일본 컨테이너항만의 화물 집하능력 향상을 위한 정책 방안 (The Task of the Policy on the Collecting Cargoes of the Japanese Container Ports)

  • The purpose of this study is to examine the task of the policy on the collecting cargoes of the Japanese container ports. Although the ports of Asia countries such as China, South Korea have increased the amount of cargoes dramatically since the latter half of 1990s, the amount of cargoes Japanese container ports deal with have increased within narrow limits. As a result of this trend, the position of Japanese ports as hub-ports has been falling down. The times of main liners linked with North America and Europe stopping at Japanese ports have continued to decrease. So Japan container ports need the policy to increase the amount of cargoes in order to avoid becoming feeder ports. This policy is to collect domestic cargoes which are transshipped in Asia ports such as Busan port from Japanese regional ports to core ports. By collecting domestic cargoes to Japanese core ports intensively, the times of international main liners stopping at Japanese core ports will increase. It's important to support the domestic liners linking between Japanese regional ports and core ports in order to collecting domestic cargoes to Japanese core ports effectively. In addition the role of Japanese government to achieve the coordination between Japanese regional ports and core ports is indispensable.

Hierarchical Cluster Analysis on Competitiveness of Container Terminals in Northern Vietnam

  • Vietnam's sea-port industry has experienced a significant development in recent years. Especially in Northern Vietnam, both the demand and supply of handling services for containerized cargoes have increased at a considerable rates. Accompany with such movement, the competition among container terminals in the area becomes fiercer. In this paper, Hierarchical Cluster Analysis is employed to classify all 11 container terminals in Northern Vietnam by collecting data concerning terminal competitiveness. After the classification, each group will be discussed in order to reveal more details about their competitive characteristics. The paper consists of five sections. Section 1 is the general introduction. Section 2 provides a general literature review about competitiveness and factors to evaluate competitiveness. Section 3 explains variables and methodology applied to do the analysis. Section 4 presents the results with linkage to the current condition. Section 5 summarizes the analysis results. It is shown that container terminals in Northern Vietnam should not only pay attention to their service qualities but also have to find out an appropriate mechanism to avoid unhealthy competition. The paper is expected to contribute a background for further researches in container terminals' competition in the region as well as hints for operators in planning and making decisions.

일본 슈퍼중추항만정책의 성과와 한계에 관한 고찰 (Review on the Japanese Super-Core Port Policy - An Assessment and New Politic Demands -)

  • 동아시아 경제의 빠른 성장에도 불구하고 일본의 대형 국제항만에서는 화물증가가 둔화되었고, 국제경쟁력 약화로 인하여 기간항로에서 제외되며 일본 국내 화주의 물류불안을 야기해왔다. 이 문제를 극복하기 위해 2004년 이후 '슈퍼중추항만정책'이 실시되었다. 이 정책은 국제항만의 고규격 터미널을 민간기업에 의탁하여 효율적으로 관리, 운영되도록 다양한 정책적 지원을 제공하며, 국제항만의 코스트 절감과 서비스 향상을 달성하겠다는 취지를 가지고 있다. 다양한 법적, 제도적 지원 시책에도 불구하고 슈퍼중추항만정책은 기대했던 정책성과를 달성했다고 보기는 어려운 상황이다. 코스트 경쟁력을 달성하지 못하였뿐 아니라, 화물량 증가 및 환적화물 유치, 기간항로 서비스 유지 측면에서 정책기간 중 소기의 성과를 달성하지 못하였다. 그것은 고규격 터미널의 지정 민간기업의 운영능력, 슈퍼중추항만내의 복수항만의 연계적 효율성, 항만의 집하능력 구축에서 한계점을 가지고 있었기 때문이다. 이에 따라 2010년에는 슈퍼중추항만정책의 후속 정책인 '국제컨테이너 전략항만정책'이 등장하였고, 일본은 국제 거점항만 육성을 위한 마지막 기회를 준비하고 있다. 특히 새로운 정책에서는 부산항 경유 환적화물의 탈환을 명시적으로 내세우고 있어 향후 부산항과 일본의 국제컨테이너 전략항만 간의 화물유치 경쟁이 예상된다.
