This paper is to introduce guidelines for application, inclusion, reference and adoption of standards and specifications. International standards such as IEC 60300-3-4, ISO/IEC Guide 50, ISO/IEC Guide 51, IEC 81714-3 and ISO/IEC Guide 21-1, 2 are considered. This paper is to discuss guide to the specification of dependability and environmental requirements and guidelines for safety inclusion in standards, and guidelines for standards developers to address the needs of older persons and persons with disabilities, etc.

The IEC standards related to the Technical Regulation in Korea Electricity Business Act are classified into the standards/guides for electrical system and the specifications for electrical equipment/materials. IEC Standard 60364 "Electrical Installations of Buildings" and IEC Standard 61936 "Power Installations Exceeding 1 kV AC" prepared by IEC Technical Committee(TC) 64 and TC 99 respectively, are representative standards for electrical installations of buildings, substations, industrial plants, etc.

A role of Distribution Automation System(DAS) is required to be changed from observing and control to complex and various new system including functions which monitoring, control, prediction, operation and management of EMS type according to be gradually Smart Grid of distribution operation system for development of further power system industrial. IEC(International Electrotechnical Commission) published communication standards which interface and data model of distribution operation system to IEC 61968 and of host system like EMS(Energy Management System) to IEC 61970. So far, each standards are emphasizing themselves, but if they are applied by designed integration of the standards, it could be more efficiency system. So, in this paper, integration application of IEC standards and structure of further distribution operation system to use them are proposed by gradually increasing importance of communication protocols, functions and roles in further distribution management system considering Smart Grid.

This paper studies the scope and object of international standards related to power supplies and semiconductor convertors. IEC 60478 and IEC 60686 are international standards for stabilized power supplies with DC and AC output, respectively, and IEC 61204 for low-voltage power supply devices with DC output. IEC 60146 : Semiconductor Convertors is a representative international standard in the field of semiconductor convertors. In this field, there are some international standards such as IEC 60971. IEC 61136-1. IEC 61800. and etc.. In this paper, IEC 60686, 60971, 61136-1, and 61240 are mainly studied.

IEC 규격은 유럽, 일본 등 해외 여러 나라에서 자국의 규격으로서 이용되고 있으며, 우리나라에서는 현재 산업표준인 KS 형태와 더불어 강제성을 갖는 식품의약품안전청 고시로서도 발행되고 있다. 전자의료기기에 관한 IEC 규격인 IEC 60601 시리즈의 공통규격(IEC 60601-1:2005)이 3판으로 개정됨에 따라, 보조규격과 개별규격 또한 그에 맞추어 제 개정이 필요하다. IEC 규격의 변화 동향을 파악하는 것은 국내 의료기기 제조 수입업체 및 시험검사기관에서 매우 중요하다. 따라서 본 연구에서는, 진단용X선기기와 관련한 3개 규격 IEC 60601-2-44(CT의 기본안전과 필수성능에 관한 규격), IEC 60601-2-45(유방촬영용X선장치의 기본안전과 필수성능에 관한 규격), IEC 60601-2-54(진단용 X선장치의 기본안전과 필수성능에 관한 개별규격)에 대하여 IEC 60601-1의 3판에 맞추어 제 개정된 최신판의 동향 및 특징을 살펴보고자 하였다. 또한 현행 식품의약품안전청 고시가 IEC 60601-1의 2판이 적용된 개별규격을 참고로 하고 있어, 현행 식품의약품안전청 고시와 대비하여 그 특징을 살펴보았다. IEC 60601-1의 3판이 적용된 진단용X선장치 외 2개의 IEC 개별규격의 특징은 다음과 같다. 1) 기계적 위해요인, 특히 움직이는 부분에 대한 내용이 강화되었다. 2) 환자 선량을 표시 및 기록하도록 명시하고 있다. 3) 잠재적인 위험요소에 대해 체계적으로 관리가 가능한 위험관리 프로세스를 도입하고 있다. 4) 과거 Film-Screen System과 더불어 DR system(digital radiography system)에 대해서도 적용하고 있다. 현재 IEC 60601-1의 3판이 적용된 개별규격이 식품의약품안전청 고시로 개정될 예정이므로, 국내 시험 검사기관 및 의료기기 제조 수입업체 등에 유용한 자료가 되기를 기대한다.

As global trade system transferred GATT into WTO, the harmonization of technological standards, certification, construction, testing is the trend of world. This drift is based on WTO / TBT agreement coming. In effect after 12th, April, 1979. For Korea, the distribution system has a strong resemblance to American system so that engineers are confused in adopting standards. IEC60364 and NEC are in part similar but unconvertible because IEC 60364 originated from Europe while NEC originated from USA. This thesis deals with the fundamental elements of electrical safety system with comparing IEC 60364 with NEC. It serves as a guide how to apply standards when engineers select electrical installations.

The safety and reliability of the power system short-circuit current, the short-circuit current depends on the failure to obtain the objective is to quickly eliminate the breaking capacity of the circuit-breaker selection of the cable, the insulation of electrical equipment and protective relay an important factor in determining the level correction and protective relay selection scheme to be meaningful. Standards used in the domestic circuit breaker is applied to the production of IEC standard, but the American National Standards (ANSI / IEEE) by NEMA specification of the fault current calculations and the application of the asymmetric coefficient Korea. Therefore, in this paper, the IEC 60909 standard IEC breaker fault current calculation method and the method for selection of system configurations reviewed and protection system for reviewing the configuration of various protective relays appropriate correction and the correction value is main protection, back-up protection the equipment so that the period of protection relay coordination to minimize accidents and accident protection to minimize interruptions proposed for cooperation.

In this paper, we review the domestic reliability standards and its global counterparts IEC/TC 56 international reliability standards. Recently private transfers of reliability certification control tower has established in Korea. Some check points to consider regarding the control tower transfer process to the non-government organization are suggested. Also the IEC/TC 56 and its relevant reliability standards are introduced. Understanding of the IEC/TC56 system will be helpful for the time of non-government organization control tower transfer in the reliability certificate specification
