This study is not only to analyze the current state for their employment, the condition for their employment, and the causes of their conflict in the schools; but also to suggest some methods for the stabilization of employment that most irregular librarians currently have. As for the methods, there could be two ways: (1) to understand who play the key users for the library through the analysis of conflicts related to labor-condition and (2) to suggest how to legalize the stabilization of employment for the irregular librarians at school.

  • The purpose of this study is to investigate awareness of librarian's job prospects, and to do this a survey was conducted with 502 college students in 14 Departments of Library and Information Science around Korea and 753 librarians in libraries and related agencies. The study results are as follows. First, satisfaction with educational curriculum was higher in students than librarians. Second, both students and librarians regarded workplace based practical training as employment requirements and also evaluated certifications and academic performance as important requirements. Third, both groups asked that information on employment rates be available in a timely manner, and perceived that the librarian's job prospects were not bright. Therefore, in order to improve employment of librarians, it will be necessary to establish a job information system, reorganize the current educational curriculum into a practice-oriented curriculum, and introduce the national curriculum statements (NCS)-based curriculum.

  • There has been a dramatic increase in the proportion of temporary employees in LIS fields, due to current trends of restructuring, automation, complete personnel systems, and complete wage systems. This research, therefore, conducted a survey exploring the current status and working environment of the temporary posts in LIS fields, in order to understand and direct the employment prospects of potential librarians. Results show that the average working period of more than half of temporary librarians are between 1-3 years. The total working period as a temporary librarian, including former experiences in their career, were evenly distributed between 1-5 years. Among those, being temporary often persisted, as 32% of temporary librarians stayed in their temporary status for more than 5 years. Second, temporary librarians perceived themselves as working the same hours as regular librarians, having independent or assistant tasks to regular librarians, and having a neutral or larger amount of tasks than regular librarians. Third, temporary librarians are employed and contracted from the work place, generally having contracts of less than 2 years or an open contract, which shows a serious level of job instability. Therefore, we should consider the following: proper remuneration for work of equal value, professional contractors, the supplementation of the total wage system and the number of public employees in the system as well as changing temporary positions to permanent positions and so on.

  • This study aimed to propose the approach to identify and solve the problems by analyzing the present occupation index of librarians and the future occupation index of librarians after 10 years through the comparison with other jobs. In accordance with the investigation on the LIS students and librarians, the present wage level and the estimated wage level after 10 years were lower than that for other jobs and the employment demand was also lower. Both the students(58.4%) and the librarians(64.2%) considered that the number of full-time employment and the turnover were lower than other jobs. As a result of the analysis, first, this paper proposed to change part-time workers into full-time workers for improving the low wage issue of librarians. Second, '1 public library per 50,000 citizen' was suggested to increase the employment of librarians. Finally, it is proposed to cancel the project to contract out the operation of public libraries and BTL implementation.

Since there are limitations in increasing the number of libraries and the available posts in the librarianship, the full-time jobs in the field are also limited. Even for the available posts in the field of librarianship, the majority is in contract based posts which does not guarantee a good working environment. The purpose of this research is to make policy implications to improve the employment rates of librarians. The main research methods include literature review of the previous studies and available statistical data, and a questionnaire targeting students and librarians. The targeting policy implications can be categorized into 4 factors, including, as supply side, improvements in the qualification of librarian certificate, in training for librarians, and as demand side, laws on library employment, and improvement of library services for co-operatives. There are 15 detailed strategies to support the 4 factors. For the improvement of strategies in library related laws, the following elements will be considered; supporting system for temporary jobs, the title of librarian post and the library itself, and librarian placement criteria in terms of its realization and mandatory, and obligations in library evaluation. The Council discussions propose the expansion of librarian award system, provision of information systems for librarian jobs, and developments in promotional materials and their deployment for librarians.

  • In order to achieve effective human resource development in LIS fields, it is essential to have strategies to nurture and utilize those human resources, in relation to supply and demand as well a sound legal foundation supporting those strategies. Such strategies and legal foundation can only be developed from a complete knowledge of the current status of human resources in the LIS and related industries. • The school library in Korea, with its short history, has not been fully awared of its importance yet. As a result, most of school libraries in Korea have not been fundtioning as the center of educational activity which is closely connected with learning process and as the place of the extension of classroom, but as the place of storing books. Besides the importance of materials and facilities, the educational function of school libraries can be fully achieved only when each school librarian clearly understands his work and duties, and accomplishes them successfully. This study, which are based on analysis of literature investigations and precedent studies, are summarized as follow: 1. There is an absolute lack of the number of school librarians (or alternative teachers) in comparison to the number which is specified in the regulations of Library Law. 2. There is no a n.0, ppropriate legal foundation for employment of school librarians and library assistants, and of their o n.0, pportunities for promotion. 3. The school library in korea has been stayed so far on its infantile, namely 'the period of material arrangement', in the aspect of the function. 4. The administrative organization of the school library has not gained much recognition of its professional character. And even more the position of the school library today is not enough clear to be stable in the total school system. By solving these factors step, the newly reformed school library in Korea will play a great role in improving her education by the hand of school librarians whose spirits are re-filled with willingness and creativity.
