It is needed to search the electronic commerce standardization and to analysis its policies to meet the international situations strategically and forecast the technology surroundings for electronic commerce. This study aims at searching the current state of electronic commerce standardization and analyzing policies on electronic commerce by the driving subject, that is, government and private organization, major countries, and standard classifications of electronic commerce technologies such as e-documents, e-catalog, e-payment, and e-process. The government and private organizations get information for the current state and policies for standardization on electronic commerce and put them practical use to make policies and strategy applications.

Within the United Nations framework of the Economic and Social Council, the United Nations Economic Commission for Europe (UNECE) serves as the focal point for trade facilitation recommendations and electronic business standards, covering both commercial and government business processes that can foster growth in international trade and related services. Accordingly United Nations Centre for Trade Facilitation and Electronic Business (UN/CEFACT) was established, as a subsidiary, intergovernmental body of the UNECE Committee on Trade, mandated to develop a program of work of global relevance to achieve improved worldwide coordination and cooperation in these areas. Domestic development and distribution of electronic documents to be conformed to international standards, it is enough to have the role of international activities continue to supply part of the domestic industry and the trends in participation and international standard.

This paper analyzes the effect on productivity by measuring Function Point per MM(man-month) in a software development project and code inspection which performed in Agile methodology, and introduce the method of applying MDA/MDD technology in the e-government standard framework project. MDA/MDD which recently raising its head is technology that increase software development productivity through automatic transformation form abstract model into lower abstract model, or from model to code. but, many Lessons obtained through the case studies, the analysis suggests a limited effect measurements. In this study, efficient development methodology and utilizing a e-government framework to measure the effectiveness of the MDD to the new measures through a case study applied to real information system development process. In addition to, managing information modeling through integrated repository presents a traceability and visibility.

In the process of extending the UML model for a various domain, comply with the UML metamodel and it is possible to obtain a number of advantages. However, the UML metamodel is necessary to redefine the diagram must be defined via the Profile in order to expand and transformation the UML metamodel from a variety of sources using the UML metamodel is becoming increase massive scale. it is necessary to use only those extracts the element relative to the target to be used to extend a UML metamodel. Used to re-define the extension of the UML Metamodel and Profile based UML modeling tools and metadata repositories by analysis tools, can develop more quickly and easily, by utilizing these tools can improve the quality of development in the SW industry. In this paper, we present an algorithm that of the profile through the expansion of the UML metamodel and shows the results in actually applying e-government standards framework.

Management systems for electronic library have been developed on the basis of Client/Server or ASP framework in domestic market for a long time. Therefore, both service provider and user suffer from their high cost and effort in management, maintenance, and repairing of software as well as hardware. Recently in addition, mobile devices like smartphone and tablet PC are frequently used as terminal devices to access computers through the Internet or other networks, sophisticatedly customized or personalized interface for n-screen service became more important issue these days. In this paper, we propose a new scheme of integrated management system for electronic library based on SaaS and Web Standard. We design and implement the proposed scheme applying Electronic Cabinet Guidelines for Web Standard and Universal Code System. Hosted application management style and software on demand style service models based on SaaS are basically applied to develop the management system. Moreover, a newly improved concept of duplication check algorithm in a hierarchical evaluation process is presented and a personalized interface based on web standard is applied to implement the system. Algorithms of duplication check for journal, volume/number, and paper are hierarchically presented with their logic flows. Total framework of our development obeys the standard feature of Electronic Cabinet Guidelines offered by Korea government so that we can accomplish standard of application software, quality improvement of total software, and reusability extension. Scope of our development includes core services of library automation system such as acquisition, list-up, loan-and-return, and their related services. We focus on interoperation compatibility between elementary sub-systems throughout complex network and structural features. Reanalyzing and standardizing each part of the system under the concept on the cloud of service, we construct an integrated development environment for generating, test, operation, and maintenance. Finally, performance analyses are performed about resource usability of server, memory amount used, and response time of server etc. As a result of measurements fulfilled over 5 times at different test points and using different data, the average response time is about 62.9 seconds for 100 clients, which takes about 0.629 seconds per client on the average. We can expect this result makes it possible to operate the system in real-time level proof. Resource usability and memory occupation are also good and moderate comparing to the conventional systems. As total verification tests, we present a simple proof to obey Electronic Cabinet Guidelines and a record of TTA authentication test for topics about SaaS maturity, performance, and application program features.

Spring framework is widely used as a base technology for e-government frameworks and to the extent it is a standard for web service development tools of Korean public institutions. However, recently, a remote code execution vulnerability(CVE-2018-1270) was found in an application using a spring framework. This paper proposes a method of analyzing the vulnerability experiment using a hacking scenario, Proof Of Concept(POC), in which the spring framework is a hazard to the server. We propose the patch to version 4.3.16 and version 5.0.5 or later as an ultimate response. It is also expected that the proposed experiment analysis on vulnerability of hacking scenario will be used as a data for improving performance of security programs and establishing a new authentication system.

This study aims to seek effective measures centering on developing countries that can export Korea's e-Government ranked the first place two times in a row (2010 and 2012) in the United Nations' e-Government Survey. Up to the present, individual ministries or agencies have made efforts to export systems or services related to e-Government, but it is judged that comprehensive and systematic approaches have not been sufficient. This study, therefore, has been intended to find realistic mid- and long-term strategies and supporting methods that can promote Korean-type e-Government exports by analyzing problems identified in the strategies implemented by the current ministries or agencies for assisting enterprises engaged in e-Government exports. In addition, this study as an empirical one has been intended to diagnose improvement points by analyzing e-Government exporting strategies executed by existing government ministries and agencies, suggest methods for filling in gaps between as-is and to-be models, and seek timely and effective measures in the future.

In this paper, design and implementation of RIA(: Rich Internet Application) technology, a CMS based on either of the Adobe Flex framework. Flex existing HTML + CSS + Javascript, etc. it can be easily added to a variety of visual components on a markup language consisting allow you to implement a more dynamic website. The HTTP request is processed using the Spring Framework of MVC based. Spring Framework provides a number of services for the development of a dynamic website to open source framework for the Java platform. It is being used as a standard-based technology for e-government framework used to develop recommendations and Republic of Korea during the Web service public institutions. Extensive production becomes increasingly thin web can be more efficiently managed, and will provide convenience to the user.

This study aimed to study its required performance requirements and proposes a competency framework necessary for the digital workforce of the Provincial Offices in Thailand. The specific primary informants were determined as 17 people. The collecting process was performed using the Delphi technique and the electronic Delphi technique in two phases, totaling four rounds. In the first time, a structured interview was used to conduct online interviews for 15 people. Content validation was performed to determine issues of the competency framework essential for the digital workforce with 7-level scaled questionnaires, and then online reviews were collected between 10-15 people (2nd to 4th times). A consensus was found and confirmed four times with descriptive statistics, namely frequency, mean, standard deviation, mode, median, and the absolute value of the difference between mode and median, interquartile range, and application of the conceptual framework. The research findings revealed that the essential competency requirements for the digital workforce were covered in digital literacy (six aspects), digital skills (four aspects), and digital characteristics (four aspects). Consensus was confirmed for 84 issues. Therefore, it was concluded that 61 points for building an essential competency framework for the digital workforce made them effective in using digital technology as a labor-saving instrument, as well as for expanding the breadth of development of digital expertise to include members of the organization's digital practitioner network. This development will benefit government agencies and the private sector, both national and international, in the future.

전자정부 표준프레임워크는 공공사업 프로젝트에서 응용 SW 표준화, 품질 및 재사용성 향상 등의 목적 하에 개발된 것으로 일반 기업에서도 도입하여 시스템 개발에 활용하고 있다. 이는 전자정부 표준프레임워크가 정부기관은 물론 일반기업에서도 효율성 향상 측면에서 중요하다. 본 연구는 전자정부 표준프레임워크를 일반기업 프로젝트에 도입할 때의 기대효과 및 문제점들을 정리하고 도입방법과 단계를 살펴보고 전자정부 표준프레임워크가 일반기업에서도 많이 활용될 수 있는 방안에 대해 연구 하였다.
