  • It has been four years after outsouring to private outsourced institute about calculating the costs on defense industry was commenced. Although the objectivity and reliablity has been improved somewhat, there were also a negative view of spending more time and money such as a costing official re-calculates the costs on the results by out-sourced institute. Therefore I want to study on countermeasure about the risks according to the importance by analysing a priority with deriving susceptible risk factors from the outsourced institute's conduct of calculating the costs in defense industry through this study. The purpose of this study contributes to the reduction of defense budget, a guarantee of the reasonable profit for defense suppliers and the improvement the effective strength of an army with a smooth supply procurement by managing the risks in advance about the conduct regarding to the outsourcing for calculating costs on defense materials in the future.

  • In the early 1990's, international security environment bring on the change. So each countries should have renewed the defence policy. The developed countries make efforts to keep the superiority of military industry with an high technology and huge capital. One of the efforts is the defence industry exhibitions for the management performance regarded as the marketing strategic principal method. The result of the opening exhibitions has been studied by research papers and treatises. A exhibitions' goal is different from an it's characteristic, type, industry, participator, institution and participating nation. An enterprise's management performance is runs as follows. First, an exhibitions participation activation has an effect re-participation following the satisfaction. Second, an exhibitions participation activation contributes to be on sale promotion, The result of the exhibitions participation is classified with sale performance and non-sale performance. The third, an exhibitions participation activation contributes to the effective company management. The huge fund advertisement is a financial burden, but a exhibitions takes effect one-fifth economical retrenchment. Accordingly, this study researched the exhibition participation choice properties, an exhibitions participation activation properties and investigated the Korea defence industry's income statement, balance sheet, growth ratios, profitability ratios, productivity ratios, stability ratios which were substitute for the enterprise's management performance through the exhibitions participation costs and the number of times.

A study on the relationship between cost fluctuation and cost elements -focused on defense R&D project- (원가변동과 원가 비목 간 영향력에 관한 연구 -국방연구개발사업을 중심으로-)

  • This study analyzes the cost fluctuation between cost in contract stage and cost in adjustment stage in defense R&D project. This research shows that certain costs hold with the cost fluctuation and their degree of influence. The results of first analysis show that 13 out of 17 costs have a relationship with the cost fluctuation. The estimate of direct labor cost is positive and significant at the 0.1% level(direct labor = 1.022, t = 38.355). The estimate of amount of cost paid to subcontractor is positive and significant at the 1% level(amount paid to subcontractor = 0.942, t = 51.894). The results of second analysis show that all the direct costs have a relationship with the cost fluctuation(The fact that cost system is focused on direct labor cost is a consideration in this analysis). The estimate of direct labor cost is positive and significant at the 0.1% level(direct labor = 2.014, t = 21.787). The estimate of amount of cost paid to subcontractor is positive and significant at the 0.1% level(amount of cost paid to subcontractor = 1.068, t = 15.636). This finding supports a proposal theory that cost system is focused on direct labor cost through actual proof analysis and an inducement that amount of cost paid to subcontractor is a way to reduce the R&D cost.

On the Generation of Design Products for Defence Systems Acquisition Programs based on the Systems Engineering Methodology (국방획득사업에서 SE 기반 설계 산출물 생성에 관한 연구)

  • The budget for the acquisition and R&D for the national defence systems has come out of tax payers' pockets. On the other hand, the weapon systems become more complex and thus the underlying costs tend to increase continuously. As such, the need for efficiently managing the budget has drastically increased. In accordance with this necessity, the Defence Acquisition Program Administration (DAPA) of Korea has issued the instruction No.65 dictating that systems engineering (SE) must be applied when weapon systems are acquired or developed in Korea. Specifically, a list of the products that should be generated from the acquisition programs is provided. The problem is that the unexperienced companies in the defence systems industry cannot easily know how to approach the new regulation. The purpose of this study is to devise a possible remedy to solve the problem. To do so, we first review the list of the products that are required by DAPA. Then, an appropriate systems engineering processes is studied for each product. Then, a necessary link between each product and SE process activity is identified and summarized. The result obtained may be useful as a stepping stone to develop more efficient method for the list of the products.

  • This study is meaningful in finding out what legal and policy issues need to be improved in order to foster the aircraft industry, which is relatively underdeveloped compared to the fact that some heavy industries, such as the automobile industry and shipbuilding industry, have achieved a high level of production and technology globally. Korea's aircraft industry has been growing at a slower pace than other industries, largely due to the country's economic growth and the lack of a market structure to properly use variables such as the level of development in related industries, aircraft technology and demand for aircraft manufacturing. While most industries are privately led by the market structure of the competition system, heavy industries such as the aircraft industry generally grow under the market structure of the incomplete competition system, because only by securing huge initial investment costs, high technology, and sufficient demand, they can maintain minimum economic feasibility. The Korean aircraft industry was focused on developing and mass-producing military aircraft focusing on military demand, but it sought to turn the tide by signing the BASA (Bileral Aviation Safety Agreement) with the U.S. A preliminary feasibility study was conducted in 2010 to develop next-generation medium-sized aircraft, but was cancelled due to differences in position with Canada's Bombardier, which is subject to the concourse, and Korea Aerospace Industries (KAI) is pushing for the production of Bombardier's Q400 license on its own. Compared to the mid-to-large sized civil aircraft that are facing difficulties in development, KAI and KARI are successfully developing technologies to unmanned aerial vehicles and civil helicopters. In addition, the unmanned aerial vehicle sector is not yet suitable for manufacturers that have an exclusive global influence, so we believe that it is necessary to pursue government-led research and development projects with a focus on the areas of commercial helicopters and unmanned aerial vehicles in order to foster the aircraft industry in the future. In addition, since military aircraft such as KT-1 and T-50 are currently being exported smoothly, and it cannot be overlooked that the biggest demand for aircraft manufacturing in the Korea is the military, it is necessary to push forward national R&D projects and defense R&D program simultaneously to enable both civilian-military development. However, there are many differences between the two projects in the way they are implemented, the department in charge and the royalty system. Through this study, we learned about the technology ownership and implementation rights of national R&D projects and defense R&D programs, as well as the royalty system. In addition, problems with the system were identified and improvement measures were derived.
