A Study on the Promotion of Electronic Government and Plans for Archival Management (전자정부 추진과 기록관리방안)

  • This paper is aimed at proposing the policies for managing archives in the process of promoting Electronic Government System. Although there have been many studies of electronic government project and plans for its establishment, this research examines the electronic government system and its problems on the basis of archival science. What I acquired in this paper is as follows. The development of information technology needs great changes ranging from the nation to the individuals. It becomes common that the use of computerized program for business purposes, computerization of information materials and the effective way of search use of electronic documents. Therefore, more and more countries all over the world have been seeking to promote 'Electronic Government', which applies the fruits of the development in information technology to administration process. Recently, Korea has been rapidly entered into the 'Electronic Government' system being against the traditional way of administration. In electronic government system, the 'Life Cycle' of public records will be computerized. Therefore, it is important to change and develop along with the government's policies for 'electronic government project' in the archival management system. This means that the archival management system which have put emphasis on the textual records should be converted to electronic records system. In other words, the records management in electronic government system requires not the transfer and preservation of the records but the consistent management system including the whole process of creating, appraising, arranging, preserving and using the records. So, the systematic management of electronic records plays an important role in realization of electronic government, but it is a subject to be realized by electronic government at the same time. However, the government have overlooked the importance of archival management for long time, especially the importance of electronic records management system. First of all, this research attempts to infer limits and problems through the theoretical considerations of the existing studies for electronic government and to clear up the relations between electronic government and archival management. Based on this, I'll seek to progress the study through reviewing the present condition of archival management in the process of promoting electronic government and suggesting the policies for enhancing the successful electronic government and the construction of scientific archival management system. Since early 1990, many countries in the world have been making every effort to concrete 'Electronic Government'. Using the examples in other nations, it is not difficult to recognize that the embodiment of electronic government is closely connected with the archival management policies. Korea have completed legal and institutional equipments including the new establishment of "Electronic Government Law" to realize electronic government. Also, Korea has been promoting electronic government with the Ministry of Government Administration and Home Affairs and Government Computer Center as a leaders. Though managing records, especially the management of electronic records is essential in electronic government system, we haven't yet discussed this section in Korea. This is disapproved by the fact the Government Archives and Records Service has played little role in promoting electronic government project. There are two problems relating this environment. First, present system can't meet the consistent 'Life Cycle' ranging from the creation to the preservation of electronic records. Second, the 'Life Cycle' of electronic records is divided into two parts and managed separately by GCC and GARS. The life of records is not end with the process raged from creation to distribution. On the other hand, the records are approved their value only whole procedures. Therefore, GARS should play a deading role in designing and establishing the archival management system. The answer to these problems, is as follows. First, we have to complete the electronic records management system through introducing ERMS not EDMS. This means that we should not change and develop towards ERMS simply with supplementing the current electronic records management system. I confirm that it is important and proper to establish ERMS system from the very beginning of the process of promoting electronic government. Second, I suggest the developmental integration of GARS and GCC. At present, the divided operations of GCC and GARS, the former is in charge of the management center for electronic business and the latter is the hub institution of managing nation's records and archives result in many obstacles in establishing electronic government system and accomplishing the duties of systematic archival management. Therefore, I conclude that the expansive movement towards 'National Archives' through the integration among the related agencies will make a great contribution to the realization of electronic government and the establishment of archival management system. In addition to this, it will be of much help to constitute and operate the 'Task Force' regarding the management of electronic records with the two institution as the central figures.

A Direction of Policy for Electronic Service Contents System in e-Government (전자정부 활용실태와 서비스컨텐츠의 고도화를 위한 정책방향)

  • Electronic service delivery is an integral mission that is shouldered upon e-government to carry out. And it also has become an important way of making client-centered administration work more effectively. It is quite convenient from citizens' perspective to utilize public services that are electronically transformed. This study identifies a set of electronic services currently provided by e-government and proposes policy measures for further driving e-government to develop its services in a direction of making people's life more convenient.

  • Government itself produces a vast amount of highly valuable information, and the internet increases its potential social and economic value. So far, government provide web services that is web 1.0 style. To meet the user's needs, that is online collaboration and sharing, government web services also change to web 2.0. This paper argues that government could now grasp the opportunities that are emerging in terms of web 2.0. Current policy and action is not yet adequate to grasp these opportunities. So, this study focused on the strategic development of electronic government services based on web 2.0. For the purpose, we reviewed the web 2.0 cases and former electronic government services. And then, we defined government 2.0 that is electronic government services based on web 2.0, and provided reference model of government 2.0. Government 2.0 reference model will help the administrators to find better ways to use the technological infrastructure and save efforts for trial and errors from the lack of systematic approach.

  • Over the past decades, there have been numerous studies for approaches to build and operate electronic government systems. Among those studies, work breakdown structure(WBS) has been gained attention increasingly. As a general system engineering techniques. WBS is a kind of methods to engineer and manage electronic government systems effectively. WBS is to organizes tasks and data items for management and engineering for electronic government systems. In this paper, the authors proposed a conceptual WBS model for management and engineering electronic government systems. Also, the authors conducted a case study based on the conceptual WBS model. The results of this study provide useful insights and guidelines for applying the WBS to management and engineering for electronic government systems. The authors believed that the conceptual WBS models will be widely used to management and engineering an electronic government systems.

A Study on the Clause of Uniform Commercial Code for Electronic Bills of Lading

  • In 2003, the Uniform Commercial Code(UCC) which is a kind of model law to unify commercial law between several states in US was amended to use electronic document of title including bill of lading. It is the second following the Australia legislation in 1996. Also, the Korean government amended Commercial Act and made the Presidential Decree for using electronic bill of lading in 2008. In this paper the authors reveal the characteristics of the clause of UCC for electronic bill of lading. The characteristics of the clause are on the technical neutrality of the signature, the possibility of reissuance in alternative medium, and adoption of the concept of "control." It helps to suggest some implications for Korean government authority. The authors suggest the amendment of the Presidential Decree to the Korean government authority to use additionally digital signature authorized by non Korean government such as VeriSign. It will activate the use of electronic bill of lading issued by Korea repositary out of Korea.

  • The government is pushing hard to realize the electronic and knowledge government. In connection with the efforts most public institutions have already started adopting the electronic document management system(EDMS), and have entered in a phase of modification of, and supplement to the system for the flow of the electronic documents among the agencies to be made possible by the month of November this year. The present situation is that the modification and supplement of EDMS are underway in the field that is unrelated to the records and archival management, what has been foreseen in the academic world of archival science. Under this circumstances the article places emphasis on the importance of the positive participation of the archivists in the development of the EDMS. To be concrete it reveals how the archival achievements can be practically applicable to the EDMS. What is particularly conspicuous in the article is the detailed description of how usefully control of record production, classification and description, evaluation and selection that are put into practice in the archival management law can be embodied in the development of the EDMS. Finally the article put emphasis on the positive exchanges and integration to bring the archival management science and computer science, archival management law and electronic government law, the archival management agencies and the agencies in charge of the electronic government together into whole to find a way for the methodical achievements of scientific archival management to be positively applicable to the electronic document management system(EDMS).

  • Developing user success metric will make it possible to evaluate the effectiveness of different electronic government systems and will help produce empirical data relating user success to task performance in electronic government environments. The purpose of this study is that combining output-oriented and interaction-oriented variables together into a single model might explain more of the variance in the dependent variable user success in a electronic government than either type of variable could have explained alone. The hypothesized reason is that user success is the result of the reciprocal effects of the properties of the information system and several facets of psychological functioning. Thus, the complex interplay between the system and the user in certain situational contorts may produce different degrees of user success with electronic governments.

  • Facing the era of intelligence, the demands for changes of e-Government system appears to be rising upon the development of AI, VR, IoT and other new technologies. However, it also comes with the increasing possibility of mobile digital divide among regions, ethnicities and social classes. As the e-Government Service is only available for specific groups, the national government should proactively build an information environment to promote the convenient access and use of e-Government Service comprehensively by all the people. In the light of the sociodemographic characteristics, this study tests whether the difference is statistically significant involving the mobile digital divide between different groups with the analysis of variance, while determining the relationship between the mobile digital divide and the usage intention of e-Government Service through multiple regression analysis. The main findings of this study are as follows. First, there are differences and statistical significance between groups of different ethnicities and regions on accessibility with electronic products and networks. Second, there are obvious differences and statistical significance between groups of different ages, educational levels and ethnicities on the competency and usability of electronic products and networks. Third, the accessibility to electronic products and networks has no effect on the usage intention of e-Government Service, while the competency and usability of electronic products and networks have a strong positive impact on the usage intention of e-Government Service. The author hopes that the research findings of this paper can provide reference suggestions and opinions for bridging the digital divide among regions in China and promoting the popularization of the e-Government Service.

mNPKI for Mobile Government in Developing Countries (개발도상국의 모바일 정부를 위한 mNPKI)

  • Government transactions over wireless electronic devices are not safe and hence the messages are prone to attack. Thereby, devices supporting wireless Internet must assure the same level of security and privacy as the wired network. National public key infrastructure (NPKI) for electronic government used in the wired environment is not suitable for wireless environment for mobile government (mGovernment) because of the limitations of computing power, memory capacity and restricted battery power. This requires the development of a new NPKI for mGovernment, denoted as mNPKI, to developing countries, which provides the same security level as the wired NPKI. For the wireless environment requirements, mNPKI is based on short lived certificates. Analysis shows that mNPKI is well suited to wireless Internet and provides the same security requirement from the wired NPKI.
