Chemical industry, as one of the basis industries of the country, is characterized by converged high-end technology and large scale capital investment. In 2018, the government announced "The Strategy for Chemical Industry Development" with the vision of 'An Upgrade to the Advanced Chemical Industry'. In the meantime, the advanced chemical industry in Korea has been developed not by its own R&D, but by the upgrading of technologies and processes through the technology transfer from developed countries. The method of technology transfer was mainly achieved with international joint ventures (hereafter IJV) linked with technology transferors from developed countries. As it is necessary to grasp the determinants of the technology transfer and their importance to promote the transfers through IJVs, this relative importance analysis study was conducted by using the method of quantifying experts' opinions (AHP) on the determinants of the technology transfer of both parties. As a result of the analysis, in the Hierarchy1(PEST factors), the technology transferees focus on economic factors such as 'profitability of technology transfer' and 'cost efficiency', while technology transferors considered technical factors such as 'operational excellence (abilities to continuously improve technology process)'. In addition, transferors and transferees have different priorities for technology transfer determinants in all areas of Hierarchy 2 (sub-determinants). This suggests that Korean government or enterprise should shift the policy direction toward 'technology-oriented' when they promote advanced-technology transfer through IJVs.

The objective of this paper is to examine the determinants of technology transfer for Small and Medium Enterprises. Based on IP-MARKET, KIPRIS, and Wintelips, we employ the logistic regression analysis using all data related with technology transfer in markets for intellectual property rights from 2008 through 2012. Our main results are as followings: (i)the more inventors the higher possibility; and (ii)the more claims and forwards the higher possibility of success in technology transfer in Small and Medium Enterprises.

This study aims to come up with the elements that have influence on the outcomes of technology transfer in a multi-divisional way by making analysis of the interactive relations among technology transfer factor, technology transfer procedure factors, and technology transfer outcome factors through the Structural Equation Model(SEM). And the sample companies are restricted to the ones that have the records of technology transfer to China for the past five years For research model, technology success factor model of Choi and Lee (2000) and technology receptive capability and technology transfer outcome model of Lin, Tan and Chang(2002) were adopted. The research model was divided into an external variable, technology transfer factors and an internal variables, technology transfer procedure factors and technology transfer outcome factors. Research hypothesis was divided into technology transfer factors and technology transfer procedure factors; and technology transfer outcomes. As a result of analysis, cultural difference associated with technology transfer, technological type, corporate capability, and mutual trust have an effect on the outcomes of technology transfer.

The purpose of this study is to present meaningful information and policy implications concerning the determinants of royalties of technology transfer to stakeholder. To identify key determinants of royalties in technology transfer, this study conducted AHP survey analysis (Survey period: 01/09~31/10, 2016) of 96 government-funded research centers and 85 companies which were participants of the R&D project "Next Generation BioGreen21" of R.D.A in the "N" center from 2011 to 2015. Research results show that both parties acknowledge 'Technical considerations for determining the profitability of the technologies' and 'The interest and willingness of the management group' as critical factors for the determinants of royalties. The difference of each party is that private companies acknowledge 'Available budget plan' as a critical factor while the government-funded research centers value 'Market competitiveness'. These findings suggest four main policy implications which are the investigation of technological demands reflecting specific needs of industrial sites, the diversification of royalty payments for private companies, the differentiated research evaluation system for the purpose of technology transfer and the planning of public R&D project reflecting research time span of private companies.

This study investigates key factors affecting the activity of defense technology transfer through the questionnaire survey in Korea. Defense R&D investment has played an important role in promoting the commercial technology development as well as the targeted defense sector through the spin-off mechanism as shown in many countries. Recognizing the importance of effective and efficient investment in defense technology development, the advanced countries in defense technology are trying to establish optimal technology transfer mechanism to maximize the effect of the invested R&D at the national level considering the idiosyncratic features of their own countries. Because the technology transfer mechanisms are very distinct from country to country, it is natural to question "what are the determinants of the effective and efficient technology transfer in Korea?" We tested 19 potential factors and identified 11 factors that are significantly important as the determinants of technology transfer. From the empirical findings, we discuss some policy implications to promote the technology transfer.

This study aims to understand the importance of commercialization of research and development projects and examines key factors that allow successful technology transfer and commercialization. Given the characteristics of the railway research project, and assuming that R&D input factors would vary depending on the technology readiness level and the degree of research convergence, this study analyzes the moderating effect of each R&D input factor on technology transfer and commercialization to determine their eventual impact. Through this study, it was found that it was necessary to proceed to technology transfer and commercialization of the national research and development projects via strategic workforce composition and allocation of research funding given the subjects and development goals of R&D projects.

Among various types of public research institutes (PRI), the government-funded research institutes (GRIs) are having a difficult time in enhancing the efficiency of technology transfer. This study specifically analyzed 1,163 projects conducted by GRIs from 2009~2013 to ascertain the determinants that affect technology transfer process. Along with conducting qualitative analysis on relevant researches, we examined the hypotheses by relying on quantitative analysis, using national R&D data from National Science and Technology Information Service (NTIS). As a result of the analysis, we found that whether or not the project generated applied patent, the royalty varied. Also, depending on different R&D development stage, a number of researchers and the amount of R&D funding, the royalty varied. Finally, we derived that out of all the independent variables, a number of applied patents, a number of researchers and the amount of R&D funds can affect the royalty generated from technology transfer. Based on such results we suggest several policy implications.

Technology transfer has emerged as one of me important key issues for obtaining competitive advantage. To improve the chances of effective technology transfer, a strategic alliance between partners have to mirror respective objectives. The purpose of this study is to analyze the influence of core competences on organizational performance in domestic companies, including the moderating effect of technology transfer. This study adopted research variables such as technology competence, resource competence, marketing competence as independent variables, with organizational performance as a dependent variable, including the moderating variable of technology transfer. 113 companies data were collected from me survey. The result of this empirical study is summarized as follows. First, marketing, resource, and technology competence are the important determinants to influence organizational performance in direct effect model. Second, only marketing competence has positive influence to organizational performance in organizations with higher needs of technology transfer. Third, technology transfer as a moderating variable moderates me effect of the core competences on organizational performance.

These groups are responsible for policies encouraging technology transfer from the public sector to the private sector. To identify key determinants of royalties in technology transfer, this study conducted AHP survey analysis (Survey period: 01/10~31/10, 2016) of 85 companies which were participants of the R&D project "Next Generation BioGreen21" of R.D.A in the "N"center from 2011 to 2015. Research results show that the critical factors include: 1)Technical considerations for determining the profitability of the technologies, 2)The interest and willingness of the management group, 3)Necessity and urgency of technology transfer. These findings suggest three main policy implications. First, the government-funded research centers and agencies should develop technologies that help companies improve their commercialization as well as the profitability in the near future. Second, government-funded research centers and agencies should consider reducing the administrative burden of the royalty payment for private companies. Third, public R&D projects should reflect the proper research schedule for technology development on the basis of the R&D time span of companies which transfer technology.

This study examines the underlying properties of technology valuation and empirically tests the difference in various aspects of the determinants of technology valuation in Korea. In particular, this study analyzes influential factors on the determination of economic value of a technology. For this purpose, we look into the trends of technology valuation in Korea and analyze the patterns of technology valuation in terms of intellectual property, technology area, discount rate, and contribution of technology to business value. By doing so, this paper investigates how the economic value of a technology in transfer or commercialization of technology is determined in Korea and draw implications from the process of discussion.
