The purpose of this study is to efficiency scheme to design VE through the case studies of construction VE forapartments. The adapted research method includes five case studies of construction VE and analysis of constructionVE practice. The results of this study are as follows 1) For efficiency of design VE, data management system whichis necessary for construction VE database establishment and its application were proposed. 2) Through workingsystem improvement of construction VE, an improvement to design VE performance process was proposed. 3)Consideration factors and main VE items for efficient design VE item selection of apartment buildings wereproposed.

The purpose of this study is to analyze problems and suggest improvement scheme based on questionnaire survey to design VE status for apartment buildings. For this study, the adapted research methods are case studies of design VE to construction companies and questionnaire survay to design staffs. The results of this study are as follows: 1) In the system aspect, the problems of design VE for apartment buildings are insufficiency of regulation and difficulty of performing design VE actively. In the performance aspect, the problems is absence of design VE procedure suited to apartment buildings. 2) In the system side, the improvements of design VE for apartment buildings include regulatory enlargement of design VE application for apartment buildings and rearrangement of VE incentive system for design staffs. In the performance side, a VE procedure suited to apartment buildings is developed and suggested.

Ministry of Construction & Transportation prescribes that all of the construction works including Design-Build whose cost more than then billion won must be applied VE at the design phase. It is difficult to apply VE at the design development phase to design-build projects under current design-build contract because design should be proceeded with fixed price by bidding. Therefore the present study suggests an application of incentive which can maximize the effectiveness of design VE in design-build projects after analysing current design-build's characteristics and difficulties of design VE application.

Design VE system in order to promote the economical efficiency and the functional elevation of construction facilities apply to conatruction over 10 billion from december 2005. But it don't achieve purpose of VE original to maximization of value creation through VE because VE perform formal and result center. The purpose of this study is to present proper VE application methods to euly design phases. Since VE methodology is more effective on early stage of design phase, the study focused on application of VE methodology in early stage of design process. With the examination of past studies, obstacles of VE application in domestic construction industry are defined. To solve these problems, this paper presents (1) subdivision of VE execution time, (2) an appropriate VE targeting method for construction industry, (3) a resonable and practical function analysis process, and (4) modified design-VE job plan.

Current design-build contract is the type of joint venture, but performs by separate party which causes change orders due to the lack of communication between design and construction, so it cannot lead the main object which is the integration of design and construction. Furthermore, the current design-build contract is impossible to reduce the project costs by VE at the design development phase because the design proceeds with the fixed price through bidding. Like these limitless, the analysis results of the case of VE in the design-build projects, several problems that are prevented from active design VE are elicited by the project participants. Meanwhile, Ministry of Construction & Transportation decided to enlarge the VE review system lately. Therefore, in this study, it presented model of design VE partnering of design-build and partnering agreements form to apply design VE and to try to be able to lead the design VE to be more successful in public design-build projects.

at the design phase and the effective design phase VE application, it is not sufficient to implement VE study at the design phase in the domestic construction industry. The method for estimating design phase VE consulting Fee regulated in current guideline and the insufficient incentive system according to the result of design phase VE application are major problems among the problems related to the roadblock of the active implementation Design phase VE. In this paper, firstly the current methods for estimating Engineering business consulting fee analogous to design phase VE and the domestic and foreign design VE consulting fee were examined, and detailed problems related to the method for estimating design VE consulting fee were indicated, and the Improvement direction were established. Secondly, the estimating strategy for the design phase VE consulting fee and the payment strategy of incentive according to the result of savings were proposed. Finally, the strategies were verified by interview with the experts.

It is increased concerns that review the design based on the economic efficiency, VE(Value Engineering), in construction industry. Also, the effectiveness of VE case study has reported very variously in the domestic and foreign construction industry. The phase of drawing idea VE process is important because of real cost saving effect. The design review checklist in the phase of drawing idea make more effective VE. The research suggests the method and process of design review checklist focusing on the construction work in this study. Also, it proposes the useful process with the exited VE procedure.

Value Engineering(VE) at design phase(so-called Design-VE) becomes quite a compulsory solution for better customer satisfaction, cost reduction, higher product performance, and, eventually, insured predominance in the competition. Unlike intended, however, the customer requirement on Design-VE has not been fully reflected in reality. Furthermore, the Design-VE occasionally does not progress in regular sequence; Preparation for measuring customer requirement - Function analysis - Idea creation. Therefore, this study suggests Axiomatic Design Theory to be adopted in Design-VE process expecting that the functions required by the customer could systematically reflected in VE process. Post-occupancy Evaluation(POE) is also represented as a method to measure and arrange the customer requirements. The customer satisfaction Design-VE process creates ideas defining functions in more detailed, to reflect the concrete user requirement. This approach helps function analysis and idea creation linked closely because function and idea are developed zigzag (i.e. function - idea - function...) in being decomposed into level down. The application of the process proposed by this study will be helpful to improve the customer requirement measurement and clarify a link between functions and ideas.
