On the Two Conceptually Thorny Issues in IT Governance Definition (IT 거버넌스 정의에서 제기되는 두 개의 개념적 난제에 대한 고찰)

  • Two conceptually thorny issues in IT governance definition and understanding are examined and discussed. It is argued that the traditional IT governance definition, which defines governance in terms of the content of enterprise IT activity, is prone to logical inconsistency and indeterminacy. A new objectives-bound definition of IT governance is proposed as a remedy to the problem. It is proposed that the essence of the objectives-bound IT governance lies in making enterprise IT activity explicit, formal and subject to external scrutiny in its effort to achieve the effectiveness, transparency and accountability of IT. A conceptual apparatus called IT activity axes is employed to characterize and distinguish the different approaches to IT governance definition and understanding. It is suggested that IT governance can be defined using a simple frame of reference with logical consistency and coherence. The theoretical and practical implications of the IT governance definition are discussed at the end.

Process Governance Meta Model and Framework (프로세스 거버넌스 메타모델과 프레임워크)

  • As a sub-concept of corporate or organization governance, business governance and IT governance have become major research topics in academia. However, despite the importance of process as a construct for mediating the domain between business and information technology, research on process governance is relatively inadequate. Process Governance focuses on activities that link business strategy with IT system implementation and explains the creation of corporate core values. The researcher studied the basic conceptual governance models of political science, sociology, public administration, and classified governance styles into six categories. The researcher focused on the series of metamodels. For examples, the traditional Strategy Alignment Model(SAM) by Henderson and Venkatraman which is replaced by the neo-SAM model, organizational governance network model, sequential organization governance model, organization governance meta model, process governance CUBE model, COSO and process governance CUBE comparison model, and finally Process Governance Framework and etc. The Major difference between SAM and neo-SAM model is Process Governance domain inserted between Business Governance and IT Governance. Among several metamodels, Process Governance framework, the core conceptual model consists of four activity dimensions: strategic aligning, human empowering, competency enhancing, and autonomous organizing. The researcher designed five variables for each activity dimensions, totally twenty variables. Besides four activity dimensions, there are six driving forces for Process Governance cycle: De-normalizing power, micro-power, vitalizing power, self-organizing power, normalizing power and sense-making. With four activity dimensions and six driving powers, an organization can maintain the flexibility of process governance cycle to cope with internal and external environmental changes. This study aims to propose the Process Governance competency model and Process Governance variables. The situation of the industry is changing from the function-oriented organization management to the process-oriented perspective. Process Governance framework proposed by the researcher will be the contextual reference models for the further diffusion of the research on Process Governance domain and the operational definition for the development of Process Governance measurement tools in detail.

  • The realization of carbon neutrality requires cooperation from various stakeholders and the utilization of a governance system. The criteria for participating members are crucial for the successful operation of governance, and it is especially necessary for experts who can provide scientific advice for policy implementation to share a framework for successful consensus. In this study, governance model theory and model structure, governance common success factors by case, and the application of governance cases in the climate and environmental sector of Seoul, were investigated and analyzed to derive common success factors in order to present the activity standards of the science and technology experts participating in governance. The study of the model theory suggested that the model structure is commonly composed of a basic condition-process-result structure, and it was confirmed that common success factors can be derived at the process stage which is the activity period of members. Through the case study of common success factors, overlapping factors were found to be reliability, accountability, transparency, networks, and related factors. The validity of the common success factors was verified using the analysis results of satisfaction survey data from Seoul Governance Committee participants. The results confirmed that reliability was the most valuable factor followed by networks, transparency, and responsibility, and it was found that the related factors were appropriately derived. The findings of this study are expected to be used as an activity factor for science and technology experts to increase the acceptability and effectiveness of carbon-neutral policies in the future.

Structure, Process, Relational Mechanism on IT Governance Activities in Korean Service Company: A Comparative Case (국내 서비스 업체의 IT 지배구조 의사결정체계 분석에 관한 사례연구: 'A', 'B'사 비교분석)

  • More emphasis has recently been put on the strategic application of IT, the linkage and integration between information system, and business process for value increase of a company's business. Thus, it is high time to redefine the concept of IT governance in order to effectively manage various IT services and assets. However, less attention has been paid to the practical study of domestic firms, compared to in the academic and industrial level. In this study, the current situation of IT governance setup and various factors for future development will be examined by a case study to explore activities, types, and determinants of decision making process that companies are currently conducting regarding IT governance. For the purpose of comparative analysis, two large enterprises were chosen with similar size of sales and high investment rate for IT within the same industry, and in-depth analysis was conducted based on the interviews of the concerned parties and in-house materials, from the perspective of structure, process, and relational mechanism. By the case study on IT governance of company 'A' and 'B', decision making mechanism and factors will be analyzed, which will indicate detailed characteristics of each decision-making field and its components for general application. By doing so, it is expected to be used as reference in building IT governance that fits the environment of a firm in the future.

The Impacts of Distribution Channel Governance on the Relationship between Market Orientation and Export Performance (유통경로 관리 지배구조가 시장지향성과 수출성과 관계에 미치는 영향)

  • Purpose - The objectives of this study are as follows. First, it aims to suggest an analysis model that has integrated the relationship between the two factors and export performance and conduct an empirical analysis of the factors. Second, the study seeks to analyze the mediating effect by setting direct channel governance as a specific activity to connect market orientation, a cultural asset, to export performance. Third, through these analyses, the study intends to apply the relationship between market orientation and direct channel governance that the existing studies have failed to observe comprehensively on SMEs in Korea. Based on these analyses, the study expects to expand the discussion of previous researches by analyzing the mediating effect of direct channel governance. Research design, data, and methodology - This study developed a model that has integrated market orientation, direct channel governance, and export performance. It established 7 hypotheses including the mediating effect of direct channel governance. Market orientation was consisted of customer orientation and competitor orientation, and 4 latent variables were measured by 18 questions. LISREL, an analysis tool of structural equation model, was used for hypothesis test and there were 183 sample for analysis. Results - The analysis results showed that customer orientation has a positive influence on direct channel governance, but competitor orientation did not have a statistically significant effect. On the contrary, export performance showed an opposite result. That is, customer orientation did not have any influence but competitor orientation had a significant influence on export performance. It was also confirmed that there was a significant influence in the relationship between channel governance and export performance. According to the analysis of mediating effect, direct channel governance had a full mediating effect between customer orientation and export performance. Conclusions - The study results demonstrated that it is important to build a direct channel governance on the export SMEs in Korea, especially since the direct channel governance complements the influence of customer orientation that does not directly influence export performance among market orientation activities. This implies that Korean export SMEs must strive to build an effective direct channel governance.

  • In modern information society, the necessity arose of having to manage overall information technology as information technology is introduced to companies and public organizations while the necessity of joining the goals of business and IT is increasing. Also, there has been an increase in organizations which are preventing the overlapping of IT investigations and pursuing ROI. Hereupon, many developed companies created the concept of IT governance. IT governance indicates the structure and dynamic behavior of companies' business and the structural affecting factors influencing IT, and this is expressed as business, the business & IT related committees and departments inside and outside, the framework representing their relationship and range of activity, organizational diagram and process composition. Intermingled with such external factors, the reestablishment of defense IT governance in order to reach the vision and goal of our current military defense has become a requirement. This study aims to describe core strategy for building defense IT governance framework. In order to support these claims, the comprehensive IT governance and information technology are mentioned, domestic and overseas military cases are analyzed, and core strategy for building defense IT governance framework is analyzed as well.

Donation Expenses and Corporate Value: A Focus on the Corporate Governance Structure (기부금 지출과 기업 가치: 기업지배구조를 중심으로)

  • Purpose - Recently, the number of corporations that practice environmental and social responsibility, besides engaging in traditional profit-seeking activities, has been growing steadily, as interest in Corporate Social Responsibility (CSR) is increasing. Recent research on CSR practices has identified the relationship between CSR activities and corporate value as one of the main issues in this respect. Considering that donations constitute a large proportion of a company's charitable activities, we considered the extent of donation expenses as a charitable activity in order to mitigate sample selection bias. Specifically, we analyzed the impact of donation expenses on firm value, while investigating if this impact varied in response to the level of corporate governance of firms. Research design, data, and methodology - We used non-financial firms listed on the Korean Stock Exchange, having their fiscal year end in December, and the sample period was 2006-2013. For the dependent variable, Tobin's q was used as the corporate value, and for the independent variable, donations were measured as the donation-expense-to-sales ratio. Corporate governance scores, as rated by the Korea Corporate Governance Service, were used to measure corporate governance levels because they consider the overall aspects of governance, including ownership structure, the board of directors, and the audit mechanism of individual companies. To examine the impact of donations on a company in relation to the level of corporate governance, we estimated regression models using the interaction terms of the governance dummy and donation variables. Then, we further estimated the regression models of two sub-samples that were classified according to the level of corporate governance. Similar to previous studies, the study uses variables that affect firm value, such as R&D expenditure, advertising expenses, EBITDA, debt-to-equity ratio, sales growth, company age, and company size as control variables. Results - The empirical results show that firm value significantly increased in response to an increase in donation expenses. Upon including the interaction terms of governance level dummy variables and donations, the coefficients of the interaction terms show significant positive values, while those of donation variables show significant negative values. In the strong governance sub-sample, the relationship between the donation expenses and corporate value was statistically positive (+) and significant. However, in the weak governance sub-sample, the relationship between the donation expenses and corporate value was statistically insignificant and negative (-). Conclusions - The empirical results suggest that donation expenses are significantly linked to an enhanced corporate value if firms have a good corporate governance structure. However, if the corporate governance structure is weak, the same relationship is not necessarily observed. The results of this study show that if a firm has high corporate governance, CSR practices enhance the company's reputation such that it has a positive (+) relationship with corporate value. If a firm has weak corporate governance, on the other hand, CSR practices are recognized as an agency cost and do not increase corporate value.

  • The relevance of research provides the necessity to identify the basic problems in the public governance sphere and information technology relations, forasmuch as understanding such interconnections can indicate the consequences of the development and spreading information technologies. The purpose of the research is to outline the issues of applying information technologies in public governance sphere. 500 civil servants took part in the survey (Ukraine). A two-stage study was conducted in order to obtain practical results of the research. The first stage involved collecting and analyzing the responses of civil servants on the Mentimeter online platform. In the second stage, the administrator used the SWOT-analysis system. The tendencies in using information technologies have been determined as follows: the institutional support development; creation of analytical portals for ensuring public control; level of accountability, transparency, activity of civil servants; implementation of e-government projects; changing the philosophy of electronic services development. Considering the threats and risks to the public governance system in the context of applying information technologies, the following aspects generated by societal requirements have been identified, namely: creation of the digital bureaucracy system; preservation of information and digital inequality; insufficient level of knowledge and skills in the field of digital technologies, reducing the publicity of the state and municipal governance system. Weaknesses of modern public governance in the context of IT implementation have been highlighted, namely: "digitization for digitalization"; lack of necessary legal regulation; inefficiency of electronic document management (issues caused by the imperfection of the interface of reporting interactive forms, frequent changes in the composition of indicators in reporting forms, the desire of higher authorities to solve the problem of their introduction); lack of data analysis infrastructure (due to imperfections in the organization of interaction between departments and poor capacity of information resources; lack of analytical databases), lack of necessary digital competencies for civil servants. Based on the results of SWOT-analysis, the strengths have been identified as follows: (possibility of continuous communication; constant self-learning); weaknesses (age restrictions for civil servants; insufficient acquisition of knowledge); threats (system errors in the provision of services through automation); opportunities for the introduction of IT in the public governance system (broad global trends; facilitation of the document management system). The practical significance of the research lies in providing recommendations for eliminating the problems of IT implementation in the public governance sphere outlined by civil servants..

  • In this research, we are trying to develop a framework to evaluate the prevention program for Tsunami disaster based on the Multi-agent simulation model. Tsunami has arisen by the earthquake. It happened after flew minutes or few hours when it occurred. It is clear that Tsunami will come after earthquake and from seashore. If we prevent the damage by Tsunami, we should make people who is in the seashore and lived near the seaside escape from there. Moreover we must forecast the escape activity from Tsunami. Former research of this field, some researches try to forecast the escape activity as macro level. However, people who escape from Tsunami is differ from their physical ability and ability of information processing. It needs a more accuracy model to forecast the escape activity of them. Furthermore they make a decision step by step using the various information. Therefore escape activity from Tsunami will describe using an agent based model which can only treat the information processing of human being. In this paper, we develop the evacuation model from Tsunami disaster using the Multi agent based model. The purpose of this study is to analyze the human action pattern when Tsunami occurred, and to make an accurately assessment for damages by Tsunami. The Fujisawa city government is planning and operating the various prevention program far Tsunami. However nobody assess it, because they do not have any simulation models for Tsunami disaster. If they want to set an effective prevention program for Tsunami, they should have any kinds of simulation model. The results of this study are 1) To develop the Multi agent based evacuees escape activity model. 2) Assess the damage of Tsunami in Fujisawa-City.

  • Information and Communication Technologies(ICTs) have substantially enlarged both the opportunities to realize one's human rights but have also resulted in the emergence of new challenges. ICTs are so deeply embedded and cental to almost all aspects of human activity. And ICTs are assuming an increasingly central role in all aspects of human and societal development across the world. But this is especially true of the right to privacy, which faces challenges such as profiling and data mining for public(including national security) and private purposes. ICTs access is a fundamental right for all humans in the information age. So we have need for regulation based on human rights in the digital age. And governments have a responsibility to protect individuals against violations of human rights and data protection by public authorities, but also by private entities. In addition, internet governance and multi-stakeholder principle have to be stressed on all of the internet issues because internet governance is included in the principle of democracy which have bottom-up communication and equality. So it is very importance that Internet Governance Forum is the space for a meaningful discussion on public policy issues relating to the internet.
