Lessons Learned from Eco-town Cases for Sustainable Development (지속가능한 발전을 위한 국제 에코타운개발 사례분석)

  • Eco-town development projects have often prevailed throughout the World to initiate the new form of sustainable development plans. As a future development type, the eco-town project shares underlying notions with sustainable development, which has been recently revised into a wider definition; (i) energy efficiency, (ii) climate adaptation, and (iii) socio-economic development. There are four types of eco-town projects based on its characteristics and aims depending on project sites, regions, or countries. This paper tried to demonstrate the types of eco-town projects and summarizes its strategy plans from each type. Many eco-town cases can be placed in one of types, however there cannot be strictly discrete classification by its complicated and composite characteristics of them. In conclusion, the analyzed types can be a useful strategy plan for pursuing further eco-town projects in domestic as well as in international regions.

  • In this paper, the author analyzed the characteristics of cycle Economy which is a key concept of current Japanese environmental policy. The Japanese government has adopted the Eco Town Project in order to grow up vein industry. But it is not clear that Eco lown project alms to create cycle society or sustainable society. When considering the location of vein industries, it is important to consider how efficient this industry collects wastes and develops a recycling goods market. Present Japanese law requires the people and companies to reduce waste. As a result, conventional manufacturing discharges waste this is too massive for vein industry to dispose of or recycle.

  • According to the New Town Development Plan, Gang-buk area, a symbol of slum in Seoul will be changed new residential area. There are a lot of challenges for success this project. First of all, new ways of city plan "pre-plan and development" and "environmentally friendly development" are necessary to carry out this plan. Another important idea is how to overcome conflicts such as unbalanced development, a traffic jam and environment problem. Also, Government and a citizen agree that this project have to accept eco-protectable and sustainable development theory. For increasing green area ratio and keeping eco-diversity, planting at roofs and water circulation system in residential complex are compulsory. Green network based on environmentally friendly development provides a natural energe stream on eco-system and protects a city from air pollution, hot air island phenomenon and a flood.

Benefit-Cost Analysis of Ecological City -Focusing on Eco-facilities of New Town in Kimpo Yangchon- (생태도시의 비용편익분석 -김포양촌의 생태시설을 중심으로-)

  • The purpose of this paper is to analyze economic adequacy by estimating the benefit-cost for bird eco-park, eco-center, eco-river, and eco-waterway, which will be built in the new town of Kimpoo, Yangchon. This paper attempts an economic analysis for the development of an eco-friendly new town. The rates of B/C (benefit-cost) in all scenarios are over one. Especially, the B/C rate of the eco-center is the most efficient of the four eco-facilities by 5.02 - 3.75. In addition, the construction costs of the five eco-facilities are assumed to be 50 percent higher, though their economic soundness is maintained. This paper implies that providing ecological variety is one of the core components in constructing housing complexes and suggests that the construction of housing be harmonized with zero-carbon and energy efficient methods.

  • This paper analyses recent regional development policies being carried out in Japan and the U.S. Such policies are formed on the sustainability principle aiming at the realization of circula-flow economy and zero waste society. The study here illuminates Japan's Eco-town project and three cases of eco-industrial developments in Minnesota. Such projects have gone from improving industry competitiveness through constructing clean production systems on the company level to improving national competitiveness through constructing a 'circular society' on the government level. Japan included the realization of a 'circular society' as its government's top agenda because it recognized that environmental pollution stems from the inefficient use of natural resources. Eco-town project is a regional development policy specifically reflecting such recognition. The eco-efficiency based city development approaches in Minnesota are but small examples of the new wave in regional development in the developed countries. We need to go beyond emphasizing eco-friendly and ethical management to just the companies. The government itself needs to design national policies based on environmental sustainability.

Selecting Target Species for Urban Ecological Network Construction - Focus on Pangyo New Town - (생태네트워크 구축을 위한 목표종 선정에 관한 연구 - 판교신도시를 사례로 -)

  • With recent emphasis on the creation of environment-friendly new towns, introduction of ecological facilities for habitation and migration of wild animal's species is requested when developing new towns. In order to introduce such facilities, building an eco-network within the site based on the connectivity of the source area and habitats is essential in new town development. Therefore, this study mainly aimed at selecting species targeted for building an eco-network in Pangyo new town, which is intended to be an environment-friendly city. Therefore, criteria for selecting target species were generated. Then, species observed within the site through field surveys and literature review was evaluated based on the selection criteria and items. By totaling the score, a list of appropriate targeted species was finalized. Among species surveyed and observed in the site, appropriate target species that may be selected for Pangyo new town's eco-network include Falco tinnunculus interstinctus, Accipiter soloensis, Picus canus, Paradoxornis webbiana, Parus palustris, Parus ater, Parus major and Passer montanus Egretta in birds, Asiatic chipmunk, Nyctereutes procyonoides in mammals. For Pangyo new town, it is essential to create living environment and build a network for major wild animal species within the site based on target species. This will play a crucial role in building a reasonable ecological network enabling harmonious co-existence between mankind and nature. In order to build an ecological network successfully, follow-up studies need to be conducted on restoration technology and methods required for creating habitats appropriate to target species.

The Importance and Preference of Eco-Friendly Design Elements Related to Residential Space - Focused on the Residents in Gimhae - (주건공간 관련 친환경 디자인 요소의 중요도와 선호 - 김해지역 아파트 거주자를 대상으로 -)

  • The purpose of this study was to examine the importance of eco-friendly design elements related to residential space by residents and what element they prefer. To achieve this, 18 eco-friendly design elements related to residential space were selected from the Green Building Certification Criteria and the relevant research papers. These elements were categorized into four areas; the ecological environment area (4 elements), the indoor environmental climate one (4 elements), the energy and resource saving one (6 ones), and the material one(4 ones). On the base of these 18 elements, the importance degree of each element was examined by using 5-point Likert scale. The subjects were 299 housewives living in apartment houses in Jangyu new town, Gimhae. The subjects perceived strongly the importance of eco-friendly design elements, but many of them did not know about Green Building Certification Criteria. Overall importance of 18 elements by the residents was very high. Also, the indoor environmental climate area was considered as the most important one, followed by the energy and resource saving area, the material area, and the ecological environment one.

A Proposal of NIA Model for Eco VE Decision of Construction Facilities (건설시설물 친환경VE 의사 판단 모델 NIA 제안)

  • Construction industry that was the core driving force of Korean economic growth is now being classified as an industry with the largest environmental load emission. Although various efforts were made accordingly to realize eco-friendliness, its effects is insufficient currently. Based on the understanding that eco effect of construction industry would be significant if Eco VE is applicable in the initial project stage, NIA model for understanding the eco VE decision of project owner was developed with simulations in this paper. Based on the proposal report of a private project to develop the Gyeongbuk Northern Region Environmental Energy Town, 20 questions on eco VE decision were used through simulations. The result showed 50% eco-friendly decision. The result of this study can be used to provide decision-making data for eco design in the initial stage of construction by utilizing NIA upon conducting survey research to deduce eco VE decision.

  • This study has been conducted focusing on the analysis of the turn-key proposal for Gimpo-Han River New City. The study expected that it would come up with design trends and introduction properties of each plan for the eco-friendly development of an apartment house. The concept of environment-friendly design was thought in four parts: 'Land use and transportation,' 'Ecological environment', 'Energy resource and environmental impact' and analysis factors of each part were chosen by specific items from the prospective researches and guidelines that already given on the projects. In conclusion, a proper development of the environmental-friendly apartment house will not be achieved unless the designers try to overcome their prejudice against eco-friendly planning elements applications. Along with the designers' attempt, it is also necessary to review the evaluation articles of the certification system for the existing environmental-friendly structures as well as to compensate and establish detailed evaluation standards. As the problems are being worked on, an integrated, effective evaluation standard for the eco-friendly planning elements will be determined. This way, an environmental-friendly residential development with a better quality will be eventually realized.
