Comparison of Benefit Estimation Models in Cost-Benefit Analysis: A Case of Chronic Hypertension Management Programs

  • Purpose: Cost-benefit analysis is one of the most commonly used economic evaluation methods, which helps to inform the economic value of a program to decision makers. However, the selection of a correct benefit estimation method remains critical for accurate cost-benefit analysis. This paper compared benefit estimations among three different benefit estimation models. Methods: Data from community-based chronic hypertension management programs in a city in South Korea were used. Three different benefit estimation methods were compared. The first was a standard deterministic estimation model; second, a repeated-measures deterministic estimation model; and third, a transitional probability estimation model. Results: The estimated net benefit of the three different methods were $1,273.01, $-3,749.42, and $-5,122.55 respectively. Conclusion: The transitional probability estimation model showed the most correct and realistic benefit estimation, as it traced possible paths of changing status between time points and it accounted for both positive and negative benefits.

  • This paper presents the establishment of optimum design conditions and economic evaluation for solar hot water system. The aim of this study is to present thermal performance of solar heating systems and to determine their performance as a function of collector size, storage capacity, tilting of collector and other factors. By analyzing its performance under the various conditions, optimum design of solar heating system can be obtained. System performance are obtained monthly and yearly basis respectively. At the same time the economics of various systems are evaluated. For the computer simulation Mokpo, Kangnung, Chupungnyong and Seoul are selected for particular installation places. As a result, the optimal design condition of solar heating system considering the following factors such as installation angle of collector, capacity of storage tank, collector size in each place can be obtained as follows; (1) Installation angle of collector Tilt = lattitude (2) Capacity of storage tank Solar domestic hot water system : $45\;1/m^2$ Multifamily solar domestic hot water system : $35\;1/m^2$ (3) Collector size i) Solar domestic hot water system Seoul & Chupyungyong area : $11.52\;m^2$ Mokpo area : $8.64\;m^2$ ii) Multifamily solar domestic hot water system Seoul, Chupyungyong & Mokpo area : $345.6\;m^2$ Kangnung area : $259.2\;m^2$

데이터센터의 외기도입 냉방시스템 적용에 따른 경제성 평가 (Economic Evaluation of Air-side Economizer System for Data Center)

  • Many studies are being conducted with the aim of reducing the energy consumption in data centers, which are one of the highest consumers of energy. The use of an air-side economizer system that uses external air during intermediate and winter seasons is being considered for reducing the energy consumption of air conditioners. In this study, using the energy simulation, we evaluated the energy performance of a central chilled water cooling system and air-side economizer system in domestic data centers. Further, the cost-effectiveness of the air-side economizer was analyzed through Life-Cycle Cost Analysis. The results showed that with the use of air-side economizer systems, the energy costs increased as the applied filter grade increased; however, unlike existing central chilled water systems, it would break even within 2 years.

  • 태양광발전소의 급속한 보급과 다양한 설계, 개발, 시공, 유지보수 관련 기술과 기업이 다양하게 공존하며 2010년 초반부터 구축된 최근의 태양광발전소는 발전단가의 하락에도 불구하고 주요 설비의 단가하락과 기술의 안정화로 발전소의 구축이 지속적으로 추진되고 있다. 최근에는 한정된 지상공간을 대체하는 지붕과 구조물 상단을 임차하여 시공하는 형태의 태양광발전소의 건립이 늘어나고 있다. 공장의 지붕, 창고나 물류센터의 지붕 등의 임차공간 설치 태양광발전소의 현황과 기술을 연구하고, 구축 시뮬레이션을 통하여 경제성을 분석하기 위한 검토와 연구를 진행 하였다.

An analysis of ex-post assessment on Korea-Chile Free Trade Agreement with respect to the agricultural sector

  • As the existing FTAs' implementations are being accelerated, ex-post assessments, such as tariff schedules and agricultural trade analyses results, have been emerging as important national issues for the agricultural sector. Korea-Chile FTA is the first FTA in Korea, and more than ten years have passed since April 2004. It will be necessary to measure the impacts of the agreement on the domestic agricultural industry by analyzing concessions made on traded items of farm products on prices, agricultural trade, and so on. The purpose of this study is to prepare for the request for ex-post assessments on the agricultural sector by trade negotiation procedural law. Additionally, by providing policy direction for agricultural policy segments requiring amendments and supplements through an ex-post assessment, we can more objectively evaluate the conflicting arguments between the agricultural and non-agricultural sectors. Current evaluation methods about ex-post impact assessment of FTA are generally comparison analysis on the change of trade balance before and after FTA implementation. However, this simple comparison analysis cannot be said to pure FTA effects and objective, tightening economic impact assessment of the FTA because of all combined situations such as effects of exchange rates, international macroeconomic changes, climate change, and the occurrence of pests. This research attempts to use dynamic analysis as its ex-post assessment methodology and is expected to contribute to future policy evaluation.

MCFC 배기가스를 이용하는 순산소연소 $CO_2$ 회수형 발전시스템의 특성과 경제성 평가 (Characteristics and Economic Evaluation of a CO2-Capturing Repowering System with Oxy-Fuel Combustion for Utilizing Exhaust Gas of MCFC)

  • The scale of 2.4 MW MCFC was taken to construct a high-efficiency and economical power generation system without CO2 emission into the atmosphere for utilizing its exhaust gas. The conventional steam turbine power generation system (STGS) was evaluated and the net generated power (NGP) was estimated to be only 133 kW and the STGS is not economically feasible. A CO2-caputuring repowering system was proposed, where low temperature steam (LTS) produced at HRSG by using exhaust gas from MCFC is utilized as a main working fluid of a gas turbine, and the temperature of LTS was raised by combusting fuel in a combustor by using pure oxygen, not the air. It has been shown that NGP of the proposed system is 264 kW, and CO2 reduction amount is 608 t-CO2/y, compared to 306 t-CO2/y of STGS. The CO2 reduction cost was estimated to be negligible small, even when the costs of oxygen production and CO2 liquefaction facilities etc. were taken into account.

  • Electric vehicle usage is currently very low, but it will be increase with development of electric vehicle technology and a good government policy. Moreover in 2020, advanced electric vehicle manufacturing system will give high performance for its price and mass production. Electric vehicle will become widespread in Korea. From an operational and a planned viewpoint, the electric power demand should be considered in relation to diffusion of electric vehicles. This paper presents the impact of the various battery charge systems. A comparison is performed for electric vehicle charging methods such as, normal charging, fast charging, and battery swapping. In addition, economic evaluation for the replaceable battery system and the quick battery charging system is performed through basic information about charging Infrastructure installation cost. The results of the evaluation show that replaceable battery system is more economical and reliable in side of electric power demand than quick battery charging system.

  • The objective of public works planning is being converted from economic growth to sustainable development. So, the demand for considering social & ecological influences as well as economic components had been increased in evaluation of public works planning. In evaluation of public works, its components related with benefit and cost in feasibility analysis can be classified to qualitative and qualitative elements. Qualitative elements are evaluated by qualitative methods which can manage various items, be commonly applied nationwide, and consider elements that can be calculated numerically such as environments, willingness, etc. In this study, using the concept of 'Information measure', a method to design planning of rural works is proposed. 'Information benefit model' for rural works can evaluate present plan in the side of provider's and demander's 'benefit'. And, optimizing method of rural works by 'Information benefit' can simulate present state and optimize the site and route of rural works.

전기전자 시험인증기관의 글로벌 경쟁력 요인 연구 (A Study on Global Competitiveness Factors of Electrical and Electronic Testing and Certification Bodies)

  • Purpose: The purpose of this study was to select factors affecting the global competitiveness of testing and certification bodies and to develop evaluation indicator. Methods: Considering the industrial characteristics of Korea, the electrical and electronic test and certification field was selected as the research subject. As a research method, various factors were extracted through exploratory research such as theoretical considerations on the competitiveness of testing and certification bodies and analysis of the growth process of global testing and certification bodies, and focused interviews and surveys were conducted with conformity assessment experts. Results: The 16 factors affecting the global competitiveness of testing and certification institutions were identified. Among the 4 PEST factors, the technological factor had the highest importance, followed by the economic factor, the social factor, and the political factor. The average of the 16 factors was 0.0625, and the 8 factors above the average included 4 technological factors, 3 economic factors, and 1 social factor, but did not include political factors. The factor with the greatest weight was Standardization Capability for Testing & Certification 0.105. Conclusion: It can be used to evaluate the global competitiveness level of domestic testing and certification bodies using evaluation indicators and to establish strategies for strengthening global competitiveness.

신규마을 조성사업의 입지 평가에 관한 연구 (A Study on the Location Assessment of Rural Village Construction Project)

  • If the new town development project begins with inappropriate location then it will be difficult to recruit tenants and the proportion of the infrastructure cost could increase. It is necessary to evaluate the feasibility of the new town development projects to solve this problem. This study aims to identify the current status of the new town development projects and draw up evaluation criteria by examining advanced researches. To identify the importance of each village, we set up the weights through analytic hierarchy process. The evaluation criteria were classified into location conditions and economical efficiency. In the case of location conditions, it was classified into available size, geographical conditions, and accessibility. As a result of analyzing the questionnaire, it was subdivided into officially assessed land prices in case of economic efficiency. This study had some limitations, that is we focused on the location conditions and economic feasibility among other factors. Therefore further study should contain analysis more on socio-cultural aspects such as residents' cooperation or will for this project. By adding results later, we can make more reasonable decisions when we choose appropriate area.
