Changes in Accessibility of Seoul Metropolitan Area by the Construction of Additional Urban Railway (도시철도 추가 건설에 따른 서울시 역내 지역별 접근성 변화)

  • The goal of this study is to quantitatively evaluate the effects of the additional construction of urban railroads. To this end, 1) establish accessibility as a measure of quantitative evaluation of construction effects; 2) select the 'Integration' of Space Syntax as a quantifiable indicator of accessibility; 3) represent the Seoul railroads as a network; 4) calculate the 'Integration' form the network before and after the additional construction of the urban railroads. By calculating the change of the 'Integration' of the individual nodes and the change of the sum of the 'Integration' of given zones, the change in accessibility of a particular node and the change in accessibility of a particular region were calculated. After analyzing the change in accessibility in nodes and areas as well, it was confirmed that the additional construction of urban railroads was improving accessibility as a whole of Seoul. It was also identified that there was a degree of difference in the extent of the accessibility change for the different areas. It is particularly noteworthy that changes occur in the accessibility ranking. While certain regions were improving relative rankings, others fell in rank. With this finding, it could be argued that active consideration of the areas in which the relative decline occurs is needed when the planned urban railroad is being built.

  • Considering the situation in the early 20th century when the existing urban system centered on urban areas began to change, the biggest factors causing urban structural changes in urban areas are construction of railroad and urban dismantling. The change process of Eupseong, in the microscopic viewpoint, can be understood as a process of change in the course of dismantlement of town's demarcation, improvement of accessibility and urban expansion due to the construction of railroads, process of urban expansion following the crumbling boundaries and structural changes. This study aimed to look at the transformation process of the Eupseong in the early 20th century, focusing on the demolition of the castle and the railway construction from a microscopic point of view of city.

An Appraisal of Environmental Value of Railroad Construction (철도건설의 환경적 가치평가연구)

  • In spite of numerous advantages in railroads such as mass transportation, high reliability, and environmental soundness etc., the value of railroad construction is relatively underestimated compared to road. This is because the current method of evaluation focuses mainly on economic effect. In this study, considering recent research results, the environmental value of railroad construction was assessed by calculating the effect of reduction of emissions and water contamination. With these two benefits, the environmental effect produced by railroads and road construction was calculated and compared to each other using EMME/3. As a result, the senario 4 which considers 'Hot/Cold start' condition and water contamination had highest benefits. Furthermore, the environmental effect produced by railroad is 55~101% higher than road construction. If the suggested method is used in the current appraisal system, the environment-friendly mode like railway would be highly valued, much more than before.

  • For the construction of railroads in Metropolytan area based upon the outcome of the future demand forecast, a total of 21 lines including electrified double track segment of Ui-Jung-Bu↔Dong-Du-Chun(18.9km) in Kyung-Won Line is expected. Considering the financial difficulties and investment effect of the lines, this in the sequel brings about an important matter of deforming priority Investment plan to build electrified lines among the candidates. In the case of Japan, Tokyo metropolytan area covered In total by 2,070.1km of various lines, i.e., subway lines(241km), private lines(952.7km), JR lines(876.4km), provides convenient means of transportation for the coummuters and makes a contribution to the development of its neighboring areas and to the expansion of settlement areas. Comparing the total length per 1,000$\textrm{km}^2$, Tokyo(105), Paris(117), and London(115) are at least 6 times as large as ours(15). The purpose of this study is two fold provide a basic scheme for building railroads in metropolytan area and determine priority order in accordance with some evaluation criteria.

Effective Connecting Methods Between Incheon International Airport Railroad and Existing Railroads (인천국제공항철도와 기존 철도의 효율적인 연계방안)

  • The Incheon International Amort Railroad (IIAR) is the railroad that connects Incheon International Airport, Gimpo Airport and Seoul Station. IIAR is now under construction, and it will be finished to Gimpo Amort by 2006, to Seoul Station by 2008. But IIAR is not only so late to start but also has no discussion about effective connecting methods to existing railroads and fine operation plan. Therefore, after IIAR opens, it is possible for IIAR to lose to limousine bus using highway. So, this paper proposes 4 effective connecting methods for IIAR - (1) Shuttle transport, (2) Short-distance connecting transport (Inside IIAR, Seoul Subway Line 9, 'Han-River line') (3) Mid-distance connecting transport (Jung-ang, Tae-baek, Young-dong line) (4) Long-distance connecting transport (Korean Train express (korean high speed railroad)) These methods can increase the connectivity of IIAR with existing railroads and the competition power of IIAR against highway.

This study also includes the effort to find out how trade exchange between South and North Korea can be expanded as a result of being a member of East Asia economic zone.

Activation Plan for the Eurasia Railway Logistics

  • Purpose - Given the increasing interest in the Eurasian Initiative, government-wide studies for the construction of the Silk Road Express are currently being conducted. However, the Korean Government has no experience in operating international freight railroads and has not encountered problems in train service plans, international conventions, and customs clearance, which will arise when TKR is connected to TSR, TCR, and TMGR. Research design, data and methodology - Given these conditions, the cases of direct services in international freight railroads between China and Europe are investigated to identify the possible problems in the connection between TKR and continental railroads. This study also identifies the plans for activating Eurasian railroad logistics. Results - For the service of international freight trains, Korea needs to join international conventions, such as OJSD, as a regular member. Furthermore, any relevant international conference after the conclusion of such an agreement is needed for the agreement on train service schedules, fees, and procedures for passing border stations. Conclusions - Customs clearance and relevant documents must be standardized to address the differences in clearance systems between nations.

  • The Trans-Central Asian Railway consists of the Trans-Caspian Railroad, the Kazalinsk Route, the Turk-Sib, and the Trans-Kazakhstan Trunk Line. Currently, one-fifth of the residents in Central Asia are living around these railroads on which 70% of the economic activities in the region depends. The construction of the railroads in Central Asia was motivated by the Russian Empire's competition 'with its maritime rival, the United Kingdom, over the Eurasian heartland in a geostrategic sense. Using the railroads, the Russian Empire aspired to connect its central industrial regions in European Russia with the remote frontier areas in the Central Asian republics and to increase economic specialization of the region. After the breakdown of the USSR, however, the rail network, which had well been linked among the regions in the former Soviet nations, has been in a deteriorated linkage with their non-Soviet neighboring nations. Despite a lot of problems to be solved, the Trans-Central Asian rail network is expected to play a crucial role as a land bridge between East Asia and Europe as well as between Russia/the Baltic sea and the Indian Ocean/the Persian Gulf in the long-term.

  • The "Intelligent Railroad Alignment Design Program (ei-Rail) developed in 2013 has been adopted in the planning and the evaluation/validation of design results of oversea railroad construction projects. Target countries of Korean railroad industries requires the operating speed increase with alignment improvement and the double tracking of prevailing single track railroads as well as new railroad construction. This study is to develop an additional module for double tracking project of prevailing single track railroads in the ei-Rail. The developed method is based on the geometrics of prevailing railroad, and the definition of planned project determines the project cost based on the unit cost by work type, and provides the draft design of double track. The module was validated with a oversea case. It is then expected for oversea railroad double tracking project more efficiently in planning and the evaluation of design results.

  • Improvement is required to solve problems depending on long term use of signal equipment in the existing city railroad and to raise quality of passenger services. Accordingly, for more efficient improvement, we examined the procedure of executing construction of the communication based train control system in Korean city railroads, which is globally studied. The procedure of executing construction of the system is to present a plan for construction first of ail and then to prepare a strategy for construction of the system. It is required to establish a procedure for execution in each step depending on the prepared strategy and then to establish a detailed execution plan. We studied such an execution procedure, divided the execution procedure for application of the train control system through five steps to prepare the execution procedure.
