Implementing an Application Tool of Life Cycle Cost Analysis (LCCA) for Highway Maintenance and Rehabilitation in California, USA

  • Life-Cycle Cost Analysis (LCCA) for highway projects is known as an effective analytical technique that uses economic principles to evaluate long-term alternative investment options, especially for comparing the values of alternative pavement design structures and construction strategies. In the Unites States, the 2012 Moving Ahead for Progress in the 21st Century Act (MAP-21) amended the United States Code to mandate that the United States Government Accountability Office (GOA) conducts a study of the best practices for calculating life-cycle costs and benefits for the federally funded highway projects in 2013. The RealCost 2.5CA program was developed and adapted as an official LCCA tool to comply with regulatory requirements for California state highway projects in 2013. Utilization of this California-customized LCCA software helps Caltrans to achieve substantial economic benefits (agency cost and road user cost savings) for highway projects. Proper implementation of LCCA for roadway construction and rehabilitation would deliver noticeable savings of agency's roadway maintenance cost especially in developing counties where financial difficulties exist.

  • Multi-unit house, multi-household house, row house and apartments with less than 500 households were included in the list of anti-crime for buildings following the revision of the "notice of crime prevention building standards" on July 31, 2019. Strengthening the performance of crime prevention buildings is inevitable to increase the cost of building construction, including installation of preventive facilities and use of facilities that have secured performance. Thus an economic analysis on the costs and expected benefits of implementing the standards is required for social consensus. Economic analysis is divided into cost analysis and benefit analysis. This study aims to perform an economic analysis on the installation of crime prevention facilities in the buildings subject to expanded crime prevention obligations. Cost analysis is calculated as the sum of the cost of installation and the price of the crime prevention facilities installed for each target residential building. Benefit analysis is calculated as the social cost of targeted crimes that are expected to decrease due to the installation of crime prevention facilities. Economic analysis shows that the total cost of installing crime prevention facilities in residential buildings is estimated at 107.31 billion won per year, while the total benefit from enhanced crime prevention performance is estimated at 9.38 billion won per year. Considering inflation, benefits are expected to outpace costs in the 28th year since the system was implemented.

  • The purpose of this study is to perform comparative economic evaluation for the systems of ground source heat pump (GSHP) and district heating and cooling (DHC) by focusing on the analysis of operation case of GSHP. The adapted research object is a public office building located in Seoul. The capacity of ground source pump is about 3,900 kW. Ground heat exchanger is closed loop type. The analysis period for life cycle cost is 30 years. Economic evaluation is assessed from the viewpoints of the following four parts: initial cost, energy cost, maintenance and replacement cost, and environment cost. The total life cycle cost of GSHP is approximately 8,447 million won. The cost of the DHC System is approximately 3,793 million won. The cost of the DHC is approximately 46% lower than GSHP system under the condition of current rate for GSHP and DHC.

  • The present study has been conducted economic analysis through actual operation of EHP and GHP which are installed at the same building of an university Cost items, such as initial cost, annual energy cost and maintenance cost of each system are considered to analyze LCC and economical efficiency is compared. The initial cost is considered on the basis of actual costs, and annual energy cost is converted into the cost after measuring electricity and gas consumption a day. LCC applied present value method is used to assess economical efficiency of both them. Variables used to LCC analysis are electricity cost escalation rate, natural gas cost escalation rate, interest rate, and service lives and when each of them are 4%, 2%, 8%, and 20 years, results of analysis short that EHP(148,257,306 won) is 8.05%(12,981,990 won) more profitable than GHP(161,239,295 won).

  • Recently the reusable launch vehicle is being a major trend in the worldwide space market, because a few commercial companies, especially SpaceX, are trying to cut down the launch price through developing and succeeding the reusable launch vehicles. However, there is still a big controversy about whether in view point of the launch cost which is more favorable between expendable and reusable. Therefore, a study and close examination is required for the launch cost in the early development phase of the reusable launch vehicle. In this study the sensitivity analysis is performed with respect to the major cost parameters which have great effects on the launch cost and price. The standard vehicle of this sensitivity analysis is the expendable vehicle having a payload 20 tons. The cost estimation relationships used in this calculation are referred from the commonly proven cost models such as TRANSCOST. The major cost parameters chosen in this study are as follows: development cost, production cost, refurbishment cost, and maximum reusable number.

  • The analysis used in this work was cost-benefit analysis method. All future costs and returns of a given mushroom house were discounted to the time of initial investment (present) by means of 3.5% discount rate. Then the cost of ownership was compared to the return from the system. This analysis method has been developed and coded into a balance sheet for use on a EXCEL program. Using this programmed analysis,a large number of the case studies were examined using different combinations of economic conditions. These results will be very useful to individuals considering investment in a mushroom house, or any similar production system. By the way of the sensitivity analysis for each important parameter, the change of the marginal cost-benefit period could be finally determined. These parameters were typically construction cost of mushroom house, cost of cooling system, required cooling and heating energy amounts, unit price of mushroom media bottle, growing number of media bottles, production weight per unit bottle, sale price of mushroom, and annual number of growing period, etc.

  • A major portion of the capital costs in the present day power transmission systems are due to the cost of equipment and construction process. Transmission utilities in the recent years are drawing greater attention towards performing life cycle costing studies for cost management and decision making. However, the data involved in these studies are highly uncertain and the effect of these uncertainties cannot be directly included in the study process, resulting in inaccurate solutions. Interval mathematics provides a method for including these uncertainties throughout the cost analysis and provides final solution range in the form of intervals. In this regard, it is essential and extremely important that significant research has to be carried out in understanding the principles of life cycle costing methodology and its applicability to cost analysis of transmission lines along with uncertainties involved in the cost assessment process. In this paper, economic analysis of power transmission lines using interval mathematics has been studied. Life cycle costing studies are performed using net present value analysis on a range transmission lines used in India and the results are analyzed. A cost break even analysis considering right of way costs was carried out to determine the point of economy indifference.

  • Railways are very important to get stability of railway structure as transportation system carrying a lot of passengers and freight. These days the construction of underground railway crossing such as expansion of new roads, construction of subway and gas pipe is increasing because of economic and social development. But these kinds of construction didn't take into account Cost-benefit analysis of railway which has the most important aspects of railway safety, so the results of construction didn't get a good evaluation. This study adapt Cost-benefit analysis to evaluate the economic validity of underground railway crossing. This study adjust about Cost-benefit analysis of railway part, and analyze the new method and technology of underground railway crossing constructed by Korean National Railroad and Railway Network Authority. Also this study divide between high frequency line and low frequency lineusing B/C, NPV, and IRR analysis. After analysis, B/C ratio method is the most suitable method among B/C, NPV, and IRR analysis method. Therefore this study can express economic benefit quantitatively and decrease the cost by adapting Cost-benefit analysis, and can clearly express the construction feasibility and investment effects of construction of underground railway crossing method.

The Analysis on Annual Utilization Patterns of Inpatients in Korean Medical Hospitals for the Past 10 years (10년간 일개 한의대 부속 한방병원에 입원한 환자에 대한 연도별 이용실태 분석 : 침구의학과를 중심으로)

  • Objectives : This study was designed to clarify population-social characteristics that influence the utilization patterns of hospitalized patients in a traditional korean hospital, thereby providing clinical data which would help further improvements of traditional korean medical service in particular the Acupuncture and Moxibustion. Methods : We investigated population-social characteristics and annual utilization patterns of all patients who were hospitalized for more than 24 hours in a Korean Medical Hospital from January 2005 to December 2014. The obtained data were recorded in the EMR chart and statistical analysis was performed using SPSS 21.0. Additionally, data from the patients admitted to the department of Acupuncture and Moxibustion were analyzed separately. Results : 1. All inpatients had a significant annual difference in age, gender, hospitalized department, and disease code annually but not in re-hospitalization number. Inpatients of the department of Acupuncture and Moxibustion also varied in their age, gender, and disease code annually, but not in re-hospitalization number. 2. Pearson correlation analysis on all inpatients showed that the mean days of hospital treatments had a negative correlation with all variables except medical care insurance. Total cost, cost per day per person and recuperation cost had a positive correlation with all variables except medical care insurance. There was no meaningful relationship between nonrecuperation cost and the variables. 3. Stepwise multiple regression analysis on all inpatients showed that the mean days of hospital treatments had a negative correlation with all variables except automobile insurance. The total hospitalization costs had a positive correlation with both general insurance and medical care insurance. Cost per day per person and recuperation cost had a positive correlation with the females. There was no meaningful relationship between non-recuperation cost and the variables. 4. Application analysis to a shared apartment house of heat storage type GSHP system with dual storage tank (이중 축열조를 갖는 축열식 지열원 히트펌프시스템의 노인공동주택 적용 분석연구)

  • The present study has been conducted economic analysis of heat storage type ground source heat pump system(HSGSHP) and normal ground source heat pump (GSHP) which are installed at the same building in the shared an apartment house. Cost items, such as initial cost, annual energy cost and maintenance cost of each system are considered to analyze life cycle cost (LCC) and simple payback period (SPP) with initial cost different are compared. The initial cost is a rule to the Government basic unit cost of production. LCC applied present value method is used to assess economical profit of both of them. Variables used to LCC analysis are prices escalation rate and interest rate mean values of during latest 10 years. The LCC result shows that HSGSHP (1,050,910,000won) is more profitable than GSHP by 68.9% initial cost. And SPP appeared 3.0 year overcome the different initial cost by different annual energy cost.
