A Comparative Study on the Determinants Priority of the Royalty in National R&D Project: Focused on the Case of 'N' Center's Technology Transfer (국책 연구 성과의 유상 기술이전 시 기술공급 기관과 기술도입 기업 간 기술료 결정요인 비교에 관한 연구 : N 사업단에 참여한 대학과 중소기업 사례를 중심으로)

  • The purpose of this study is to present meaningful information and policy implications concerning the determinants of royalties of technology transfer to stakeholder. To identify key determinants of royalties in technology transfer, this study conducted AHP survey analysis (Survey period: 01/09~31/10, 2016) of 96 government-funded research centers and 85 companies which were participants of the R&D project "Next Generation BioGreen21" of R.D.A in the "N" center from 2011 to 2015. Research results show that both parties acknowledge 'Technical considerations for determining the profitability of the technologies' and 'The interest and willingness of the management group' as critical factors for the determinants of royalties. The difference of each party is that private companies acknowledge 'Available budget plan' as a critical factor while the government-funded research centers value 'Market competitiveness'. These findings suggest four main policy implications which are the investigation of technological demands reflecting specific needs of industrial sites, the diversification of royalty payments for private companies, the differentiated research evaluation system for the purpose of technology transfer and the planning of public R&D project reflecting research time span of private companies.

The Current State and Task of African Studies in Korea (국내 아프리카 연구의 현황과 과제)

  • Since the 2000's, interest toward Africa in Korea has increased rapidly. Korea's interest in Africa began in the second half of the 1960's. However, this interest in the 1960's was motivated by political and diplomatic necessity at the time rather than the needs of indigenous groups in Africa. Korea had to oppose North Korea's diplomatic expansion in Africa to gain the support of international organizations like the United Nations. This interest in Africa motivated by diplomatic needs vanished quickly after the end of the cold war in the 1990's. Authentic Korean interest in Africa began to emerge in the 2000's. Korea's rising international status based on economic development led to a natural interest in Africa, which was the last frontier on earth. As a result, African studies in Korea increased significantly after 2010. The increase in the number of theses, articles and books was remarkable from 2010-2016, in comparison with 1957-2010. In spite of the increase in the quantity of thesis, articles, and books, the problem with Korea's African studies is above all, its preponderance. Over 75% of thesis and 70% of articles are concentrated in the domain of politics and economics. This reflects the fact that Korea's interest in Africa is based on short term political and economic interest, indicating that Korea's African studies did not deviate from the rudimentary phase in its quantity and quality. Another problem with Korea's African studies is the lack of integration of different types of research. African studies in Korea has three components, government funded research centers, university laboratories and individual researchers. The government funded research centers focus on the overview of African nations and their political and economic information. University laboratories mainly perform research on the theoretical aspects of politics, economics, human sciences and culture in Africa. Individual researchers are concerned with various categories. However, these three groups have failed to achieve a synergic effect on African studies in Korea and most of the research on Africa does not extend beyond each academic area. To overcome this problem, first of all, a live exchange may be necessary between domestic researchers.

An Empirical Research on the AEO utilization satisfaction effect from the AEO system's government support and post management (AEO 제도의 정부지원과 사후관리가 AEO 활용 만족도에 미치는 영향에 대한 실증적 연구)

  • Recent companies have introduced AEO (Authorized Economic Operator) system for a smooth and fast customs clearance to meet the conflicting objectives of trade security and trade facilitation in international trades. The present study was to verify 150 companies that have acquired Korea's AEO certification and its impact from the government and financial support, the effects of AEO certification post management, and the AEO system's utilization satisfaction to seek ways to further activate the AEO system. The research hypothesis and model was derived on the basis of existing theory and empirical research, and obtain the following results. First, government policy supporting the AEO system after certification post management showed positive (+) effect for the AEO satisfaction. Second, AEO certification post management showed positive (+) effect for AEO satisfaction. Third, government funded factor showed negative (-) effect for AEO certification post management. The present study is differentiated from previous research information. The study evaluated the company's satisfaction with the AEO certification, and the government support has empirically evaluated the relationship between the post management and the satisfaction. Academic contribution was conducted for Korea's AEO system's post follow-up research while a practical contribution suggested the direction for our country's organization to take advantage of the AEO system.

  • The global rise of greenhouse gas(GHG) emissions and its potentially devastating consequences require a comprehensive regulatory framework for reducing emissions, including those from the transport sector. alternative fuels and technologies have been promoted as a means for reducing the carbon intensity of the transport sector. Renewable fuel policies were historically motivated by energy security concerns, and to promoted agricultural industries. In the last decade, biofuels have also been discussed as low or net-zero carbon soures of energy for transportation. Hence, the development of biofuels has been supported by a range of policy instruments, including volumetric targets or blending mandates, tax incentives or penalties, preferential government purchasing, government funded research, development in world-wide. As one of the most powerfuel instruments, renewable fuel mandates require fuel producers to produce a pre-defined amount(or share) of biofuels and blend them with petroleum fuel. In this study, we reviewed Renewable Fuel Standard(RFS, USA), Renewable Transport Fules Obligation (RTFO, UK) as a renewable fuel mandate policy to reduce GHG. This includes not only mandate system for blending of biofuels in transport fuels, but also sustainability to use biofuels in this system.

A Study on Family Caregiver Support Programs in the U.S.A.: The Case of the State of Georgia

  • This is a descriptive study that introduces programs that support family caregivers looking after the elderly, by focusing on the case of Georgia, in the United States. The U.S. is one of the few countries that support family caregivers by law. In this study, we focus on the evidence-based interventions implemented through the Alzheimer's Disease Supportive Services Program (ADSSP), a federal policy that complements the National Family Caregiver Support Program (NFCSP). Our findings show that one-on-one evidence-based programs (EBPs) for family caregivers are both economical and effective in assisting caregivers. In our discussion, we highlight how the implementation of the latest EBPs can build an infrastructure to support family caregivers. ADSSP funding is useful as it constructs a caregiver support through the implementation of programs in the local community. The result is the creation of a well-coordinated division of labor among government agencies, academia and NGOs, which produces a synergetic effect in funding, research and development, translation and implementation of programs, and staff training. We conclude that the implementation of EBPs funded by the government is a useful reference for Korea and other rapidly aging countries, if we are to create an infrastructure for caregiver support, which can effectively prevent a crisis in caregiving.

An Empirical Study on Adoption of Open Technological Innovation for SMEs based on Information and Technology (국내 IT중소기업의 개방형 기술혁신 수용에 관한 실증연구)

  • Recently, with the diffusion of a new paradigm named as the creative economy, the government's interests and efforts regarding support of SMEs' R&D have been concentrated. In particular, due to the dominant perception that the fundamental science and original technology from government-funded research institutes can further enhance the capabilities of SMEs' R&D, the importance of performance's diffusion on national R&D is further emphasized. In fact, the domestic SMEs don't have enough budget and workforce, so that all of self-contained technologies, product's competitiveness as well as the R&D capabilities, are very vulnerable, and thereby SMEs' commercialization is very likely to fail. For this end, SMEs need to adopt the concept of open innovation as the use of external R&D resources by licensing. In this study, we conducted a survey on a total of 286 domestic IT SMEs, and analyzed empirically to compare the degree of their acceptance on technological innovation between two groups divided by open/not-open innovation. As a result, we drew some of the key factors influencing the acceptance of the SMEs' open technological innovation, and found a variety of implications through them.

  • The Swedish Fire Research Board was established in 1979 to initiate and fund relevant fire research efforts. The Board is responsible for a long term research programme revised every third year, and the Board is one of two major Swedish sponsors of all fire research. Beside the Board we also have the Swedish National Rescue Services, funded by the government. BRANDFORSK gives very high priority for the industry and the insurance company and the need they express for fire research. Research that the Rescue Services Board are funding is mainly focusing the need for the fire department. The Swedish Fire Research Board, BRANDFORSK, is the joint agency of the Swedish government, the insurance industry and the business sector, for the initiation, funding and supervision of different kinds of fire research. Work is directed by a Programme Board and is performed in the form of projects at universities, research institutes, state authorities and private firms. The Secretariat of BRANDFORSK shares the premises of the Swedish Fire Protection Association, SFPA, and the SFPA is the principal and the party which enters into agreement with the State. The programme for the period 1997-1999 has been drawn up on the basis of both damage development and the trends in society which can be noted, and the evident fire problems of the interested parties and their need for fire research. The inputs in the programme have been broken down seven problem areas. In every problem area different project areas are set out, and these primarily specify the aim of the work. Plant development and defense signal network research

  • The Plant Signaling Network Research Center (SigNet) is a government-funded (by Korea's Ministry of Science and Technology (MOST)/ Korea Science and Engineering Foundation (KOSEF)) research center established at the School of Life Sciences and Biotechnology of Korea University in 2003. The SigNet conducts plant biological studies, especially in the field of developmental and defense biology. The research purpose of SigNet is dissection and analysis of plant development and defense signaling network through multiscientific approaches. Knowledge acquired from SigNet research scientists will provide new integrated view of understanding and potential application of plant development and defense mechanism. The other important mission of the SigNet is nurturing Center of Excellence for future outstanding research scientists of Korea. The SigNet will continue to expend every effort to achieve the goals for the future. Through passionate research endeavor of each laboratory and partnerships within inside and outside laboratories, we will continue to develop world-leading plant research group and to educate new generations of innovative researchers. As the SigNet looks toward the future, the SigNet will try to achieve its mission of research, education and service to the community. And the defense response research of our lab will be presented at later part.

  • It is an important role of a researcher to preserve the research process and results as a record in the overall R&D from the planning stage to completion. This can be used as a basis to support the objectivity of the R&D process and results. This can be used as a basis to support the objectivity of the R&D process and results. The necessity of writing research notes is raised in terms of research ethics, records management, intellectual property rights protection, and research results protection according to 「National Research And Development Innovation Act」. Therefore, in this paper, the results of the systematic and practical management method of research notebooks operated by government-funded institutions are described.

  • This paper presents the development and performance of a power conditioning system (PCS) for application to a 100kw Molten Carbonate Fuel Cell. (MCFC) generation system. The MCFC generation system is a part of a four year government funded research project that began in 2001. This paper presents the results of operation connected to an actual fuel cell stack at a field demonstration site. and this paper shows various tests and performance verification of the 100kW PCS using a simulated DC source.
