연근해어선에 승무하는 외국인 어선원의 관리방안 (A Study on Management of Foreign Seamen on Board Coastal & Offshore Fishing Boats)

  • Due to changes in internal and external environment of coastal & offshore fishery such as decrease in coastal & offshore fishery resources, rising labor costs, rising gas prices, rising turnover rate of seamen, and intensified avoiding 4D types of business, the domestic seamen's avoidance of going to sea is being intensified. In order to solve the problems of domestic seamen shortage, coastal & offshore fishery businesses prefer to employ foreign seamen whose wages are relatively low, so employment of foreign seamen continues to increase. However, the foreign seamen system has the problems in selecting and managing seamen but these problems have been not adequately dealt with, so damages to fishery business continue to occur due to the seamen's deserting. The cases, in which foreigners who entered the country to take the sea in coastal & offshore fishing boats deserted their workplace, recorded 36.4% as of 2010. So in order to achieve the purpose of the foreign seamen system itself through rational management of foreign seamen, the exclusive organization to manage foreign seamen should be established and the system to rationally select foreign seamen who have experiences of fishery should be established. The utilization of foreign seamen during off season needs to be maximized by establishing the employment connection system for the management of foreign seamen and employment stabilization, and the exclusive organization for education of foreign seamen and the organization for nurturing domestic seamen need to be established and operated.

  • This article aims to look into the tendency and problems of employing foreign seamen and to suggest the government's tasks followed and the advisable policies in the fishery industry. In the fishery industry, the increase of employing foreign seamen can be expected ; but so far, a number of emerging problems of it have been seen, and since the government's relevant department has dealt with it in a makeshift way, the structure of employing foreign seamen is not systematic and well-coordinated, and the relevant policies of foreign seamen employee latest prepared are not also enough in settling the existing problems. So study of effective foreign seemen policy is needed. The article, therefore, rearranges the desirable viewpoints of effective employment based on discussing the experiences of employing foreignworkers focused on the manufacturing industry. And in compromise and mediation level, the speciality of fisheries are also taken into account. In consideration of desirable viewpoints and speciality of fishery industry, we focus on proposing the tasks of the foreign seamen employment policies, the advisable tendency, and several relevant pending problems in the fishery industry. And then, the limitations, general discussions of the study and themes to be studied are put forth.

한·일 외국인선원 고용제도 비교 연구 (An Comparative Study on the Foreign Worker's Employment System of Fishing Vessels in Korea and Japan)

  • The aim of this study is to reduce the foreign fishermen's rate of deserting from coastal and offshore fishing vessel in Korea and to suggest the future direction of foreign fishermen's employment policy. There are several employment systems for foreign fishermen who work on a coastal and offshore fishing vessels in Korea and Japan. Foreign fishermen's employment systems can be divided by the following forms : 1) Employment permit system for foreigners in Korea 2) Foreign seamen system in Korea 3) Skill training system for foreigners in Japan Foreign fishermen's rate of deserting from Korean fishing vessel is very high compared to that of Japan. The recent rate is 29.6% in employment permit system, and 21.5% in foreign seamen system in Korea. However, 2.2% in skill training system for foreigners in Japan. In this paper, the author investigated and compared the employment status of foreign seamen's in 2 country's fishing vessels and suggest to reduce the rate of deserting from workplace in Korean fishing vessels.

우리나라 어선원 수급 전망과 대응방안 (Plan for Countermeasure and Prospect of Demand and Supply about Seamen in Korea)

  • A study on the seamen's demand - supply has been focused on early 1990s, and never studied yet since 2007. Because previous studies related to the seamen are very different in conditions the environments around the fishery recently. It is serious problem that the number of domestic semen are decreasing continually. To depend on foreign seamen because of lacking of domestic seamen should be linked closely with the fishing industry environment in our country. Therefore, this study is limited to domestic seamen. Lacking recent domestic seamen, it is the most likely to rise imbalance between demand - supply in the future. Through medium and long term its analysis based on data, we are willing to discover various political subjects for seamen's welfare, the training of manpower, education, etc. To solve these issues, it can be made institutional changes as follows ; First, it is necessary policy-making related the deteriorating employment situation based on its analysis of medium and long term for seamen. Second, it is necessary to overcome a dual system for its management for seamen. Third, it is necessary to improve problems of statistics data for fishery and build a statistical system for seamen. Also, it will be improved a insurance system under 5 ton and strengthen the function for Korean seamen welfare and employment center and must be urgently countermeasures for the minimal unemployment rate through a content development and management of home page. Finally, it will be supplied reliably seamen to improve a practice system for apprentices according to the international regulations(STCW-F) for fishery students.

연근해어선 승선 외국인어선원의 무단이탈률 저감 방안에 관한 연구 (A Study on Devices of Reducing Foreign Fishermen's Rate of Deserting from Coastal and Offshore Fishing Vessels in Korea)

  • The aim of this study is to reduce the foreign fishermen's rate of deserting from Korean coastal and offshore fishing vessel. There are two employment systems for foreign fishermen who work on a coastal and offshore fishing vessel in Korea. One is employment permit system and the other is foreign seamen system. The former permits the foreign fishermen to work on the fishing vessels which are less than 20 gross tonnage. The latter permits the foreign fishermen to work on the fishing vessels which are more than 20 gross tonnage. The recent rate of deserting from their workplace are 21.5% in foreign seaman system and 26.8% in employment permit system by October 2011. In this paper, the authors propose eight means to reduce the rate of deserting from their workplace.

선원의 안전활동측면에서 본 선박의 안전관리 수준에 관한 실증연구 (An Empirical Study on the Level of Ship Safety Management in View of Seamen's Safety Activity)

  • In this study, the writer embodies factors influencing on ship safety management by an empirical survey. In the empirical survey, the writer used a questionnaire. 1, 271 proper data was obtained from 4, 240 Korean seamen working in 152 domestic and 60 foreign merchant ships. Reliability was tested by Cronbach's Alpha and a conceptual validity by Factor Analysis. Hypotheses established in this study were tested by Correlation and Multiple Regression Analysis. Results of analysis are as follows: Firstly, three levels(i.e. planning, doing, and evaluation) of safety management and satisfaction level of shipboard life correlate significantly with level of ship safety management and between them(P<0.05) Secondly, satisfaction level of shipboard life, evaluation and planning levels of safety management influence significantly on level of ship safety management(P<0.05).

선원 고령화에 따른 해기교육 개선방안에 관한 연구 (A Study on Improvement of Maritime Education by Aging Seamen)

  • 우리나라는 2000년 고령화 사회에 진입한 이후 2019년 현재 고령사회로 분류되고 있다. 이에 따라 고령선원의 수는 해를 거듭할수록 증가하는 추세이고, 고령선원의 해양사고 건수도 해마다 증가하고 있다. 도로 교통분야에서도 운전자의 고령화가 해운분야와 동일하게 나타나고 있다. 하지만, 도로 교통분야에서는 이러한 문제를 해결하려는 연구와 정책 등이 해운분야에 비해 활발하게 진행되었다. 이에 본 연구에서는 도로 교통분야에서 고령운전자에 의한 교통사고 발생원인을 줄이기 위한 노력 중 교육분야에 한정하여 살펴보고 이를 해기교육에 벤치마킹하였다. 국내·외 도로 교통분야에서는 인적요인 등의 발생원인을 줄이기 위한 방안의 하나로 고령운전자 교통안전교육을 시행하고 있다. 고령화에 따른 교육분야 문제 현황을 분석하고 도로 교통분야의 해결방안과 접목하였으며, 그에 따른 해기교육 개선방안은 다음과 같다. 첫째, 전문적인 면허취득교육을 시행하는 방안이다. 둘째, 고령선원의 면허갱신 시 직무 보수교육을 시행하는 방안이다. 마지막으로 고령선원 연령전환 교육을 시행하는 방안이다. 다만, 본 연구는 선원고령화에 따른 해기교육분야의 개선방안에 한정된 연구인 만큼 향후 다양한 분야에서의 연구가 필요할 것으로 판단된다.

  • According to careful study on the COLREGS, 1972, we can easily find out a main point that is to eliminate risk of collision at sea through exercising due regard to all danger of navigation and collision and to any special circumstances including the limitation of the vessels involved, or precaution which may be required by the ordinary practice of seamen. This paper, therefore, aims to clarify legal concept concerning the risk of collision so as to easier assimilate and understand by all mariner before being presented with a situation of danger in realty. After such a forethought and understanding the mariner will be in a position timely to implement the due regard or precaution to avoid collision by himself. For the purpose of good guidance, comprehensive legal practices of collision avoidance are adequately summarized by foreign and domestic cases.

  • The main function of most ship management companies in Korea has been crew manning for foreign shipowners i.e. limited management whereas those in Norway. U, K Hong Kong Singapore and etc. have been largely involved in full management which includes ship operation maintenance and repairs chartering financial administration accounting insurance etc not to mention crew manning The shortage of supply of seamen caused by deindustrialisation and increasing GNP tends to deteriorate the profitability of ship management companies in Korea. In these circumstances they may have to expand their present business to full management in order to continue to be going concerns, This paper evaluates the roles and performances of ship management companies in Korean shipping sector during the last three decades and suggests some ideas in order to develop them identifying major barriers against their development and analysing business activities of ship management companies in advanced maritime countries.

  • The school system of fisheries high school was proper to specialist objective school system in order to training for expert human resource development.Training a field of human resources development from fisheries high school is fallow; fisheries production, seamen's training, ship engine and refrigerator, marine electronic telecommunication and information, fisheries foods production and fisheries foods production and distribution, fishery fisheries self-management, marine distribution, management and conservation of marine environment, safety and marine prevention of disasters, apparatus of marine development, under water area development.A new department opening and each department was revised toward to department name and department character. The unit-lesson hour of curriculum according to specialist objective school system of fisheries and marine highschool was revised. professional subject 98 unit-lesson hour(52%), normality subject 90 unit-lesson hour(48%), and educational activity of professional subject 10unit-lesson hour, total training activity 10 unit-lesson hour. And the special objective school system need to revise curriculum of 208 total unit-lesson hour.
