Factors Influencing the Effectiveness of Materials Handling Equipments Supplied in Agriculture

  • Objective: This paper presents the factors influencing the effectiveness of materials handling equipments in agriculture. Background: Agriculture is one of the job categories where work-related musculoskeletal disorders(MSDs) are the most common. Statistics shows that majority of farm workers is exposed to repetitive and forceful body movements, lifting, lowering, pushing, pulling, or carrying heavy materials. In such a working environment, materials handling equipments are required and introduced to assist in the prevention of MSDs and other farm injuries. Method: Examples of materials handling equipments are rail carts, portable lifts, and bale handlers. Contributing factors influencing the effectiveness of materials handling equipments supplied in agriculture were identified based on the lessons learned from previous government-funded ergonomic projects. Results: Contributing factors identified include: (1) forward-looking attitude for the standardization of farming, its environments, and handling equipments, (2) participation of farm members in the process and evaluation of project, (3) leadership of project manager, (4) reinforcement of safety education and training, and (5) project selection and priority of handling equipment. Conclusion: Government-funded research planners, farmers, ergonomists, and farm machine experts are recommended to consider the factors identified when implementing materials handling equipments in agriculture. Application: Actual or potential application of this research includes recommendation for the effective implementation of material materials handling equipments in agricultural sectors.

Analysis of the Differences in the Technology Support Effect on ICT SMEs : From the Perspective of a Government-funded Research Institute (ICT 중소기업 유형별 기술지원 효과 차이분석: 출연(연) 중소기업 기술지원 프로그램을 중심으로)

  • This study aim to analyze the differences of the technology support on ICT SMEs conducted by ETRI - a government funded research institute. To collect the data, 167 beneficiaries participated in the survey and we classified them as 3 groups using cluster analysis. Then, we conducted ANOVA to verifying the differences among 3 groups. Results show that companies belonging to the higher revenue size groups have a highly effective technical support, while companies belonging to the lower revenue size groups have a highly effective information offering.

  • This article is dedicated to present a cornerstone for a desirable legal structure in the area of the administration and utilization of the intellectual property rights of the university research results sponsored by the government, and, in the long run, contribute to the industrial development of our country. In order to achieve that purpose, this article reviews basic theories and current status of the intellectual property regime for the research results sponsored by the government, and presents some suggestions for a desirable legal institution, in particular, including that 'Intellectual Property Rights Administration Center', should be established, an exclusive institution for the systematic administration of the follow-ups of the research results with speciality.

  • This study analyze the relationship between S&T policy and the R&D performance plans of GRIs which lack relevant research through quantitative information analysis. KISTI which is focused on the case is an ICT-based GRI that is sensitive to changes in the internal and external environment, and the impact of government S&T policy changes on KISTI's R&D performance plans was analyzed in depth.

  • This study aims to provide information about the priority setting and budget coordination of government R&D spendings in Korea. Based on the result of "Survey, Analysis and Evaluation of National R&D Programs"in FY 2000. this paper reviews the government R&D expenditures by the concerned variables such as program objectives, sector of performance, character of work and technology fields. It is found that R&D spendings on the areas of industrial development, information technology, and development research are funded pretty high. Also, it turns out that, considering program objectives and character of work, there are some redundancies of R&D programs among government agencies. Policy implications are suggested.

A Study on the Improvement of Creativity of R&D Team in Government-Funded Research Institutes : Comparative Study on the Viewpoints of Leaders and Members (정부출연 연구기관 연구개발팀의 창의성 제고 관리방안에 관한 연구 : 부서장과 구성원 관점의 비교)

  • The purpose of this study is to investigate the ways to enhance the creativity of R & D teams of government-funded research institutes through systematic empirical studies. For this purpose, a research model was established based on existing research on group creativity and verified through empirical studies. Specifically, This study first attempts to investigate the influence that team diversity, team cohesion, team autonomy and team efficacy have on team creativity. Second, it intends to verify the mediating effects of team efficacy between team characteristics and team creativity. An empirical study was conducted on 102 R & D teams of government-funded research institutes. In the team creativity measurement, the evaluation by the leaders and the self evaluation of the members were performed in parallel. This is to increase the accuracy of the evaluation and to compare the differences of the viewpoints of the two subjects. The result of the analysis demonstrated that team cohesion among the others had a positive influence on team creativity, and that team efficacy possessed certain positive qualities in mediating the relationship between team diversity, team autonomy, and team creativity. Based on these findings, this study discussed its academic implications as well as its practical limitations, and made suggestions on future research tasks that remain.

The Program Evaluation and Analysis of Creative Research Initiatives (창의적연구진흥사업 사업평가 및 분석)

  • The objective of this research is to evaluate the Creative Research Initiative Program (CRI), a national R&D program funded by the Ministry of Science & Technology in Korea. The evaluation of CRI covers the following research questions; 1) Have it set a unique position and characteristic distinguished from other government-funded R&D programs\ulcorner 2) Are the achievements of the program relevant to its goal\ulcorner 3) What is its performances and how much is it achieved its goal\ulcorner The results are the followings; 1) CRI is perceived as a pure basic research, distinguished from other national basic research programs, such as the Coal Oriented Basic Research Program and the SRC and ERC. 2) CRI is a well-adapted R&D program in confront of the environmental changes and R&D needs, as well as follows the planned R&D areas. 3) CRI have performed well in the raising-up world-class research leaders and the nation-wide diffusion of creative R&D culture, while it got few performances in the overcoming the limitation of the existing technologies and the independent development of original key technologies for future industries. However, the duration of the program, 5 year, is too short to expect concrete outcome, such as creating original technologies. Many of the outcomes of CRI gets a lot of attention from top class scientists in the world, it is expected to generate various R&D performances in the future.

A Study on the analysis of Research Data Management and Sharing of Science & Technology Government-funded Research Institutes (과학기술분야 출연연구기관 연구데이터 관리 및 공유 사례 분석 연구)

  • As a part of the open science policy, this study compared the perception of research data sharing and utilization by academic field. Based on this, in - depth interviews were conducted with semistructured questions to the data task managers of 27 government - funded research institutes in science and technology. Among them, nine excellent organizations were selected from the viewpoint of data management and cases of research data collection and management were specifically presented. The State of the collection and management of research data by the participating research institutes is generally a pilot project stage, and the level of collection and establishment of data also differs by institution. In terms of institutions, they are divided into three levels: the level of collection and establishment of data(KIOM), the advanced level of it (KIST), And level of steps to start sharing (KRIBB, KRICT).

The Influence of Small World and Centrality on the Paper Achievement of Government-Funded Research Institutes (과학기술계 정부출연연구기관의 논문 성과에 좁은 세상 구조와 중심성이 미치는 영향)

  • The cooperative network structure influences the academic performance of the research institute. In particular, South Korea's Government-Funded Research Institutes(GRI) need to establish an efficient cooperative system as a leading national R&D implementer. This study applied the Small World structure, which has been discussed as an efficient network structure, and the centrality of representing the characteristics of nodes to the cooperative network of GRI in Korea. Based on the SCIE published data from 2010 to 2019, we analyze how the Small World characteristics and centrality of GRI contribute to academic performance using a network analysis and Feasible GLS regression. The GRI cooperative network has shown that the Small World network structure facilitates the academic performance. In addition, centrality indicating the degree of direct connection showed positive significance, but centrality indicating the degree of intermediary was not significant or negative. The results of this study explain that the higher the number of institutions that exchange and cooperate, the higher the academic performance, and the higher the performance of the institutions that serve as the center of cooperation. In addition, it was established that the stronger the cooperative network of GRIs have the characteristics of Small World, the more effective it is to create research results. This study applies centrality and Small World previously discussed as an efficient network structure to the GRI cooperation network and provide implications for establishing policies and strategies related to R&D cooperation among GRIs.

The Effect on Technology Innovation Performance of Private-Public R&D Cooperation of ICT SMEs: Focused on Collaboration with Government-funded Research Institutes (ICT 중소기업의 산·연 R&D협력이 기술혁신성과에 미치는 영향: 출연연구기관과의 협력을 중심으로)

  • In Korea, small and medium-sized enterprises (SMEs) play an pivotal role in the national economy, accounting for 99.9% of all enterprises, 87.9% of total employment, and 48.3% of production. In spite of their crucial role in the national development, most of SMEs suffer from a lack of R&D related resources. Public R&D organizations such as government-funded research institutes can provide SMEs with valuable supplementary technological knowledge and help them build technological capacity. In this regard, this study estimated the effect of internal R&D investment and private-public R&D cooperation on technological innovation of ICT SMEs based on 2016 ETRI Survey. Building on previous literatures, the study established and tested a research model using binary logistic regression analysis. First, internal R&D investment and preferences for open innovation demonstrated the strengthening of R&D collaboration. Second, internal R&D investment and R&D cooperation showed a positive effect on both product and process innovation. Therefore, internal R&D capability and taking advantage of R&D collaboration are needed to achieve technological innovation for SMEs in ICT sector. This study also discuss implications for encouraging private-public R&D cooperation.
