The Development of Resident-driven Operational Manual through the Evaluation of Community Programs in Apartment Complexes (아파트 커뮤니티 프로그램 운영 평가를 통한 주민주도형 운영 매뉴얼 개발)

  • The purpose of this study is to develop an operation manual of resident-driven community program by evaluating community program operation to realize a sustainable apartment complex and vitalize a community. To achieve this purpose, 8 community experts, who are in charge of 42 complexes of 7 autonomous districts among 25 districts in Seoul were interviewed from September 2013 to December 2013. Main results of the study are as follows. 1) Operational problems and improvements are deduced from evaluating operation process of community programs. It is found that smooth cooperation of main operators including a community vitalization association, a resident representative meeting and a control office is the most important. 2) Operation guideline for representative programs are suggested based on analysis of operational characteristics of 3 types of community programs; communication, recycling and environment management, according to program operation elements; material element, programming element, human element and finance element. 3) An operation manual of resident-oriented community program is presented after considering evaluation of operation processes and analysis of 3 types of operational elements of community programs.

A Typological Approach to the Community Management and Activation Plans for Apartment Complexes (아파트 단지 내 커뮤니티 운영 요소와 유형별 활성화 방안)

  • This study is focused first on considering the factors which invigorate the community in an apartment complexes from the precedent study and on identifying the specific factors, necessary to run vigorously the community in an apartment complexes. After that, the study is devoted to develop the management scenarios suitable for each type, through identifying, on the basis of the factors, the operation type of the 15 apartment complexes, in which the Seoul city community experts exist. The study result could be the basis to find out an effective method to run and manage community facilities and programs according to the features of an apartment. On the study, the 1:1 in-depth interviews were conducted on the community experts, who supported the community management in the five autonomous districts in Seoul. The study found followings. 1) The community factors needed to be readjusted in respect of operation and management. to estimate how active the community in an apartment complexes was. After identifying the community operation factors, the factors in human resources, material resources, and financial resources, were figured out. 2) The five groups were drawn from the 15 apartment complexes. The grouping was based on the relation between the main operators in each factor which invigorates the community operation. As the result, the relationship between the main operators was vertical. In addition, the more operators. 3) Six types were drawn after grouping the operation status of the 15 apartment complexes on the factors which affected to the community invigoration: human resources, material resources, and financial resources. Consequently, the managing scenarios to invigorate the community in each type were suggested.

Analysis of Multicultural Elements in the 2015 Revised Elementary Curriculum (2015개정 초등교육과정에 나타난 다문화요소분석)

  • The purpose of this paper was to analyze multicultural elements and propose measures to strengthen them in the 2009and the 2015 school curriculum. Based on Kim Cheong-ha (2015), the multi-cultural guidance elements and Bennett (2003:32-35) the target system and Choi Moo-sung and Kim Soon-ja (2009) were reconstructed and analyzed. Multicultural elements shown in the 2015 revised curriculum were analyzed for cultural diversity, recognition and tolerance, community awareness, and self-identity. The analysis targets analyzed multicultural elements of 'seeking human beings', 'core competences' and 'school organization and operation' during the elementary education curriculum in 2009. As a result of analyzing the multicultural elements of the former primary education process, 'cultural diversity' is 1,Recognition and tolerance'0, community spirit'3, and 'self-reliant'2 total6. In the new elementary school curriculum, 18 were analyzed as 'cultural diversity'1, 'Recognition and tolerance'1, 'community spirit'8, and 'self-identity'8. The first analysis of multi-cultural factors appearing in the new elementary school curriculum should include the addition of multicultural elements 'cultural diversity' and 'cultural diversity area' and 'education and tolerance' to the following: Second, to grow into a balanced multicultural society member, it proposes an enhanced multicultural curriculum in four areas: cultural diversity, recognition and tolerance, ccommunity spirit, and self-identity.

Localization of Metadata Elements in the Art Museum Community

  • The art museums in South Korea are mostly small-scaled institutions with small amount of art works. Thus, internationally accepted metadata standards such as CDWA and VRA Core may not be efficient to manage their collections. Because of these distinct local characteristics, there is a need to create a set of metadata elements that can be used for the art museum community in the country. This research aims to propose a set of metadata elements customized to fit into the context of small-scaled art museums in South Korea. The construction of the element set was not from scratch but on the basis of existing standards such as CDWA, VRA Core, and Dublin Core. By identifying core elements that are indispensable in describing art works and collecting opinions of experts in art museums, the proposed set of metadata elements is expected to support the operation and management of art works and satisfy the localized needs of the art museum community.

  • Recently, with the sudden changes in the security environment, expectations towards the police and fear towards safety are increasing. Thus, the local community police operation, which creates a mutually cooperative relationship between the police and local residents, is coming to the fore as the paradigm of the nationwide police operation. The police operation in Korea has also gone through change, and as part of the local community police operation, Korea has implemented a community police system since 2003. Recently, the system has been going through change in that the operations are centralizing around not only prevention of crime including the safe city program, protection of multicultural families, response to foreign crime, protection of the socially disadvantaged but also life security of the citizens. Along these lines, this study seeks to examine conditions of the three elements of local community police operation - Strategic Oriented Policing (SOP), Neighborhood Oriented Policing (NOP), Problem Oriented Policing (POP) - and policy suggestions accordingly.

A Study of Co-Working Space Operation Strategy: Focused on Operation Elements Analysis by AHP Method (코워킹스페이스 운영전략 연구: AHP 기법을 통한 운영요소 분석을 중심으로)

  • The purpose of this study is to suggest a successful operating strategy of co-working space. Therefore, the operating elements were identified through a literature research. And then, verified through site investigation and interview of operation managers. We found out that the high level operating elements are 'Co-working management', 'Membership management' and 'Supporting management' And the low level elements of Co-working management are 'Relationship facilitation', 'Networking event & Party' and 'Community & Communication', Membership management's are 'Service diversity & Price plan', 'Promotion & PR' and 'Alliance & Partnership', Supporting management's are 'Space & Interior', 'Facility & Device, Solution' and 'Mentoring & Education'. And the questionnaire was designed and conducted to Co-working space operators through the AHP method. As a result of the collected data analyzing, the highest priority was the operational element 'Community & Communication', and 'space and interior' is next, 'Service diversity & Price plan' is the third. The results were discussed with the relevant experts and it presents the following operating strategies. First, to create an environment suitable to voluntary coworking is the most important element. In particular, good management of 'Community & Communication' should be considered as a high priority operations strategy in a coworking space. Second, interior and space utilization helps in making the environment and atmosphere conducive to coworking. Office devices and facilities such as IT infra, printer, fax, scan, paper...etc are also important elements. But the reason why these necessary items are given a low priority is that these items don't need any special strategy. Third, in order to create a stable profit, 'Service diversity & Price plan' should be the characteristics of each coworking space because it will attract and secure enough customers. This study is valuable, it could be a great guideline for coworking space in an early stage to adopt operating model and strategy

  • Purpose: This study aims to analyze the confirmation the purchase decision of community enterprise products, such information is an important issue for community enterprise entrepreneurs to develop a marketing strategy through the purchasing decision of community enterprise products Research design, data and methodology: The research was designed by using mixed methods research (exploratory design), starting with in-depth interviews of consumers of community enterprise products to determine the reasons for their purchase decisions. The researcher then used the data from the in-depth interviews to create a questionnaire for consumers of community enterprise products. These data were used to analyze the confirmation components of such elements. Results: The analysis found the following. 1. Decision-making is based on a product 2. Decision-making is based on social context considerations Conclusions: Develop an image to make a difference between community enterprise entrepreneurs and general entrepreneurs for distribution. The local wisdom, it is a local intellectual resource. It should be used in adjusting or blending old knowledge with new knowledge together appropriately. Creating community participation, love, unity, and the sympathy of the people in the community can help in participation in the operation of community enterprises.

Exploring the Tasks Related with Educational Program Operation and Developing Its Performance Model of Rural HRD Center (농촌인적자원개발센터 교육운영의 직무탐색과 직무수행모델 개발)

  • The objectives of this study were to explore the duties and tasks of educational program operation, to develop the performance model including the duties and tasks, and to construct the action manual of the tasks and duties in related with implementing effectively the educational program. The findings of this study were as follows. First, The identifying duties and tasks was 1,942 related with implementing educational program operation based on theoretical job model through activity analysis and experience sampling techniques. Second, the finding duties and tasks was reconstructed through classifying with 9 duties and 88 tasks, and then it was developed as educational program operation model of Korean Rural HRD Center. Finally Third, the implementing manual was constructed including the contents and task-elements.

Case Analysis of Rural Experiential Education Programs based on Education for Sustainable Development (지속가능발전교육 기반 농촌 체험교육 프로그램 운영 사례 분석)

  • This study analyzed rural experiential educational programs that are currently in operation and examined the programs' reflection of Education for Sustainable Development (ESD) to explore the significance of those programs in terms of the ESD. In particular, this study analyzed cases of rural experiential educational programs from four villages in the capital region, Gyeongsang, Jeolla, and Chungcheong. The analysis results are as follows. Four villages' experiential educational programs share similar activities, such as nature experience, farming, traditional food and culture, games in nature, and craft. Each village has special programs and managements according to their geographical and environmental conditions. In addition, those programs are related to the ESD elements of health food, and cultural diversity (in sociocultural area) and of species diversity and environmental issues (in environmental area). On the other hand, the ESD elements in economic areas are not related to those programs. In addition, most of the villages plan and run experiential educational programs to keep and develop their own villages' sustainability. Rural experiential educational programs need to include various elements of ESD to develop rural communities.

A Survey on Irrigation Timing and Water Saving Strategies of Agricultural Reservoirs (농업용 저수지 관재용수 공급시기 및 절수 방법 기초자료 설문조사 분석)

  • Agricultural reservoirs importantly role for paddy rice cultivation with about 18,000 numbers, so that understanding of operational rules for the reservoirs is quite meaningful for proper irrigation water supply. In this study, a survey was conducted to investigate a key reservoir operational elements over nationwide. The target reservoirs are mainly operated by KRC (Korea Rural Community Corporation) and 221 water management persons in province office of KRC were involved in this survey. The key reservoir operational elements including starting and ending time for irrigation, transplanting water supply periods, midsummer drainage periods and drought response strategy were surveyed. The results of this study demonstrated that the key elements for reservoir operation depend on weather, rice variety and cultivation conditions.
