to hinder the unity of the people due to always coming to involve social ,political affairs. The major contents of this study is to clarify relations between the economic growth and the balanced regional development to form a concept of a national development, and this thesis made disparities in population and convenient facilities between regions through change of convenient facilities of life, economic growth, and population between regions an analytic object to concrete the studies. Also, this thesis made a whole countw land an analytic object of spatial sphere. and it made a unit of ten years when the five-year economic development plan was achieved from the year 1962 to 2001 an otject of the time range of studies.

  • Reviewing the meaning aid task of balance of regional development, this papa examines the causes of the underdevelopment of rural areas in relation to the urbanization process, probes the concept, principle and necessity of rural community development, and suggests the policy tasks for rural community development in the perspective of regionally balanced development. Since 1960's, Korea has pursued a growth-oriented economic policy. The focus on the aggregated growth, however, has resulted bo invite some regional disparity problems. In the process of development, regional disparity problems were quite a large rural areas compared with urban areas relatively. The under-development of rural areas is deeply correlated with the overcrowding (or overconcentration) phenomena of urban(or metropolitan) areas. The urban-biased policy is the primary cause of the deepening regional imbalance structure between urban and rural areas. The inter-regions equitable and well-balanced development is one of the national policy issues by which the government is confronted, since the issue is closely related with national quality of life. Main three policy tasks for rural community development were 'the new paradigm of development policy' , 'local-oriented policy' and 'human-oriented policy'.

  • FTTH(Fiber to The Home), a next generation communication service, is expected to boost up the growth of the whole IT industry and to creating new businesses by enabling the convergence of the broadcasting and communication technologies. It will consequently contribute to improve the quality of our life. The purpose of this study is to evaluate the performance of EPFSD using the Balanced Scorecard(BSC) model with five perspectives which are known to have inherent relationship: regional economy, regional customer, regional process, innovation and growth in the region, and regional infrastructure. 16 critical success factors(CSFs) and 37 key performance indicators(KPIs) are developed based on the BSC model to measure the performance indicators of the EPFSD.

  • Over the past decades there has been an increasing demand for decentralization in order to promote the balanced regional growth in South Korea. However, several previous studies have raised concerns regarding the disparity between municipalities as the deviation of power from central government could give wealthy municipalities a clear advantage. The purpose of this study is to better understand the relationship between decentralization and balanced regional growth by examining the Great Heisei consolidation in Japan trying to enact largescale municipal restructuring in association with the promotion of decentralization. In particular, much attention is to be paid to the fact that Japanese central clearly understand the municipalities with small population size could be in a disadvantageous position during the decentralization process so that it has a policy of encouraging mergers to make the municipal system more efficient. Lessons from the case study are summarized in this study in relation to the South Korea's efforts towards the decentralization.

  • Since the 2000s, China has been trying to develop the mid- and western regions and reduce regional disparity between the eastern region and the others by construction of the eight HSR corridors known as 4+4. The high-speed railway is known to have a positive impact on regional economic development by improving accessibility between regions. However, some studies point out that the high-speed railways could worsen regional imbalances. The purpose of this study is to examine the impact of the high-speed railway on regional economic growth and balanced development in China, using the beta-convergence model. In particular, we focused on how the effects of high-speed trains on regional economic development varied depending on the level of development. The analysis was conducted centering on the Shanghai-Chengdu line which is connecting eastern, central and western regions with different levels of development.
