Tendency Analysis of Information System for Effectively Management of IMO Document (IMO문서의 효과적 관리를 위한 국내.외 정보시스템 동향 분석)

  • The Ministry of Land, Transport and Maritime Affairs(MLTM) constructed the IMO Korea homepage to owned jointly IMO information when establishing a international standard in about marine transport and the shipbuilding, in order to speak for the profit of Korea in IMO and it was double renewal since 2004. But the newly re-opened the IMO Korea homepage is also operated to the level which simply keeps IMO documents because of limited H/W sizes. This study investigated and analyzed the domestic and similar foreign homepages to provide effectively about the IMO informations At the result, these homepages were serviced to the meeting resultants using the various contents such as Semantic search, Thesaurus search, establishment of web accessible etc. Therefore, the existing IMO Korea homepage must be re-constructed as IMO Information Portal Site to provide better information.

A Study on Implementation of IMSAS and Response Plan of the Republic of Korea (IMO 회원국감사제도의 시행과 대한민국의 대응 방안에 대한 고찰)

  • IMO developed VIMSAS for effective application of IMO instruments related to maritime safety and environmental protection and was implemented from 2006 to 2016. Based on this, the purpose and procedures of VIMSAS applied to IMO member states by trial, and IMSAS was enforced from January 1st 2016. IMSAS was implemented to ensure that IMO Member States, such as flag states, coastal states and port states that ratified the IMO Convention, are properly performing their given responsibilities and to ensure the effective implementation of the IMO instruments through the improvement of identified non-conformities. In this study, the auditing contents and procedures were verified based on IMO documents in order to prepare for the IMSAS audit of Republic of Korea scheduled for 2020. For this purpose, this study proposed an update of a directory, development of monitoring system for information reporting required by IMO instruments, designation of relevant experts, preparation of an English version of related national laws, training of IMSAS auditors and establishment of an IMSAS audit response team for audit of IMSAS in 2020 by referring to the results of the VIMSAS for Republic of Korea, major findings of the VIMSAS of other IMO member states, and Consolidated Audit Summary Report (CASR), which was submitted at the 5th IMO III sub-committee.

Priority Evaluation of Preliminary Cases for IMO Information Management System using Fuzzy TOPSIS and AHP (퍼지 TOPSIS&AHP를 이용한 IMO 정보관리시스템 예비과제 우선순위 평가)

  • This paper is aimed to priority evaluation of preliminary cases for IMO -IMS(International Maritime Organization- Information Management System) using fuzzy TOPSIS(Technique for Order Performance by Similarity to Ideal Solution) and AHP(Analytic Hierarchy Process). To this solve, therefore, this paper extract 24 preliminary cases and select 4 major preliminary alternative cases after analysing the structure of its alternative cases using FSM(Fuzzy Structure Modeling). Also, the weights of evaluation factors determine using AHP which able to keep the consistency when decision-makers assess. In AHP method, but, the numbers of paired comparison incerase as much as the numbers of the comparison items increase and because this evaluation have the many of vagueness, the decision of final ranking is used to fuzzy TOPSIS method which is included TOPSIS and Fuzzy Set Theory. The result are developed as order as Management of IMO Convention Information, Delivery of IMO Convention Information, Total IMO Database, Knowledge Hub of IMO Convention Information in IMO-IMS.

A Study on the IMO Regulations regarding GHG Emission from Ships and its Implementation (선박기인 온실가스 배출에 대한 IMO의 규제와 이행방향)

  • Traditionally, UNCLOS stipulates that States have the obligation and responsibility to protect and preserve the marine environment and exercise their rights in Principle of Non-Discrimination with respect to foreign ships visiting to port states. UNFCCC and Kyoto protocol established Common but Differentiated Responsibility as the basis which is established on the historic responsibility. The principle in which IMO is presently developing the regulations of Green House Gas emitted from ships is contradict with the principle of UNFCCC regime. In this paper, the development and the principle of UNFCCC and Kyoto protocol is surveyed and it provides the tendency of the IMO activities regarding GHG emission from ships. Also, through consideration of the problems and restrictions drawn from comparison between two principles, the conclusion suggests the fundamental theory and implementation means in order to carry out the purpose of IMO regulations in accordance with the principles of UNCLOS and IMO Convention.

A Study on the Comprehensive Impact of the 2023 IMO GHG Strategy on International Shipping (2023 IMO 온실가스 전략이 국제해운에 미치는 포괄적 영향에 대한 고찰)

  • As interest in greenhouse gas reduction has increased in all sectors, the discussion of the International Maritime Organization (IMO) to regulate pollution by ships is attracting attention in international shipping. At the 80th IMO MEPC held in July 2023, the 「2023 IMO Strategy for the Reduction of Green House Gases from Ships (MEPC. 377(80))」 was adopted, which included the net-zero target around 2050, and a firm intention to the decarbonization of the international shipping sector showed. In particular, energy, fuel and technology targets for zero or near-zero greenhouse gas emissions by 2030 were added as new targets, and total greenhouse gas emission checkpoints for 2030 and 2040 were added as an indicator for achieving the 2050 target. The IMO's goal setting for 2030, which is about seven years away, will impose a lot of technical, economic, and political burden despite the decarbonization technology of international shipping, which has grown to a significant level in a short period of time. Accordingly, this paper presents the comprehensive impact of the 2023 IMO GHG Strategy on international shipping.

  • 본 연구는 IMO 문서 및 지식정보의 관리를 위한 정보관리시스템 구축을 제안하였다. 이를 위해 본 연구에서는 문서정보관리시스템 및 정보화와 관련하여 국내 외 시스템 구축현황을 살펴보고 시사점을 도출하였다. 또한 유사사례 분석을 통해 IMO문서 및 지식정보 관리를 위해 필요한 컨텐츠 및 세부 시스템 등을 제안하였다. 한편, 이러한 시스템 구축을 위해서는 해상교통안전법 개정과 시스템의 유지 및 관리를 위한 관련 세부지침의 제정이 필요할 것으로 판단된다.

  • IMO is treating various and numerous agenda with time, and the contents of agenda have been tending to achieve international standardization for details of technology, for example GBS(Goal based new ship construction standards), PSPC(Performance Standards of Protective Coating), LRIT(Long-Range Identification and Tracking of Ships), etc. This paper presents the latest agenda trend of IMO committees and analyzes the ROK's activities in response to IMO committees. In the result of analysis, ROK lacks in performance ability as a A-category council member as well as infrastructure to support the government activities in IMO continuously. Therefore, ROK should be conscious of policy approaches to international maritime tendency and needs to complete the internal/external infrastructure which leads the international maritime policy.

A Study on the Enhancement of Maritime Education and Training to cope with IMO Member-state Audit Scheme (IMO 회원국 감사제도 대응을 위한 해기교육 강화방안에 관한 연구)

  • In spite of adoption of various IMO Conventions over the past, the reason why large vessel accidents related to human life and marine environment occur is that the IMO Conventions are not effectively implemented due to contravention of the conventions by flag states. In particular, the implementation of the conventions are not well being performed because some flag states having weak genuine link between them and vessels haven't set up proper personal and structural organizations in charge of maritime safety and marine environment protection. From this background, IMO Resolution A.946(23) on the voluntary IMO Member-state Audit Scheme was adopted at the 23rd Assembly in Nov. 2003 and the Scheme is expected to be executed compulsorily in 2015 through the adoption of the IMO Resolution A.1018(26) in Nov. 2009. Accordingly, this study examined outline of the IMO Member-state Audit Scheme and the Code for the Implementation of Mandatory IMO Instruments used for the audit standards of this scheme. In addition, this study reviewed the member-states' obligations and responsibilities according to the compulsory implementation of the member-state audit scheme in 2015. Based on this, this study suggested the enhancement measures for maritime education and training of maritime education institutions of the Republic of Korea to cope positively with compulsory implementation of the IMO Member-state Audit Scheme.
