KHP project sets total ownership cost as the target cost by applying CAIV and administrates total ownership cost through compromise analysis, a periodical estimate and management of design alternatives for each development. Based on expected cost results, sensibility of total ownership cost is analyzed complying with the change of reliability, availability, maintainability and other related factors. By considering potential total ownership cost saving methods, first of all, this paper identifies total ownership cost changing effects for each related factor, secondly, suggests total ownership cost and maintenance and operating cost saving methods via finding components that affect total ownership cost and lastly, suggests total ownership cost saving directions that may be applied to other projects in the future.

This study focused on service quality, service value, service satisfaction and service trust of system being used in DAPA(Defence Aquisition Program Adminstration) to manage logistic items. DAPA in operating a few systems to manage efficiently logistic items. This study focused on the catalog management system service quality. Because catalog management system has been the most requested service system of being used in DAPA by defense firms since DAPA was founded, it would be the most fitted system in this study. Through this study, we drew a direction in establishing service. This study also could be applied to business practice so defence industry firms would trust DAPA and DAPA could offer a better service quality. Quick and exact service offered by logistic catalog management system would lead delivery of military supplies and export. Consequently, the best quality service would contribute to profit increase for defence industry firms, independent defence and nation economy development.

Application of system engineering should be realized on necessary condition being to propel National Defense R&D Program. But, these necessity is yet not realized easily to many project managers of Defense Acquisition Program Administration(DAPA). This paper examines several inefficient problems generated from a management process of defense acquisition system, and suggests several alternatives to remedy the current acquisition-related problems. This might help MND to reform the current DAPA's acquisition system. The offered elements are to, first, redefine function of mid-term plan & budget allocation between MND and DAPA, second, devise economic acquisition management and force development to build integrated management system of requirement-acquisition-operation & maintenance, third, build Workforce Management Act(WMA) and Professional Education System(PES) for strengthening expertise and institutionalizing manpower rotation of requirements & acquisition-related fields, fourth, implement weapon systems' Total Life Cycle Systems Management(TLCSM) and improve developmental & operational test and evaluation. These are essential elements in minimizing confusion & conflict emanating from surrounding acquisition program among MND-DAPA-Each Services.

In this paper, we introduce that MAAB style guideline has effects on the codes generated from Simulink models for static and dynamic software testing, when weapon system embedded software design and implementation are performed using the model based method. As showing the effects, MAAB guideline is helpful for defect prevention related with coding rules and run time errors associated with the DAPA weapon system embedded software guide. Thus, we check related items between MAAB and DAPA software reliability testing including static and dynamic analysis. And then we propose the criterion to select proper items from MAAB for DAPA guideline and show how to verify the relationship and the effects on reliability of models in Simulink. In addition, we show the needs for clear logics in conditional block models or statements and simple complexity models for Simulink model based design.

A newly established provision to enforce the systems engineering was added in the regulation for arms acquisition management in January 2009, and a systems engineering guidelines for defence acquisition is being developed. In this paper we conduct a comparative study of the defence acquisition system in the United States and the Republic of Korea, and propose a improving plan about the domestic defence acquisition system.

In this paper, we have analyzed documentation cases since DAPA establishment, in which documents must be produced as a result of weapon system development corresponding to systems engineering procedures. To develop documentation materials based on systems engineering, instructions of DAPA and US military standards that define development phases, are presented and analyzed in the point of standardizing documents. As a result, we propose a kind of documentation based on systems engineering which is essential for the weapon system development.

As the IT service environment grows, it is critical in terms of IT service quality to minimize the occurrence of failures due to changes in applications and to diagnose and recover in a short period of time how failure will affect the business. Thus, the Defense Acquisition Program Administration (DAPA) has been building and operating ITSMs to implement IT service management in a leading manner. Information Technology Service Management (ITSM) is divided into events, obstacles, changes, versions and setup management to ensure flexibility and stability in service delivery. It is also operated separately from service level, availability, capacity, financial and IT service continuity management to ensure service quality and cost efficiency. Based on ITSM military service history, this study looks at the impact of quality of service on value, satisfaction, and trust. The results of the analysis are highly valuable for future ITSM implementation and operation.

The works of defence reliability have begun since the ILS team was organized in ROKA on March 2003. After that DAPA was opened at January 1st 2006 and those of defence reliability were reinforced. But the present of defence reliability is not enough. Many development and changes are required in the following area. The first is Master-plan making of defence reliability, and the second is making of the process of reliability. And then we have to enhance reliability of weapon system in the operation and support phase. The last is that policy is firmly executed among the defence organizations.

The purpose of this study is to propose a model of the contract type and contract category in the process of programs in each stage which is the procurement by defence improvement program of a large long term programs. When requiring the contract, contractor confirms the contract type and contract category of the review the contract in bulk, separate contract by repeatedly. For the study of improvement method we used previous research paper, reports of DAP A and KIDA, laws of contract and other several materials. and we also applied the rational contract type and contract category for the general mass production program weapon system based on the analysis of contract states concluded with DAPA and old-DAPA, and collect the public opinions of the defense industry.
