The Legal Problems and Improvement in the Performance Based Design of Fire-fighting (성능위주소방설계의 법적문제 및 개선방안)

  • The buildings relevant to the law should be designed performance-based necessarily according to "Fire-Fighting System Installation Business Act" amended, January 1. 2009. Performance based design means that building design reflects structure, size, purpose, and building capacity to achieve the most effective design of fire-fighting system. Performance based design has meaning to buildings that it is insufficient to control fire-fighting by previous law-oriented design or inappropriate by uniform design, because of buildings becoming bigger and higher. However, it is difficult to implement the system actually, because laws relevant to fire-fighting prescribe only the object and the required qualifications of performance based design, but they don't have rules to enforce performance based design for specific parts. This study suggests improvements for a desirable implementation of performance based design in legal aspects, by analyzing the current legal regulations related to performance based design.

Characteristics of Water Solutions Containing Nonionic Surfactants and Their Fire Fighting Performance (비이온성 계면활성제가 함유된 수용액의 특성과 소화성능)

  • A fire extinguishing agent containing non-ionic surfactant which is environmentally friendly and low cost was prepared and tested its characteristics and fire fighting performance. Ethoxylated sorbitol septaoleate, containing 40 moles of ethylene oxide as the primary surfactant, linear ethoxylated secondary alcohol, containing 7-11 moles ethylene oxide as the secondary surfactant, and ethoxylated sorbitol trioleate, containing 40-50 moles of ethylene oxide were used in the agent. It is demonstrated that the water solution containing 6 wt% agent is capable to extinguish gasoline fire when it is put into the fire four times as much as gasoline. According to the field test of class B fire with a unit 1, it is found that the fire fighting performance is directly proportional to the concentration of surfactant in the agent.

  • Today, fires are becoming so catastrophic and complicated due to the industrialization and diversification of energy sources that it is getting more difficult to define the survey items in order to find out the causes and processes of the fire. As an organization of prevention, vigilance and putting out of the fire, Fire Fighting authorities are ultimately pursuing the system of fire fighting administration to protect human lives and their properties through establishment and performance of fire prevention policy based on the fire-related statistics they have gathered and prevention of future fires of the kind which can promote the safety of structural space. Thus, to facilitate the fire detection, it can be said that good understanding of the tasks of both investigation and putting out of the fire as being two axes has the greatest significance. For this study, textbooks from the organization of fire fighting and police, which are designed for the literature study on the investigation and putting out of fire, are used and for the demonstrative study, the conclusions have been reached by the analyses of the 64 questionnaires of three parts which were divided by fire investigation and fighting for three hundred and six governmental employees engaging in the above fields.

  • Magnesium fires require early fire extinguishment due to impulsive and rapid-fire expansion that makes difficult fire fighting. For this reason, efficient early fire fighting and appropriate prevention of fire spread are considered mainly as significant fire extinction measures. However, there is a limit to developing tools for metal fire fighting, such as devices, facilities, and fire extinguishing agents, due to a lack of regulatory instruments in South Korea. It often generates challenges to early fire fighting implementation by fire responders. Thus, the aim of this study is to investigate a measure for securing the efficiency of early fire fighting in magnesium. This study identified the applicability of the metal fire extinguisher used in the United States for magnesium fire through a performance test of a fire extinguishing agent for metal fire. Moreover, we implemented a free burning experiment using magnesium powder to compare varying combustion and extinction process that could occur during applying metal fire extinguishers. Finally, this study suggests measures of the use and application of metal fire extinguishers for magnesium.

Field working and Fire extinguishing performance of an Indoor Fire-fighting Robot (실내화재진압로봇의 현장운용 및 소화성능평가)

  • Fire-fighters are struggling against heat and dense smoke by fire when it occurs at the basement or the inner place of a building. An indoor fire-fighting robot with well heat-resistance, great searching cameras and good extinguishing ability has been developed. It never suffocate, coming into the fire district and extinguishes fire directly. In this study, several experiment was conducted to evaluate field working ability of the fire-fighting robot. As a result, a series of passing obstacles, finding fire place and fire suppression by the remote controlling with image information appeared satisfactory.

Development of Eire-lighting and Rescue Robot for Outdoor Environment using Target Oriented Design Methodology (목표지향설계 개념을 이용한 실외화재진압 및 인명구조 로봇의 개발)

  • This paper presents the development of fire-fighting and rescue robot for Outdoor Environment. In the procedure of this development, we follow Target Oriented Design (TOD) which is recognized as the systematic methodology to design a system by specifying the target clearly. For some real fire fighting tasks (e.g. tasks in shopping street and a market), narrow road make it difficult for existing fire engine to access the firing place. On the other hand, for dangerous tasks (e.g. gasoline station and a storehouse) the explosive materials make it impossible for fire-fighters to access the firing place. Moreover, the smoke and the high-temperature caused by fire make fire fighting difficult. In this situation, the solution is to develop the fire-fighting and rescue robot. TOD is performed firstly by analyzing the environment properties of fro place and the demanded tasks and the fire-fighting and rescue robot is manufactured. For safety, the fire fighting robot should be controlled by remote operation to keep the operator away from the fire, and the control system is divided into three parts: the robot controllers, controller for remote operating device and wireless communication system. We have selected and developed appropriate hardware and software for each part of control system with considering TOD. As a result, the fire-fighting robot functions correctly and the performance and usefulness of our control architecture is validated by successfully performing some fire-fighting tasks.

Improvement to the Applicable Scope of Automatic Fire Extinguisher to Reduce Fire Damage (화재피해 감소 위한 자동소화장치 적용범위 개선)

  • The rapid progress toward the 4th industrial society has led to possibilities of fire increase. It is pointed out that, though initial fire suppression is emphasized, the current legal systems do not sufficiently recognize the importance of initial fire suppression. In order to resolve this, problems of the current legal systems and regulations, as well as fire-fighting facilities to be equipped according to the size of specific fire-fighting objects, were diagnosed. Also, suggestions for improvement were provided through comparative analysis with relevant laws and technical regulations of Korea and other countries. According to fire safety standards such as NFPA, IMO, ISO, and Russian standards, automatic fire extinguishers are to be installed as per the adaptability criteria of fire extinguishers and automatic fire extinguishers. In Korea, the "Act on Fire Prevention and Installation, Maintenance, and Safety Control of Fire-fighting Systems" cover the types and scope of fire fighting facilities that include specific fire protection objects, such as electric room, power room, and substation room. This study has identified that, in case of a place with a floor area of less than $300m^2$, the installation requirement is not clearly specified. Therefore, in this study, fire extinguishing equipment and automatic fire extinguishing equipment to be added for each sub-use application are proved to have fire extinguishing performance of Class A, Class B, and Class C, respectively. In view of the fact that, in overseas standards, all space except containing such materials as Deep fire, metal fire and peroxide, can be installed with fire fighting equipment, a legal system for specifying the capacity units of fire fighting apparatus by application is, in this study, proposed.

A Survey on the Performance-based Design Status of Fire-fighting Facilities through the Whole Design Drawings and Specifications (설계도서 전수조사를 통한 소방시설분야 성능위주설계 현황조사)

  • In Korea, the relevant laws and regulations for fire safety in buildings have been revised. Since 2011, Performance-based Design has been conducted for large-scale or high-rise buildings. However, the Korea's performance-based design is still at a level where life safety evaluation using fire and evacuation simulation tools is compared with existing methods. Although related studies have been conducted continuously for the mandatory performance-based design, the fact that it is relatively unsatisfactory for design and construction of fire-fighting facilities as it mainly focuses on administrative and institutional improvement measures or computer simulation. This study collected 91 performance-based design documents that were carried out nationwide at the initial stage of implementation until 2016 to analyze the status of performance-based design of fire-fighting facilities. As a result, fire-fighting facilities, except for fire extinguish system facilities, were not properly designed for performance. Furthermore, the designers found that if corresponding facilities or higher-level equipment with upgraded performance is additionally installed, the performance-based design fared well compared to the existing the prescriptive-based design.

  • Recently, advanced countries assessment the risk of fire to prevent large-scale damage to high-rise buildings, In addition, performance-Based design, which is a fire risk assessment, is being conducted in Korea to prevent massive damage to high-rise buildings. However, unlike advanced countries, fire risk assessment in Korea is subject to fire risk assessment only for objects subject to consent from fire-fighting facilities such as building permits, When building engineers and fire-fighting engineers assessment the risk of fire, It has always been discussed because the results vary depending on which part of the evaluation is focused between economic feasibility and safety. Therefore, in this study, we would like to propose a fire risk assessment process suitable for domestic conditions by comparing the process of performance-based design, which is a domestic fire risk assessment, and the process of Iso/TC 16732 which is an overseas fire risk assessment.

Discussion on Formulation Process and Configuration of Fire-Fighting Vulnerable Zone Model (소방취약지 모델의 구성과 정립프로세스 논의)

  • There are numbers of unpredictable risk factors in the disaster scenes such as fire, explosion and fail to early life-saving or holding the flames which can lead to massive damage. In particular, fire-fighters who arrive on the scene within 5 minutes after dispatching, have a limitation to get aware to the situation of scene fully, because of immediate deploy to disaster scene with limited information. This situation may lead to disturbance that fire-fighters perform effective fire-fighting activities, to put fire-fighter's life at risk by misjudge the situation. Previous domestic and International studies focused vulnerability for spatial area or features which can damage to life and property in the event of anticipated. In this study, we have been developed fire-fighting vulnerable zone model that can analyze comprehensively hindrance factors for fire-fighting activities targeting whole life cycle of fire-fighting activities from dispatch to fire suppression or life-saving. In addition, we have been given shape to finality and applicability for our model by defining the new concept of fire-fighting vulnerable zone which can be distinguished from the concept of fire vulnerable area in previous studies. The results of this study can be used to analysis fire-fighting vulnerable zone type analysis, establish fire-fighting policies and improve the performance of decision-making process.
