Purpose: This study provides an overview of the Product Liability Act which was revised in 2017 and took effect in 2018. It analyzes the effects of the revised Act on corporate management from internal and external perspectives to present coping strategies so that companies can synthetically respond to such effects. Methods: In order to achieve the purpose of this study, experts like companies, academia, governmental institutions, and consultants were invited, and Delphi techniques were applied to derive means, standard deviations, and Content Validity Ratio. Results: In this study, based on two expert questionnaire surveys, strengths and weaknesses of the internal environment of companies and opportunities and threats of the external environment were derived, followed by provision of S/O, W/O, S/T, and W/T strategies. Conclusion: To fundamentally remove the causes of accidents on their products, the relevant companies should strengthen the activities to increase product safety. They shall cooperate with suppliers to arrange the measures to speedily secure safety of consumers.

본 연구는 전략기획의 관점에서 국내외적 환경요인에 대한 SWOT분석과 델파이조사를 통해 한국 건설기계산업의 현 위상과 당면과제를 살펴보고 전략적 쟁점을 도출하고자 한다. 이와 함께 SWOT분석 등을 통해 도출된 전략적 쟁점을 해결하기 위한 건설기계산업의 발전적인 정책대안을 제시함으로써 한국 건설기계산업의 국제경쟁력 제고와 안정적인 성장을 유지하고자 한다.

It has been passed around two decades since the CM is introduced in December 1996. And 20 years have passed. Construction Technology Management Act is the enacted of 1987, since Independence Hall fire in 1986. In the meantime, basic background and operational rather than the development of regulations that skewed had a voice of concern. Accordingly, Ministry of land is promoting a full-scale revision that Construction Technology Promotion law as switching to promote and support the necessity from Regulatory and management-oriented paradigm. In this paper, according to the Construction and Technology Promotion law amended in the course of doing business, was conducting research for drawn counterstrategy through SWOT analysis that was not the side of owner but CM company.

The Act on the Punishment of Serious Accidents to Prevent Large-scale Disasters, including Ferry Sewol and Taean Thermal Power Plant, passed the National Assembly on January 8, 2021, and has been in effect since January 27, 2022. However, the law, in which the representative of the headquarters is unlimitedly responsible for each worker's accident, is somewhat unreasonable at a time when a company owns dozens to hundreds of construction sites due to the nature of the construction industry. I agree with the purpose of enacting the law to reduce chronic serious accidents at construction sites, but it is necessary to carefully reconsider the implementation of the law in that punishment alone cannot achieve industrial safety. Previous studies focused on revising the Occupational Safety and Health Act, but there are few studies on the impact on the construction industry after the implementation of the Serious Accident Act. Therefore, this study attempts to derive problems related to the application of the Serious Accident Act and present improvement measures. To this end, after analyzing previous studies, SWOT analysis was performed by applying the Delphi method to derive strengths, weaknesses, opportunities, and threats. In addition, the results of two surveys of safety experts such as public institutions, academia, and companies were reflected, and its countermeasures were presented as follows. S/O strategy: establishing on-site execution capabilities of health and safety management system; W/O strategy: expanding legal and system execution checks; S/T strategy: establishing a risk response system; W/T strategy: expanding consulting by external specialized institutions

본 연구는 그 동안 혼재되어 왔던 4차 산업 혁명의 개념과 관련 기술 들을 살펴보고 이로 인한 사회 경제적 변화와 영향 및 주요 국가의 4차 산업혁명에 대응하는 사례를 검토 하였다. 이를 기반으로 한국벤처기업이 4차 산업혁명에 대비하기 위한 SWOT 요인 도출 및 요인별 중요도 산출을 통해 정부 및 정책 입안자들에게 관련 정책 수립을 위한 방향 제시에 도움을 주고자 한다. 나아가 한국벤처기업 들에게는 글로벌 경쟁력 확보를 위한 추진 방향을 제시하고 이후에 진행할 학문적 심층 연구를 위해서도 기초적이고 체계적인 분석에 도움을 주는 것을 목적으로 한다. 연구를 위해 4차 산업 관련 분야에서 한국 벤처기업의 내부 역량과 외부 환경 변화 요인이 무엇인지를 파악하기 위해 기존 문헌 탐구와 자료 조사를 통해 총 21개의 SWOT 요인을 도출하여 이를 업계, 학계, 정책전문가 그룹으로 구분하여 델파이 조사를 통해 확정하였다. 또한 이를 체계적 의사결정 기법인 AHP 기법으로 항목별 중요도를 분석하였다. 분석 결과에 따르면 강점(48%)→기회(25%)→위협(16%)→약점(11%) 순으로 중요하게 여기고 있음을 보여 주었으며 세부 항목별 중요도 분석 결과에서는 총 21개 세부항목 중 상위 3개 항목으로는 '신속하고 유연한 사업화 능력, '플랫폼·빅데이터·비대면 서비스 활성화, 'ICT 인프라 구축 및 활용' 순으로 중요도가 높게 나타났다. 반면 하위 3개 항목으로는 '안정적인 거시 경제 및 SOC 기반', '세계적 보호무역 기조에 따른 해외시장 진출 어려움, '외국인 투자규모 절대 열세' 항목은 우선순위가 낮게 나타났다. 전문가 그룹별 견해 차이를 보기 위한 중요도 순위 검증 결과, 업계와 학계전문가는 상관관계가 높고 업계와 정책전문가는 중간 정도의 상관관계를 보여 큰 견해 차이가 없었으나 학계전문가와 정책전문가의 상관관계는 통계적으로 유의하지 않아(p<0.01) 중요도에 대한 견해 차이가 있는 것으로 분석 되었다. 이는 정책전문가는 강점 항목인 '신속하고 유연한 사업화'와 기회 항목인 '우수한 교육시스템 및 고급인력 보유', '신시장 창출'을 매우 중요하게 생각한 반면, 학계전문가는 강점 항목인 '정부 정책의 지원 부분'을 훨씬 중요하게 생각하는 차이에서 기인된 것으로 판단된다. 본 연구의 시사점은 한국벤처기업이 4차 산업혁명 분야에서 경쟁력을 확보하기 위해서는 강점과 기회요인의 해당 항목 들을 우선적으로 지원하는 정책이 필요함을 있음을 시사하고 있으며 또한 학계와 정책전문가 사이에 다른 견해를 보이고 있는 강점 요인과 기회 요인의 세부 항목 차이는 적극적으로 검토하여 정책에 반영할 필요가 있음을 의미한다고 볼 수 있다.

2008년 금융위기 이후 국내 조선기자재 기업은 국내 조선3사의 수주량 급감에 따른 물량 확보가 어려워지면서 기업의 생존에 직면하게 되었고, 이에 기자재 기업에서는 제품 다각화와 해외 시장 진출이 중요한 목표가 되고 있다. 본 연구에서는 전문가 델파이 조사 및 SWOT 분석을 바탕으로 기자재 기업의 성장 단계별 해외 진출 중요 요소를 분석하고 이를 이용하여 체계적이고 효율적인 온.오프 라인 해외 마케팅 전략을 제시하고자 한다. 이에 본 논문에서는 기자재 기업의 전통적인 오프라인 마테팅 전략인 수출상담회/전시회 활용과 온라인을 활용한 마케팅을 함께 제시함으로써 체계적이고 효율적인 해외 시장 진출이 가능하며, 아울러 온.오프 라인 통합 플랫폼 구축이 필요함을 시사하고 있다.
