Many disaster monitoring systems are constantly studied to prevent disasters such as environmental pollution, the breaking of a tunnel and a building, flooding, storm earthquake according to the progress of wireless telecommunication, the miniaturization of terminal devices, and the spread of sensor network. A disaster monitoring system can extract information of a remote place, process sensor data with rules to recognize disaster situation, and provide work for preventing disaster. However existing monitoring systems are not enough to predict and prevent disaster, because they can only process current sensor data through utilizing simple aggregation function and operators. In this paper, we design and implement a disaster prevention system to predict near future dangerous area through using outside sensor network and spatial Information. The provided prediction technique considers the change of spatial information over time with current sensor data, and indicates the place that could be dangerous in near future. The system can recognize which place would be dangerous and prepare the disaster prevention. Therefore, damage of disaster and cost of recovery would be reduced. The provided disaster prevention system and prediction technique could be applied to various disaster prevention systems and be utilized for preventing disaster and reducing damages.

Owing to recent climate change, the scale of rainfall tends to increase gradually and the risk of flooding has increased. Therefore, the importance of improving the levee management and disaster response is increasing. Levee management in Korea is carried out at the level of damage recovery after the occurrence of damage. Therefore, it is necessary to develop a technology for predicting and managing the levee safety with proactive river management. In this study, a method to estimate the safety against erosion and overflow was suggested. A map of levee safety that can be used as basic data is presented by displaying the levee safety on the map. The levee erosion safety was calculated as the ratio of the internal and external force for each shore type. The levee overflow safety was calculated as the ratio of the maximum conveyance and design flood. The maximum conveyance was a discharge when the level of the river was equal to the level of the levee crown. The levee safety was classified into 5 grades: very safe, safe, normal, dangerous, and very dangerous. As a research area from downstream of Nam River Dam to Nakdong River Junction, the levee safety against erosion and overflow was estimated for all levees and all cross-sections of the river. The levee safety was displayed on a map using GIS. Through the levee safety map as a result of this study, the levee safety can be observed intuitively. Using the levee safety map, a maintenance plan for a river can be easy to build. This levee safety map can be used to help determine the priority of investment for efficient budget used.

Recently, the intensity and frequency of floods has increasing worldwide, and flood disasters have become a big problem. Flood disasters, which account for the largest portion of disasters, are floods accompanied by typhoons and localized heavy rainfall. As a result, they cause damage of levee overtopping, in which the water level of a river rises to the levee crown. Therefore, countermeasures are essential and necessary because of the damage to the facility itself as well as to life and other property. The damage magnitude depends on the collapse of the levee. A levee that is difficult to collapse will reduce the discharge inland significantly. Accordingly, the protection of the inland slope, where the collapse of the levee is initiated, is one of the most important countermeasures In this study, revetments with various porosity and forms were suggested and hydraulic experiments were carried out for each type. The hydraulic experiments showed that the stability of a revetment in an inland slope is strongly correlated with the weight per unit area of the revetment. The relationship between the critical velocity, which is the velocity at the moment of leaving the revetment, and the weight per unit area was derived. Through this study, by applying the nature friendly revetment, which has not yet been applied to Korea, it is expected that life and property damage caused by levee overtopping during flooding can be reduced, and a nature friendly river space can be constructed.

This study investigated the long-term measures to minimize flood damage in the event of flooding in urban areas. The relationship between urban spatial factors and the impact of flood damage was analyzed, focusing on non-structural measures. The urban spatial factors were categorized into three parts: open space, disaster prevention facilities, and urbanization sectors. Multiple regression analysis was used to investigate how urban spatial factors influence flood damage. As a result of the analysis, the crucial factors, such as the reduced green areas and parks included in the open space sectors, resulted in an increased flood damage potential. The posterior factors, such as the population density and GRDP included in the urbanization sector concurrently led to an increase in the flood damage potential. Therefore, to better adapt to climate change, it is necessary to establish urban spatial plans strategically, such as green areas and parks. Meanwhile, the population density and GRDP are also the main factors causing flood damage. Therefore, when used appropriately in terms of resilience, it will serve as adaptations and recovery.
Nitrification performance of fixed film biofilters using coarse sand, loess bead, or styrofoam beads in biofilter columns 1 meter high and 30cm in diameter were studied at different hydraulic and organic matter loading rates. Synthetic wastewater was supplied to the culture tank in order to maintain desired TAN concentrations in inlet water to biofilters. All the biofilters were conditioned 5 months before start of sampling. TAN and $NO_2-N$ conversion rates increased with an increase in the hydraulic loading rate (HLR). However, the improvement in biofilter performance was not linearly correlated to HLR in styrofoam bead filters. This is mainly due to the characteristics of the styrofoam beads used. TAN conversion rates of sand filters increased with the increase of HLR up to $200m^3/m^2$. per day. No increase in the TAN conversion rate was observed at the highest HLR since flooding on the media surface took place. HLR had a significant impact on the TAN conversion rates in loess bead filter up to the highest HLR tested (P<0.05). TAN conversion rates were much less at organic matter loading rates of 9 and 18kg $O_2/m^3$ per day than those without the addition of organic matter in styrofoam bead filters. The addition of glucose resulted in a reduction of the TAN conversion rate from 540 to 284g $TAN/m^3$ per day. No significant difference of TAN conversion rates between the two organic matter loading rates was found (p<0.05). This indicates that the impact of organic matter on nitrification becomes less and less sensitive with an increase in the COD/TAN ratio. At an organic matter loading rate of 9kg $O_2/m^3$. per day, a great reduction of TAN conversion rates was observed in sand filters and loess bead filters. Clearly, organic matter can be one of the most Important Impacting factors on nitrification. $NO_2-N$ conversion rates showed a similar trend for TAN. Based on the TAN and nitrite conversion rates, styrofoam beads showed the best performance among the three filter media tested. Also, the low gravity and price of styrofoam beads make the handling easier and more cost-effective for commercial application. The results obtained at the highest organic matter loading rates can be used in the biofilter design in recirculating aquaculture system.
Purpose: In this study, the authors propose a flood evacuation plan for skyscrapers with law related to underground space of skyscrapers, domestic and international underground space flood case study and simulation test. Method: This study compares the evacuation pattern of various case from flooded underground spaces extending over several floors with respect to the number of evacuation routes with. Also, simulation test was performed by setting up the virtual underground spaces consisting of three-stories basement and changing the number of the ground entrance, area of the basement and the flooding heights of the basement. Result: There was no difference in evacuation route according to the inundation risk even if there was an area corresponding to risk level 4. This is because the risk in the starting area is greater than that in the evacuation route. Especially, even if the risk of evacuation route increases with time, there is no change in route because the route must be passed to reach the evacuation site. Conclusion: In this study, there was no difference in evacuation route according to the inundation risk. However, if the size and shape of the underground space of each building is different, the depth of inundation with time may be different.
Experiments were carried out with purified technical grade and two types of impregnated and sand-coated granules of carbofuran, in order to investigate the release patterns in water and the persistence of this chemical in soils. The results obtained are summarized as follows: 1) As regards to release velocity in water, impregnated granule was found to be faster than sand-coated granule. The time to reach maximum concentrations of carbofuran in water from technical carbofuran, impregnated granule and sand-coated granule was 0.5, 3 and 5 days, respectively. 2) Degradation rate of carbofuran in soils decreased in the order of technical carbofuran, impregnated granule, sand-coated granule regardless of soil types and application rates. Degradation of carbofuran in flooded soil was faster than in non-flooded soil. Soil flooding appeared to be the main factor in promoting the degradation of carbofuran in the soil. 3) When carbofuran was fortified in soils in the form of technical carbofuran, impregnated granule or sand-coated granule, the persistencies of two terminal residues of carbofuran, that is, 3-hydroxy carbofuran and 3-keto carbofuran decreased in the order of sand-coated granule, impregnated granule and technical form.
The basement rock of upper stream of Keum River Valley consists of Precambrian gneiss which is resistant to weathering. That of mid and lower stream valley, however, is mainly composed of Mesozoic granites which are vulnerable to weathering. The upstream part of Geum River Basin is typified by the deeply-incised and steep meandering streams, whereas mid and lower part is characterized by wide floodplain and gently dipping river bottom toward the Yellow Sea. In particular flooding deposits, in which are imprinted a number of repetitions of erosion and sedimentation during the Holocene, are widely distributed in the lower stream of Geum River Basin. For understanding of erosions in the mid and lower stream of Geum River Basin, the rate of erosion of each small basins were estimated by using the data of field survey, erosional experiments and GIS ananlysis. It was revealed that erosion rate appeared highest in granite areas, and overall areas, in this field survey were represented by relatively high erosion rates. By implemeatation of remote sensing and imagery data, the temporal changes of river bed sediments for about last 11 years were successfully monitored. Observed as an important phenomenon is that the river bed has been risen since 1994 when an embankment (Dyke) was constructed in the estuarine river mouth. From the results derived from the detailed river bed topographical map made in this investigation, the sedimentation of the lower river basin is considered to be deposited with about 5 cm/year for the last 11 years. Based on this river bed profile analysis by HEC-6 module, it is predicted that Geum River bed of Ganggyeong area is continuously rising up in general until 2004. Although extraction of a large amount of aggregates from Gongju to Ganggyung areas, the Ganggyung lower stream shows the distinct sedimentation. Therefore, it is interpreted that the active erosions of tributary basins Geum drainage basins can affect general river bed rising changes of Geum River.
Porous pavements are recommended as a Low-Impact Development (LID) method which is a strategy to develop a water cycle as close to a natural state as possible, and to solve the urban impervious surface problems. Porous pavements can yield a solution if it provides a more permeable surface with extra space to contain extra water from building roofs. But there are few applications in Korea because of a lack of recognition and experience. Highway engineers are mainly concerned about the infiltration of water into pavement structures. They worry about the weakening of the asphalt mixture and subgrade, and freezing during the winter season due to the infiltration of water. Meanwhile, hydrological experts doubt the effects of the amount of water to control during the flooding season, and environmental experts prefer a non-point pollution treatment system established beside highway. In this study, from reviewing the history and the body of literature about porous pavements, conclusions regarding the most advanced technologies were made. First, traditional thickness designs can be used for porous pavement, no extra distresses was found by weakening and freezing during the winter season. Second, hydrological design can be made by controlling the thickness of the pavement and the outlet of water. Third, the treatment efficiency of non-point pollution of porous pavements is not worse than any other method. Importantly, it's a more eco-friendly solution because of its lower requirement for de-icing agents.

To suggest ecological management plans for invasion of Salix gracilistyla, stepwise environmental sieve of seed dispersal, germination, seedling and juvenile stages were investigated. About 84% of total seeds were released between May 6 and 10. Germination rates significantly declined with decrease of light intensity from 100% to 30% and 0% (p<.001), but above 60% of seeds germinated in all treatments. Difference of germination rates with 0 and 2cm water level was not significant (p = .571). With increase of elapsed time after seed dispersal, germination rates significantly decreased (p<.001), and seed viability was lost within 16 days. Considering both germination rate of seed and survival rate of seedling, survival rate of all dispersed seeds was only 5% when 8 days passed after seed dispersal. All 22-day-old seedlings (height: 1cm) died under flooding of twice level as its height. With decrease of light intensity from 100% to 30%, survival rates of seedling decreased from 90% to 33% (p<.001). In the case of 45-day-old juvenile (height: 20cm), survival rate was 70% under the water level same as its height. There was significant interactive effect of water level and light intensity on the growth of juvenile (height: p<.001, dry weight: p<.01), and survival rate of juvenile was 10% under +20cm-water level and 30%-light intensity condition. The following management plans for invasion of S. gracilistyla are recommended from these results. (1) Dry condition should be maintained at fringe of wetlands for about two weeks at seed dispersal and germination stage (early May~mid May). (2) Water level should be raised to about 5cm at fringe of wetlands for about two weeks at seedling stage (mid May~early June). (3) Water level should be raised to over 20cm at fringe of wetlands for a long time at juvenile stage. Planting trees for shading can raise management effectiveness (mid June~). (4) As water level manipulating is performed as fast as possible for controlling seedling and juvenile, management become easier and more effective.
