A Study on Strategic Approach to Expand Korean e-Government Export (한국 전자정부 해외진출 확대를 위한 전략적 접근방향에 관한 연구)

  • The purpose of this study is to suggest strategic approach to expand Korean e-government export. Korean e-government was evaluated as a top level by UN electronic government survey 2014. However its export is very limited. This study reviews the literature related to e-government, and analyze existing Korean e-government export. The results of this analysis are as follows: lack of a law related e-government export, decentralized organizations, insufficient export process, lack of e-government solution for sale, limited funds, deficiency of cooperation between large and small enterprises. This study suggests a strategic approach such as to clarify the purpose of e-government export, to decide government or civilian-oriented export, to establish driving strategy, to improve and develop e-government export related areas. There are many ways for improvement and development of e-government export as follows: to enact a basic law or to revise the e-government law, to integrate functions of separated organizations and establish control tower, to improve export process, to build information sharing system, to develop standardized solution module, and to expand fund to support. The author expects that this paper will contribute to enhance Korean e-government export.

How to Enhance using e-Marketplace by Korean Small & Medium Trading Companies? (수출중소기업의 e-Market place 활용증대전략 - 광주 소재 수출기업을 중심으로 -)

  • The main objective of this study is to examine the mediating effect of 'e-trust' on the relationship between the antecedents related to e-marketplace and the intention of using e-marketplace. Data was collected from a survey of 169 exporting firms in Gwangju, Korea. The results of the study are as follows ; First, 'e-trust' is produced a mediating effect when technology and government factors affect the intention of using e-marketplace. However, "e-trust" does not play a mediating role in the relationship between company factor and the intention of using e-marketplace. Second, technology factor, government factor and company factor have a positive impacts on the intention of using e-marketplace. Accordingly, in order to enhance the intention of using e-marketplace, small & medium exporting firms in Korea should try more to prepare for factors related to technology and company. In addition to these, government should give full support to be prepared for regulations and systems related to e-marketplace. If e-trust were properly built, the enhancement of using e-marketplace would be taken place more smoothly. So most of exporting firms can participate in e-marketplace more actively.

  • This paper shows the case of the evolution of Korean e-Government services in the theoretical lens of Actor-Network Theory and Structuration Theory. It presents how human actors (i.e. presidents and the central administrations) and non-human actors (i.e. law, standards, and relay systems) have established as the one network together, and how this network affects the evolution of Korean e-Government services. This case demonstrates in public sector can adopt not only Actor-Network Theory, but also Structuration Theory to explain both micro and macro contexts. The practical implications are given especially for the developing countries in pursuing the rapid development process of e-Government services.

  • Recently, it has been known that it need to be solved export marketing on expanding export of Small Business Commodity. Therefore, the purpose of this paper is to analyse on expanding export of Small Business Commodity through e-Trading Application in Industrie 4.0. This study deals with the terms of three connection success factors on expanding export of Small Business Commodity through e-Trading Application in Industrie 4.0 which are a firm's subjective factors, a industrial environment factors, and a governmental policy factors. According to analysis results of the three success factors, a firm's subjective factors(4.13 score) are scored at the most ones of the three success factors, to be compared with a industrial environment factors(3.89 score), with a government policy factors(3.72 score). Therefore, first of all, it is important to expanding export of Small Business Commodity through e-Trading Application in Industrie 4.0 through as follows, a firm's subjective factors : (1) to procure concentrated market strategy and real market capacity, (2) to procure speedy satisfaction of customer needs and confidence, (3) to procure ability of export marketing through e-Trading Application, (4) to enhance export expanding strategy coincided in Industrie 4.0. And, the next, we have to expanding export of Small Business Commodity through e-Trading Application in Industrie 4.0 through considering a industrial environment factors and a government policy factors.

A Study on the Clause of Uniform Commercial Code for Electronic Bills of Lading

  • In 2003, the Uniform Commercial Code(UCC) which is a kind of model law to unify commercial law between several states in US was amended to use electronic document of title including bill of lading. It is the second following the Australia legislation in 1996. Also, the Korean government amended Commercial Act and made the Presidential Decree for using electronic bill of lading in 2008. In this paper the authors reveal the characteristics of the clause of UCC for electronic bill of lading. The characteristics of the clause are on the technical neutrality of the signature, the possibility of reissuance in alternative medium, and adoption of the concept of "control." It helps to suggest some implications for Korean government authority. The authors suggest the amendment of the Presidential Decree to the Korean government authority to use additionally digital signature authorized by non Korean government such as VeriSign. It will activate the use of electronic bill of lading issued by Korea repositary out of Korea.

  • The trial business of e-trade service providers for supporting small enterprises to find their markets abroad is about to begin from the end of March, 2003. The department of Industrial Resources held the "Committee of e-trade service provider selection" with professors of e-trade field, and selected three companies: ECplaza, EC21 and Tpage Global. The e-trade service providers combine the various technologies of on-line trades and off-line trades to support small enterprises with lack of marketing skills by intermediation of overseas buyers and production, registration of e-catalogs and offers, administration of inquiries, trade negotiations, and contract settlement. Prospective small enterprises with exports under US$ 5 million will be selected by 2005. The selected companies will be supported fully by the government, and will be provided with the services by the e-trade service providers. e-Trade service will be the most potential and successful ones in the future, which helps traders and organizations preparing for globalization.

  • Korean Government has been actively and aggressively promoted the global e-commerce (or e-trade). However, the global researches regard the Korea as the passive or retrogressive country in e-trade. The purpose of this study is to clarify the change of the policy paradigm on the e-trade of Korea and to search for new paradigm based on the total amendment (or inauguration) of the e-trade promotion law. The research concludes the current political paradigm on "the Designated total solution provider" should be separated from the e-trade infra or platform. More competitive and market-oriented paradigm of the promotion support on e-trade metamediary should be evaluated in terms of facilitator, service provider and collaborator.

  • As one of the 31 e-Government project, BPR/ISP on e-Trade has been carried out during December 2003 and June 2004. The purpose of the project was designed to facilitate e-Trade by establishing Single Window for e-Trade. Elimination of legal obstacles is a condition precedent for activation of e-Trade. Thus this article is focused to present the way to revised the laws relating to e-Trade.

  • Globalization of consumption, expansion of cross border e-trade, increase use of internet and mobile have led to rapid growth of world e-commerce particularly in Asia and emerging markets. Impacted by Korean wave, online export is continuously increasing, yet Korea is experiencing severe e-commerce trade imbalance. Export growth rate and ratio of Korean small companies are relatively low from OECD member countries. Therefore, Korean government is currently emphasizing on vitalization of online export to China to resolve trade imbalance and to increase export of small companies. To propose detail measures to vitalize online export to China, this study is focused on export customs clearance procedure of Korea and import customs clearance procedure of China in view of online export company. Also suggested countermeasure plan and analysis for the new tax revision plan related to e-commerce which implemented on April 8th 2016. This study have grouped countermeasure plan by short term plan of firms and long term plan of the government. As for the short-term countermeasure plan for firms, first, comparison analysis of tax rate on products is need to decide type of e-commerce strategy; second, if planning to start e-commerce business to China, sales possibility and certification check is necessary; third, through preparation of customs clearance document is needed; last in order to obtain price competitiveness, new logistics strategy and packing development is required. As for the long-term countermeasure plan for the government, I have suggested cooperated bonded logistics service for small businesses and operation plan of show room for promising Korean products.
